or_o authority_n or_o any_o of_o they_o without_o the_o consent_n of_o the_o say_a lord_n and_o commons_o first_o have_v and_o obtain_v that_o after_o the_o expiration_n of_o the_o say_v twenty_o year_n in_o all_o case_n wherein_o the_o lord_n and_o commons_o shall_v declare_v the_o safety_n of_o the_o kingdom_n to_o be_v concern_v and_o shall_v thereupon_o pass_v any_o bill_n or_o bill_n
