by_o the_o extreme_a decay_n of_o trade_n both_o by_o sea_n and_o land_n want_v of_o employment_n scarcity_n and_o dearness_n of_o provision_n can_v but_o be_v very_o sensible_a of_o the_o sad_a effect_n they_o fear_v will_v follow_v if_o any_o such_o tax_n shall_v be_v lay_v upon_o coal_n which_o must_v of_o necessity_n lie_v most_o heavy_a upon_o the_o poor_a sort_n and_o will_v also_o be_v a_o occasion_n of_o discontent_n to_o seaman_n and_o discouragement_n of_o merchant_n trade_v that_o way_n and_o although_o your_o petitioner_n can_v find_v any_o expedient_a for_o the_o supply_n of_o the_o garrison_n in_o newcastle_n as_o be_v propound_v yet_o they_o do_v offer_v to_o the_o grave_a consideration_n of_o this_o honourable_a house_n that_o if_o the_o profit_n of_o all_o place_n and_o employment_n enjoy_v contrary_a to_o the_o self-denying_a ordinance_n of_o the_o four_o of_o april_n 1645._o and_o the_o several_a vote_n of_o the_o ten_o of_o june_n 1647._o and_o likewise_o the_o profit_n of_o the_o several_a place_n belong_v to_o the_o custom_n excise_n postmaster_n committee-man_n office_n sequester_v and_o such_o like_a may_v be_v dispose_v of_o for_o the_o public_a occasion_n of_o the_o kingdom_n and_o not_o convert_v to_o private_a use_n reasonable_a salary_n for_o such_o and_o so_o many_o as_o shall_v be_v necessary_o employ_v therein_o except_v the_o same_o may_v advance_v a_o considerable_a sum_n for_o that_o or_o other_o public_a charge_n during_o the_o time_n of_o the_o miserable_a distraction_n of_o this_o kingdom_n your_o petitioner_n do_v of_o communication_n be_v unite_v to_o the_o city_n under_o the_o command_n of_o one_o militia_n and_o the_o inconvenience_n that_o have_v happen_v since_o they_o be_v disunite_v their_o strength_n thereby_o be_v much_o abate_v and_o they_o make_v more_o unserviceable_a to_o the_o parliament_n and_o city_n and_o your_o petitioner_n be_v very_o sensible_a thereof_o and_o of_o the_o great_a benefit_n that_o may_v be_v expect_v by_o the_o blessing_n of_o god_n by_o their_o reunite_v have_v receive_v several_a petition_n from_o divers_a well-affected_n person_n inhabitant_n of_o the_o city_n of_o westminster_n hamblet_n of_o the_o tower_n and_o burrough_n of_o southwark_n declare_v their_o desire_n thereof_o and_o upon_o conference_n with_o they_o and_o find_v they_o not_o willing_a to_o be_v a_o sub-committee_n as_o former_o in_o our_o desire_n to_o further_o so_o good_a a_o work_n tend_v so_o much_o to_o the_o enable_v of_o we_o to_o be_v serviceable_a to_o the_o parliament_n city_n and_o kingdom_n your_o petitioner_n do_v condescend_v that_o the_o say_v adjacent_a part_n shall_v have_v five_o for_o every_o division_n to_o be_v join_v to_o the_o present_a militia_n of_o london_n and_o to_o make_v one_o entire_a militia_n provide_v that_o they_o shall_v be_v nominate_v by_o the_o common-council_n and_o present_v to_o the_o honourable_a house_n of_o parliament_n for_o their_o approbation_n and_o allowance_n and_o have_v receive_v several_a vote_n from_o the_o honourable_a house_n of_o parliament_n for_o their_o reunite_v they_o therefore_o
