rule_v through_o the_o negligence_n of_o the_o inward_a part_n as_o it_o appear_v by_o eli_n the_o priest_n who_o while_o he_o punish_v not_o his_o child_n with_o the_o rigorous_a and_o strait_a rod_n of_o justice_n when_o they_o do_v sin_n god_n as_o one_o that_o will_v be_v revenge_v for_o their_o wickedness_n upon_o he_o sharp_o punish_v he_o as_o one_o that_o consent_v to_o their_o naughtiness_n therefore_o it_o be_v necessary_a that_o ruler_n have_v these_o three_o thing_n in_o they_o that_o be_v to_o say_v terror_n to_o be_v fear_v good_a governance_n and_o love_n for_o except_v the_o governor_n be_v fear_v and_o love_v his_o ordinance_n and_o rule_n can_v stand_v therefore_o through_o his_o goodness_n and_o honest_a familiar_a condition_n let_v he_o procure_v to_o
