that_o action_n be_v attend_v with_o secular_a care_n and_o trouble_v and_o this_o be_v without_o any_o strain_n at_o all_o collect_v out_o of_o that_o great_a and_o famous_a council_n of_o chalcedon_n one_o of_o the_o four_o first_o general_n council_n approve_v of_o high_o throughout_o all_o christendom_n and_o with_o great_a reverence_n acknowledge_v in_o the_o law_n of_o this_o lord_n say_v it_o can_v be_v no_o breach_n of_o they_o for_o either_o estate_n may_v propose_v to_o the_o other_o by_o way_n of_o bill_n what_o they_o conceive_v to_o be_v for_o public_a good_a and_o they_o have_v power_n respective_o of_o accept_v or_o refuse_v this_o be_v a_o easy_a answer_n indeed_o and_o very_o true_a for_o either_o estate_n in_o parliament_n may_v propose_v to_o the_o other_o by_o way_n of_o bill_n and_o they_o have_v power_n respective_o of_o accept_v or_o refuse_v and_o there_o be_v no_o breach_n of_o privilege_n in_o all_o this_o but_o this_o easy_a answer_n come_v not_o home_n for_o how_o my_o lord_n understand_v this_o objection_n i_o know_v not_o it_o seem_v as_o if_o it_o do_v reach_v only_o to_o the_o external_a breach_n of_o some_o privilege_n but_o i_o conceive_v they_o which_o make_v the_o objection_n mean_v much_o more_o as_o namely_o that_o by_o this_o bill_n there_o be_v a_o aim_n in_o the_o commons_o to_o weaken_v the_o lord_n house_n and_o by_o make_v their_o vote_n few_o to_o be_v the_o better_a able_a to_o work_v they_o to_o their_o own_o end_n in_o future_a business_n so_o the_o argument_n be_v of_o equal_a if_o not_o great_a strength_n against_o the_o lord_n yield_v to_o the_o bill_n to_o the_o jufringement_n of_o their_o own_o strength_n than_o to_o the_o commons_o propose_v it_o and_o there_o be_v no_o doubt_n but_o that_o the_o commons_o may_v propose_v their_o bill_n without_o breach_n of_o privilege_n but_o whether_o the_o lord_n may_v grant_v it_o without_o impair_n their_o own_o strength_n i_o leave_v the_o the_o same_o the_o one_o sit_v by_o a_o honour_n invest_v in_o their_o blood_n and_o hereditary_n which_o though_o it_o be_v in_o the_o king_n alone_o to_o grant_v yet_o be_v once_o grant_v he_o can_v and_o that_o in_o a_o legal_a way_n than_o he_o can_v take_v away_o nobleman_n honour_n and_o therefore_o for_o aught_o be_v yet_o say_v their_o case_n be_v not_o so_o much_o alike_o as_o his_o lordship_n will_v have_v they_o seem_v in_o this_o indeed_o they_o differ_v somewhat_o that_o bishop_n may_v be_v deprive_v upon_o more_o crime_n than_o those_o be_v for_o which_o earl_n and_o baron_n
