a_o discourse_n touch_v provision_n for_o the_o poor_a write_a by_o sir_n matthew_n hale_v late_a lord_n chief_a justice_n of_o the_o king_n bench._n london_n print_v by_o h._n hill_n for_o john_n leigh_n at_o stationer_n hall_n and_o be_v to_o be_v sell_v by_o the_o bookseller_n in_o london_n 1683_o the_o preface_n a_o due_a care_n for_o the_o relief_n of_o the_o poor_a be_v a_o act_n 1._o of_o great_a piety_n towards_o almighty_a god_n who_o require_v it_o of_o we_o he_o have_v leave_v the_o poor_a as_o his_o pupil_n and_o the_o rich_a as_o his_o steward_n to_o provide_v for_o they_o it_o be_v one_o of_o those_o great_a tribute_n that_o he_o just_o require_v from_o the_o rest_n of_o mankind_n which_o because_o they_o can_v pay_v to_o he_o he_o have_v scatter_v the_o poor_a among_o the_o rest_n of_o mankind_n as_o his_o substitute_n and_o receiver_n 2._o it_o be_v a_o act_n of_o great_a humanity_n among_o man_n mercy_n and_o benignity_n be_v due_a to_o the_o very_a beast_n that_o serve_v we_o much_o more_o to_o those_o that_o be_v partaker_n of_o the_o same_o common_a nature_n with_o we_o 3._o it_o be_v a_o act_n of_o great_a civil_a prudence_n and_o political_n wisdom_n for_o poverty_n in_o itself_o be_v apt_a to_o emasculate_v the_o mind_n of_o man_n or_o at_o least_o it_o make_v man_n tumultuous_a and_o unquiet_a where_o there_o be_v many_o very_a poor_a the_o rich_a can_v long_v or_o safe_o continue_v such_o necessity_n render_v man_n of_o phlegmatic_a and_o dull_a nature_n stupid_a and_o indisciplinable_a and_o man_n of_o more_o fiery_a or_o active_a constitution_n rapacious_a and_o desperate_a at_o this_o day_n it_o seem_v to_o i_o that_o the_o english_a nation_n be_v more_o deficient_a in_o their_o prudent_a provision_n for_o the_o poor_a than_o any_o other_o cultivate_v and_o christian_a state_n at_o least_o that_o have_v so_o many_o opportunity_n and_o advantage_n to_o supply_v they_o in_o some_o other_o country_n a_o beggar_n be_v a_o rare_a sight_n those_o that_o be_v unable_a to_o maintain_v themselves_o by_o age_n or_o impotency_n be_v relieve_v and_o those_o that_o be_v able_a to_o supply_v their_o want_n by_o their_o labour_n be_v furnish_v with_o employment_n suitable_a to_o their_o condition_n and_o by_o this_o mean_n there_o be_v not_o only_o a_o good_a and_o orderly_a education_n and_o a_o decent_a face_n of_o the_o public_a but_o the_o more_o populous_a the_o state_n or_o country_n be_v the_o rich_a and_o the_o more_o wealthy_a it_o be_v but_o with_o we_o in_o england_n for_o want_n of_o a_o due_a regulation_n of_o thing_n the_o more_o populous_a we_o be_v the_o poor_a we_o be_v so_o that_o that_o wherein_o the_o strength_n and_o wealth_n of_o a_o kingdom_n consist_v render_v we_o the_o weak_a and_o the_o poor_a and_o which_o be_v yet_o worse_o poor_a family_n which_o daily_o multiply_v in_o the_o kingdom_n for_o want_v of_o a_o due_a order_n for_o their_o employment_n in_o a_o honest_a course_n of_o life_n whereby_o they_o may_v gain_v subsistence_n for_o they_o and_o their_o child_n do_v unavoidable_o bring_v up_o their_o child_n either_o in_o a_o trade_n of_o beg_v or_o steal_v or_o such_o other_o idle_a course_n which_o again_o they_o propagate_v over_o to_o their_o child_n and_o so_o there_o be_v a_o successive_a multiplication_n of_o hurtful_a or_o at_o least_o unprofitable_a people_n neither_o capable_a of_o discipline_n nor_o beneficial_a employment_n it_o be_v true_a we_o have_v very_o severe_a law_n against_o beg_v the_o very_a giver_n be_v in_o some_o case_n subject_a to_o a_o penalty_n by_o the_o statute_n of_o 1_o jac._n cap._n 17._o but_o it_o take_v little_a effect_n and_o indeed_o as_o the_o case_n stand_v with_o we_o it_o be_v no_o reason_n it_o shall_v for_o what_o man_n that_o be_v of_o ability_n can_v have_v the_o conscience_n to_o deny_v a_o alm_n or_o to_o bring_v a_o wanderer_n to_o the_o punishment_n direct_v by_o that_o statute_n and_o the_o statute_n of_o 39_o eliz._n when_o he_o can_v choose_v but_o know_v that_o there_o be_v not_o that_o due_a course_n provide_v or_o at_o least_o use_v that_o person_n necessitous_a and_o able_a to_o work_v may_v have_v it_o indeed_o be_v there_o a_o clear_a mean_n practise_v for_o the_o employ_v of_o poor_a person_n it_o be_v a_o uncharitable_a action_n to_o relieve_v they_o in_o a_o course_n of_o idleness_n but_o when_o i_o do_v not_o know_v that_o there_o be_v such_o a_o provision_n i_o dare_v not_o deny_v my_o relief_n because_o i_o know_v not_o whether_o without_o it_o he_o may_v be_v starve_v with_o hunger_n without_o his_o own_o default_n we_o have_v also_o very_o severe_a law_n against_o theft_n possible_o more_o severe_a than_o most_o other_o nation_n yea_o and_o than_o the_o offence_n in_o itself_o simple_o consider_v deserve_v and_o there_o be_v little_a to_o be_v say_v in_o the_o defence_n of_o the_o severity_n of_o the_o law_n herein_o but_o the_o multitude_n of_o the_o offender_n and_o the_o design_n of_o the_o law_n rather_o to_o terrify_v than_o to_o punish_v ut_fw-la metus_fw-la in_o omnes_fw-la poena_fw-la in_o paucos_fw-la but_o it_o be_v most_o apparent_a that_o the_o law_n i●_n frustrate_v of_o its_o design_n therein_o for_o although_o more_o suffer_v at_o one_o session_n a●_n newgate_n for_o steal_v and_o break_v up_o house_n and_o pick_v of_o pocket_n and_o such_o other_o larceny_v out_o of_o the_o protection_n of_o clergy_n than_o suffer_v in_o some_o other_o country_n for_o all_o offence_n in_o three_o year_n yet_o the_o goal_n be_v never_o the_o empty_a necessity_n and_o poverty_n and_o want_v of_o a_o due_a provision_n for_o the_o employment_n of_o indigent_a person_n and_o the_o custom_n of_o a_o loose_a and_o idle_a life_n daily_a supply_n with_o advantage_n the_o number_n of_o those_o who_o be_v take_v off_o by_o the_o sentence_n of_o the_o law_n and_o doubtless_o as_o the_o multitude_n of_o poor_a and_o necessitous_a and_o uneducated_a person_n increase_n the_o multitude_n of_o malefactor_n will_v increase_v notwithstanding_o the_o example_n of_o severity_n so_o that_o upon_o the_o whole_a account_n the_o prudence_n of_o prevention_n as_o it_o be_v more_o christian_n so_o it_o will_v be_v more_o effectual_a than_o the_o prudence_n of_o remedy_n the_o prevention_n of_o poverty_n idleness_n and_o a_o loose_a and_o disorderly_a education_n even_o of_o poor_a child_n will_v do_v more_o good_a to_o this_o kingdom_n than_o all_o the_o gibbet_n and_o cauterization_n and_o whip_v post_n and_o goal_n in_o this_o kingdom_n and_o will_v render_v these_o kind_n of_o discipline_n less_o necessary_a and_o less_o frequent_a but_o hitherto_o i_o be_o in_o general_n which_o rare_o prosper_v into_o action_n or_o conviction_n i_o therefore_o shall_v confider_v principal_o these_o thing_n 1._o what_o provision_n there_o be_v already_o settle_v by_o the_o law_n in_o force_n for_o the_o relief_n and_o employment_n of_o the_o poor_a 2_o wherein_o the_o defect_n be_v in_o relation_n to_o those_o law_n or_o provision_n and_o the_o consequence_n thereof_o 3._o what_o may_v be_v think_v a_o convenient_a supply_n of_o those_o defect_n and_o the_o consequence_n of_o such_o supply_n chap._n i._o touch_v the_o law_n at_o present_a in_o force_n for_o the_o relief_n and_o employment_n of_o the_o poor_a the_o law_n relate_v to_o the_o poor_a be_v of_o two_o kind_n viz._n 1._o such_o as_o concern_v the_o relief_n of_o the_o age_a and_o impotent_a that_o be_v not_o able_a by_o their_o labour_n to_o maintain_v themselves_o 2._o such_o as_o concern_v the_o employment_n and_o set_n of_o work_n of_o such_o as_o be_v able_a and_o this_o latter_a as_o shall_v be_v show_v be_v the_o more_o comprehensive_a &_o beneficial_a charity_n although_o both_o be_v necessary_a and_o become_v we_o both_o as_o man_n and_o as_o christian_n much_o more_o touch_v the_o former_a of_o these_o viz._n the_o relief_n of_o the_o impotent_a poor_a the_o law_n of_o england_n have_v provide_v a_o double_a remedy_n first_o by_o give_v great_a encouragement_n to_o voluntary_a undertake_n of_o good_a and_o liberal_a mind_n in_o this_o kind_n 2._o by_o compulsary_a mean_n upon_o all_o again_o as_o touch_v the_o former_a of_o these_o the_o statute_n of_o 39_o eliz._n cap._n 5._o have_v give_v a_o great_a encouragement_n to_o such_o as_o shall_v erect_v hospital_n house_n of_o correction_n and_o maisons_fw-fr de_fw-fr dieu_fw-fr and_o the_o statute_n of_o 39_o eliz._n cap._n 6._o and_o 43._o eliz._n cap._n 4._o have_v take_v special_a care_n for_o the_o due_a employment_n of_o gift_n to_o charitable_a use_n and_o certain_o such_o voluntary_a assignation_n argue_v a_o excellent_a and_o charitable_a mind_n in_o those_o that_o shall_v so_o voluntary_o give_v and_o the_o statute_n have_v give_v a_o fair_a encouragement_n to_o the_o charitye_n of_o man_n in_o this_o kind_n
