and_o the_o lord_n with_o counsel_n on_o both_o side_n and_o final_o order_v and_o that_o their_o right_n be_v reserve_v unto_o they_o by_o the_o say_a proclamation_n and_o that_o contrary_a to_o their_o suggestion_n they_o have_v as_o great_a liberty_n by_o his_o majesty_n mere_a grace_n and_o favour_n to_o go_v to_o his_o mint_n as_o any_o other_o his_o subject_n have_v but_o not_o to_o make_v a_o trade_n and_o gatne_v betwixt_o any_o other_o his_o matesties_n subject_n and_o the_o mint_n contrary_a to_o the_o policy_n of_o all_o age_n and_o if_o they_o be_v hinder_v or_o restrain_v in_o any_o thing_n belong_v of_o right_a to_o their_o trade_n without_o usurpation_n upon_o his_o majesty_n regalty_n they_o be_v free_a to_o use_v the_o benefit_n of_o his_o majesty_n law_n for_o be_v make_v know_v the_o right_a valuation_n of_o foreign_a coin_n to_o we_o and_o this_o will_v direct_v the_o merchant_n to_o sell_v our_o commodity_n to_o the_o just_a price_n which_o will_v advance_v the_o stock_n of_o the_o kingdom_n and_o cause_n importation_n of_o coin_n and_o bullion_n 2._o by_o the_o true_a and_o certain_a value_n and_o tate_z set_v upon_o all_o foreign_a coin_n and_o bullion_n the_o merchant_n will_v drive_v a_o more_o certain_a trade_n then_o heretofore_o for_o be_v sure_a to_o receive_v his_o ready_a money_n for_o his_o bullion_n at_o his_o return_n and_o be_v before_o inform_v of_o the_o true_a rate_n this_o can_v likewise_o but_o encourage_v and_o advance_v the_o importation_n 3._o the_o traveller_n inward_o or_o whosoever_o be_v owner_n of_o any_o foreign_a coin_n in_o any_o the_o out_o part_n or_o place_n of_o land_v have_v occasion_n of_o currant_n money_n must_v take_v the_o pleasure_n of_o the_o buyer_n to_o his_o exceed_a great_a loss_n for_o particular_a man_n will_v not_o deal_v with_o unknown_a coin_n but_o upon_o certainty_n of_o exceed_a gain_n but_o the_o deputy_n here_o must_v give_v the_o full_a value_n which_o will_v likewise_o further_o the_o importation_n 1._o hinder_v 3._o exportation_n hinder_v the_o exchange_v goldsmith_n be_v put_v by_o by_o the_o execution_n of_o this_o office_n the_o instrument_n and_o mean_n of_o exportation_n be_v cut_n off_o the_o export_n itself_o will_v cease_v or_o be_v much_o diminish_v 2._o money_n promiscuous_o currant_n be_v not_o exportable_a but_o the_o weighty_a and_o cull_a money_n but_o the_o exchange_v goldsmith_n the_o culler_n and_o sorter_n of_o these_o be_v cut_v off_o the_o export_n will_v likewise_o thus_o be_v diminish_v 3._o the_o exchanger_n and_o his_o deputy_n in_o all_o the_o port_n will_v have_v a_o eye_n to_o the_o execution_n of_o the_o law_n and_o ordinance_n against_o exportation_n who_o better_a execution_n will_v much_o prevent_v carry_v out_o of_o bullion_n 4._o foreign_a coin_n in_o the_o out_o port_n and_o here_o be_v keep_v and_o preserve_v to_o serve_v the_o occasion_n of_o the_o traveller_n or_o merchant_n outward_o but_o buy_v by_o the_o exchanger_n be_v forthwith_o cut_v in_o piece_n and_o can_v be_v export_v but_o be_v convert_v into_o his_o majesty_n coin_n 5._o lighten_v and_o uncurrant_a coin_n of_o gold_n buy_v by_o the_o goldsmith_n be_v either_o sell_v to_o be_v transport_v or_o moult_a down_n be_v the_o best_a money_n for_o these_o purpose_n as_o those_o wherein_o the_o coinage_n be_v save_v but_o sell_v to_o the_o exchanger_n be_v in_o the_o presence_n of_o the_o seller_n cut_v in_o piece_n and_o re-conuerted_n into_o coin_n whereby_o the_o stock_n of_o money_n do_v not_o decrease_v the_o advancement_n of_o his_o majesty_n profit_n in_o the_o mint_n be_v a_o consequent_a to_o all_o mint_n 2._o advance_v his_o majesty_n profit_n in_o the_o mint_n for_o all_o bullion_n come_v to_o the_o exchange_n be_v by_o covenant_n and_o compulsary_o carry_v to_o the_o exchange_n and_o this_o by_o the_o testimony_n of_o a_o controller_n appoint_v to_o oversee_v the_o same_o and_o to_o charge_v the_o exchanger_n with_o the_o bullion_n buy_v by_o he_o and_o must_v not_o be_v sell_v or_o alien_v to_o any_o other_o use_n unless_o his_o majesty_n or_o the_o state_n shall_v think_v fit_a to_o license_v some_o determinate_a quantity_n to_o be_v sell_v upon_o promise_n to_o provide_v the_o like_a quantity_n again_o from_o the_o part_n beyond_o the_o sea_n upon_o the_o immediate_a contract_n of_o the_o exchanger_n for_o the_o same_o in_o which_o case_n the_o money_n of_o the_o realm_n be_v not_o diminish_v but_o the_o goldsmith_n carry_v bullion_n to_o the_o mint_n be_v but_o accidental_a and_o at_o their_o pleasure_n and_o only_o then_o when_o the_o price_n of_o the_o mint_n exceed_v the_o rate_n of_o any_o other_o for_o the_o same_o this_o be_v the_o reason_n why_o before_o gold_n be_v enhanse_v 9_o jacob_n they_o seldom_o or_o never_o carry_v any_o to_o the_o mint_n the_o merchant_n give_v they_o a_o great_a price_n for_o the_o same_o and_o ever_o since_o that_o time_n the_o profit_n fall_v upon_o silver_n they_o have_v not_o carry_v into_o the_o mint_n any_o considerable_a quantity_n of_o silver_n by_o which_o the_o mint_n have_v not_o only_o stand_v still_o for_o silver_n money_n but_o by_o this_o and_o the_o exportation_n and_o melt_a down_o the_o silver_n money_n there_o be_v scarce_o silver_n enough_o seft_v to_o drive_v the_o trade_n of_o the_o country_n to_o the_o great_a hindrance_n and_o decay_n of_o trade_n to_o the_o lessen_v the_o employment_n and_o set_n on_o work_n of_o the_o subject_n to_o omit_v that_o the_o remnant_n of_o the_o money_n of_o silver_n be_v so_o by_o lightning_n deprave_a that_o these_o which_o run_v in_o promiscuous_a payment_n want_v near_o ix_o l._n tail_n per_fw-la centum_fw-la of_o their_o just_a weight_n beside_o these_o we_o may_v herein_o further_o consider_v that_o it_o be_v a_o point_n of_o honour_n and_o justice_n in_o the_o state_n that_o there_o shall_v be_v a_o certain_a and_o invariable_a price_n set_v upon_o bullion_n foreign_a or_o other_o uncurrant_a coin_n whereby_o they_o may_v neither_o be_v overprise_v to_o the_o detriment_n of_o the_o commonwealth_n and_o all_o such_o as_o have_v occasion_n to_o use_v any_o manisacture_n make_v of_o they_o as_o likewise_o that_o the_o subject_n be_v severe_v that_o neither_o his_o ignorance_n nor_o necessity_n shall_v betray_v he_o to_o deceit_n but_o that_o there_o shall_v be_v ordain_v ser_n and_o fire_v to_o the_o ignorant_a as_o well_o as_o the_o skilful_a to_o he_o that_o be_v urge_v by_o his_o occasion_n as_o well_o as_o to_o he_o that_o may_v forbear_v a_o loyal_a and_o legal_a price_n of_o coin_n or_o bullion_n which_o can_v be_v ascertayn_v no_o other_o way_n but_o by_o re-erecting_a cambium_n regis_fw-la but_o these_o consideration_n will_v perhaps_o with_o some_o be_v more_o prevalent_a when_o they_o shall_v receive_v full_a satisfaction_n in_o the_o clear_a solution_n of_o those_o difficulty_n which_o by_o the_o goldsmith_n and_o other_o both_o before_o his_o majesty_n and_o the_o lord_n of_o the_o privy_a counsel_n and_o elsewhere_o have_v be_v object_v and_o oppose_v to_o the_o say_a office_n in_o charge_v the_o same_o with_o public_a preiudices_fw-la which_o be_v these_o artic._n 1._o object_n petition_v goldsmith_n object_n that_o the_o office_n seek_v to_o be_v renew_v have_v be_v so_o long_o out_o of_o use_n that_o the_o sudden_a alteration_n will_v be_v a_o great_a hinder_v to_o the_o trade_n and_o vent_v of_o cloth_n which_o if_o it_o prove_v so_o will_v not_o easy_o be_v restore_v though_o the_o patent_n be_v lay_v down_o and_o therefore_o without_o good_a assurance_n of_o the_o event_n inconvenient_a to_o be_v put_v in_o execution_n artic._n 2._o it_o will_v be_v a_o great_a mean_n o_o hinder_v importation_n of_o bullion_n and_o by_o consequence_n will_v cause_v exportation_n of_o gold_n and_o silver_n whereby_o both_o his_o majesty_n will_v be_v much_o prejudice_v in_o the_o profit_n of_o his_o mint_n and_o trade_n and_o conmerce_n much_o hinder_v artic._n 5._o by_o the_o indenture_n betwixt_o the_o king_n majesty_n and_o the_o earl_n it_o be_v mention_v that_o the_o exchanger_n shall_v take_v only_o for_o the_o exchange_n so_o much_o as_o shall_v be_v agree_v betwixt_o he_o and_o the_o bringer_n in_o of_o bullion_n so_o that_o it_o be_v not_o above_o the_o rate_n of_o j_o d_o for_o the_o noble_a of_o gold_n or_o silver_n which_o be_v a_o great_a burrhen_n to_o the_o importer_n and_o will_v be_v loss_n to_o the_o people_n in_o every_o ounce_n of_o gold_n xd._n which_o be_v in_o money_n in_o the_o pound_n weight_n of_o gold_n x_o s._n and_o the_o like_a prejudice_n will_v ensue_v in_o silver_n whereas_o the_o goldsmith_n do_v ordinary_o make_v his_o exchange_n for_o 2._o s._n and_o less_o in_o the_o pound_n weight_n artic._n 6._o it_o will_v be_v dangerous_a to_o the_o life_n and_o state_n of_o merchant_n that_o import_v bullion_n to_o be_v
