the_o city_n of_o london_n my_o lord_n and_o gentleman_n what_o tenderness_n have_v be_v exercise_v by_o myself_o and_o this_o army_n towards_o the_o city_n what_o care_n to_o preserve_v it_o from_o the_o least_o damage_n or_o prejudice_n notwithstanding_o the_o just_a occasion_n and_o great_a provocation_n which_o have_v thence_o be_v give_v and_o with_o what_o patience_n we_o have_v wait_v for_o the_o raise_n of_o those_o arrear_n which_o have_v long_o since_o be_v due_a i_o need_v not_o now_o use_v many_o word_n to_o express_v yourselves_o the_o city_n and_o kingdom_n do_v sufficient_o know_v it_o we_o have_v lie_v here_o about_o london_n so_o long_o as_o we_o can_v continue_v much_o long_o without_o intolerable_a oppression_n to_o these_o part_n if_o not_o the_o undo_n of_o some_o and_o in_o all_o this_o time_n though_o the_o occasion_n both_o of_o our_o come_n and_o stay_n have_v be_v from_o the_o city_n yet_o in_o tenderness_n to_o the_o trade_n and_o freedom_n thereof_o no_o part_n of_o the_o army_n have_v be_v quarter_v in_o it_o but_o the_o part_n adjacent_a have_v bear_v the_o burden_n who_o give_v no_o such_o occasion_n and_o if_o after_o so_o long_a and_o obstinate_a withhold_v what_o have_v be_v so_o long_o due_a in_o affront_n to_o so_o many_o ordinance_n and_o demand_n of_o parliament_n and_o in_o the_o face_n of_o a_o army_n at_o a_o time_n when_o so_o great_a a_o part_n of_o the_o city_n have_v make_v themselves_o so_o obnoxious_a to_o both_o i_o shall_v now_o withdraw_v the_o army_n from_o the_o city_n before_o all_o the_o arrear_n of_o tax_n thence_o due_a be_v pay_v or_o if_o those_o who_o after_o so_o many_o warning_n from_o the_o parliament_n with_o penalty_n impose_v upon_o the_o nonpayment_n thereof_o within_o the_o time_n limit_v have_v so_o obstinate_o withhold_v their_o due_n so_o long_o beyond_o that_o time_n shall_v now_o escape_v with_o the_o bare_a payment_n of_o their_o arrear_n at_o last_o i_o can_v expect_v no_o less_o but_o that_o the_o ill_a example_n thereof_o will_v in_o other_o part_n of_o the_o kingdom_n give_v great_a discouragement_n to_o friend_n from_o pay_v their_o share_n and_o encouragement_n to_o enemy_n to_o withhold_v they_o as_o long_o as_o they_o can_v upon_o these_o consideration_n with_o the_o advice_n of_o my_o council_n of_o war_n i_o have_v desire_v the_o committee_n of_o the_o army_n that_o the_o penalty_n impose_v by_o the_o parliament_n for_o nonpayment_n as_o well_o as_o the_o arrear_n themselves_o may_v be_v speedy_o levy_v and_o that_o from_o all_o those_o who_o have_v not_o before_o this_o time_n pay_v in_o their_o proportion_n of_o assessment_n no_o less_o than_o the_o full_a penalty_n may_v henceforth_o be_v accept_v and_o for_o the_o speedy_a levy_v both_o of_o arrear_n and_o penalty_n according_a to_o the_o ordinance_n of_o parliament_n for_o that_o purpose_n i_o have_v with_o the_o same_o advice_n appoint_v colonel_n hewson_n with_o a_o thousand_o foot_n to_o come_v to_o morrow_n to_o quarter_n in_o the_o city_n and_o within_o the_o late_a line_n of_o communication_n in_o such_o place_n as_o he_o find_v fit_a until_o this_o service_n be_v accomplish_v and_o in_o the_o prosecution_n thereof_o of_o observe_v the_o direction_n of_o the_o committee_n for_o the_o army_n according_a to_o the_o say_a ordinance_n if_o this_o course_n shall_v be_v a_o matter_n of_o wonder_n or_o offence_n to_o any_o i_o make_v no_o doubt_n but_o the_o necessity_n of_o the_o thing_n which_o i_o have_v before_o represent_v will_v afford_v sufficient_a satisfaction_n to_o all_o that_o wish_v well_o to_o the_o parliament_n the_o army_n city_n or_o kingdom_n and_o that_o those_o who_o wilfulness_n if_o not_o malignity_n or_o design_n to_o break_v the_o army_n and_o incense_v the_o kingdom_n have_v necessitate_v this_o will_v bear_v the_o blame_n both_o of_o the_o thing_n itself_o and_o of_o whatever_o ill_a consequence_n may_v ensue_v i_o shall_v desire_v the_o best_a care_n of_o your_o lordship_n and_o all_o that_o wish_v well_o to_o the_o parliament_n and_o army_n or_o tender_v the_o safety_n of_o the_o city_n that_o in_o this_o service_n so_o necessary_a both_o for_o the_o end_n aforesaid_a and_o for_o the_o vindication_n of_o the_o authority_n of_o parliament_n no_o impediment_n or_o affront_n be_v give_v to_o the_o officer_n or_o soldier_n employ_v herein_o from_o whence_o any_o further_a ill_a consequence_n may_v be_v occasion_v as_o on_o the_o other_o side_n i_o have_v command_v and_o be_o very_o confident_a that_o all_o care_n will_v be_v take_v by_o col_n hewson_n and_o the_o officer_n employ_v under_o he_o for_o the_o soldier_n orderly_a and_o civil_a demeanour_n both_o in_o their_o quarter_n and_o in_o the_o service_n and_o that_o not_o the_o least_o wrong_a shall_v be_v do_v by_o they_o to_o any_o in_o the_o city_n nor_o any_o damage_n save_o what_o the_o person_n refuse_v to_o pay_v their_o arrear_n or_o penalty_n according_a to_o the_o ordinance_n of_o parliament_n shall_v wilful_o bring_v upon_o themselves_o and_o the_o charge_n of_o quarter_a the_o soldier_n till_o the_o service_n be_v do_v for_o which_o purpose_n i_o have_v give_v order_n to_o col_n hewson_n that_o so_o soon_o as_o he_o have_v from_o the_o committee_n of_o the_o army_n or_o collector_n the_o list_n of_o what_o person_n be_v in_o arrear_n he_o shall_v quarter_v the_o soldier_n only_o upon_o such_o as_o near_o as_o he_o can_v with_o relation_n to_o the_o conveniency_n of_o quarter_a and_o if_o any_o disorder_n or_o injury_n be_v do_v by_o the_o soldier_n or_o officer_n as_o i_o doubt_v not_o but_o col_n hewson_n will_v be_v careful_a to_o give_v redress_n so_o in_o case_n of_o his_o neglect_n i_o shall_v be_v ready_a upon_o complaint_n
