ill-affected_a and_o then_o he_o be_v look_v after_o mr._n slingsby_n be_v ask_v about_o the_o fee_n for_o licence_n he_o answer_v they_o do_v give_v the_o clerk_n direction_n never_o to_o demand_v witness_v any_o fee_n for_o licence_n and_o that_o the_o clerk_n never_o account_v to_o he_o for_o above_o five_o shilling_n for_o any_o licence_n which_o he_o say_v be_v voluntary_o give_v not_o demand_v mr._n little_o be_v ask_v to_o the_o matter_n of_o fee_n he_o answer_v that_o he_o charge_v his_o servant_n still_o to_o demand_v no_o fee_n witness_n for_o licence_n except_o of_o assume_v to_o himself_o out_o of_o the_o ordinary_a jurisdiction_n cause_n to_o be_v hear_v before_o himself_o on_o paper_n petition_n which_o how_o gross_o he_o have_v determine_v their_o lordship_n have_v hear_v and_o whether_o this_o be_v not_o a_o interruption_n to_o legal_a proceed_n he_o submit_v to_o their_o lordship_n and_o also_o leave_v they_o to_o judge_n how_o contrary_a it_o be_v to_o this_o profession_n of_o my_o lord_n of_o strafford_n to_o the_o matter_n of_o the_o defence_n viz._n that_o these_o particular_n be_v not_o complain_v of_o mr._n palmer_n answer_v it_o be_v true_a there_o be_v no_o particular_a complaint_n palmer_n in_o the_o article_n but_o my_o lord_n of_o strafford_n in_o his_o answer_n say_v he_o never_o deny_v licenses_fw-la to_o any_o man_n to_o go_v into_o england_n and_o that_o put_v it_o in_o be_v sue_v and_o give_v occasion_n to_o prove_v his_o denial_n to_o the_o reason_n of_o his_o proposition_n mr._n palmer_n observe_v they_o be_v viz._n have_v have_v it_o in_o his_o own_o power_n to_o have_v refer_v they_o back_o to_o ireland_n if_o they_o be_v misinform_v but_o mean_n be_v use_v that_o they_o shall_v not_o come_v to_o the_o king_n the_o bar_n be_v lay_v with_o the_o secretary_n and_o master_n of_o request_n that_o his_o majesty_n shall_v by_o no_o mean_n know_v as_o to_o consider_v of_o the_o fitness_n or_o unfitness_n of_o whereby_o he_o will_v justify_v himself_o again_o the_o discourage_a of_o complaint_n in_o this_o proposition_n and_o the_o argument_n use_v to_o his_o majesty_n provide_v a_o punishment_n for_o clamorous_a complaint_n so_o that_o they_o which_o have_v cause_n of_o complaint_n be_v terrify_v with_o a_o punishment_n though_o they_o be_v not_o clamorous_a may_v now_o be_v make_v appear_v to_o be_v so_o for_o the_o authority_n whereby_o he_o justify_v this_o proclamation_n first_o he_o insist_o on_o the_o law_n of_o that_o kingdom_n that_o by_o the_o law_n they_o can_v not_o depart_v the_o redress_v of_o grievance_n and_o oppression_n and_o that_o be_v in_o the_o charge_n against_o my_o lord_n of_o strafford_n for_o the_o instruction_n of_o may_n 1628._o on_o a_o petition_n by_o the_o inhabitant_n the_o petition_n be_v that_o they_o may_v make_v personal_a residence_n at_o least_o half_a a_o year_n but_o that_o relate_v to_o undertaker_n and_o other_o that_o have_v land_n and_o
