this_o must_v of_o necessititie_n be_v grant_v to_o it_o in_o the_o first_o sound_n of_o the_o church_n wherein_o we_o be_v to_o suppose_v that_o there_o be_v neither_o minister_n nor_o any_o believe_a people_n only_o the_o magistrate_n have_v the_o knowledge_n of_o the_o true_a god_n go_v about_o to_o bring_v the_o people_n thereunto_o the_o which_o thing_n he_o can_v do_v without_o make_v and_o establish_v law_n for_o that_o purpose_n so_o that_o as_o we_o see_v it_o to_o be_v in_o other_o matter_n in_o that_o the_o civil_a ruler_n be_v the_o first_o and_o sole_a founder_n of_o still_o in_o his_o own_o hand_n the_o truth_n whereof_o may_v be_v declare_v in_o this_o manner_n to_o make_v a_o lawgiver_n there_o must_v these_o thing_n concur_v first_o a_o public_a call_n whereby_o he_o have_v care_n and_o charge_n of_o the_o people_n to_o procure_v their_o good_a as_o by_o all_o other_o mean_n so_o especial_o by_o give_v they_o good_a and_o righteous_a law_n by_o ministerâ—_n who_o calling_n and_o office_n be_v to_o be_v in_o particular_a church_n the_o minister_n of_o the_o word_n of_o prayer_n of_o the_o sacrament_n &_o of_o discipline_n but_o not_o to_o be_v lawgiver_n in_o the_o church_n for_o so_o they_o shall_v rule_v over_o it_o as_o lord_n which_o be_v forbid_v 1._o pet._n 5.3_o yea_o they_o have_v no_o power_n to_o make_v and_o authorise_v into_o the_o true_a worship_n of_o god_n the_o which_o do_v no_o more_o make_v a_o distinct_a body_n than_o idolatry_n do_v in_o a_o heathenish_a commonwealth_n as_o for_o the_o people_n they_o can_v no_o more_o be_v say_v to_o be_v another_o body_n because_o they_o be_v religious_a then_o for_o that_o they_o be_v a_o learned_a and_o warlike_a people_n but_o for_o the_o minister_n and_o ruler_n of_o the_o church_n it_o may_v seem_v necessary_a to_o be_v grant_v that_o they_o do_v either_o make_v a_o distinct_a and_o perfect_a body_n or_o that_o the_o ministry_n be_v a_o member_n of_o the_o people_n but_o here_o we_o speak_v of_o the_o whole_a power_n the_o which_o we_o call_v the_o hand_n of_o this_o body_n by_o â—_o usual_a metaphor_n take_v from_o the_o natural_a body_n wherein_o we_o see_v that_o the_o whole_a motion_n come_v from_o the_o head_n without_o the_o which_o none_o of_o the_o member_n can_v move_v itself_o or_o do_v any_o function_n thus_o all_o man_n do_v grant_v that_o the_o civil_a power_n be_v the_o head_n of_o this_o body_n in_o regard_n of_o civil_a and_o worldly_a affair_n but_o that_o it_o may_v be_v so_o call_v in_o respect_n of_o the_o church_n and_o of_o ecclesiastical_a matter_n many_o do_v doubt_n or_o rather_o flat_o deny_v without_o any_o doubt_n think_v that_o neither_o the_o civil_a power_n do_v stretch_v itself_o to_o church_n affair_n and_o spiritual_a whenas_o by_o the_o ministry_n of_o the_o word_n and_o the_o sacremenes_n the_o church_n be_v edify_v in_o knowledge_n faith_n love_n obedience_n and_o in_o all_o manner_n of_o spiritual_a grace_n in_o this_o part_n of_o the_o building_n christ_n be_v the_o first_o and_o chief_a mover_n yea_o the_o head_n of_o his_o church_n unto_o the_o which_o he_o give_v spiritual_a be_v offer_v but_o also_o diligent_o seek_v after_o when_o it_o be_v wanâ—â—ng_v and_o careful_o preserve_v after_o that_o it_o be_v get_v this_o kind_n of_o build_v also_o be_v to_o be_v perform_v by_o the_o ministry_n of_o man_n but_o yet_o it_o do_v not_o come_v from_o the_o same_o head_n or_o fountain_n for_o that_o spiritual_a building_n come_v from_o christ_n as_o he_o be_v lord_n and_o king_n of_o his_o church_n but_o this_o come_v from_o god_n the_o father_n the_o maker_n and_o preserver_n of_o mankind_n who_o in_o great_a mercy_n and_o wisdom_n have_v not_o left_a man_n in_o
