public_a prayer_n be_v to_o have_v a_o public_a person_n to_o perform_v it_o and_o none_o can_v be_v a_o public_a person_n in_o god_n service_n but_o who_o god_n himself_o have_v make_v so_o by_o some_o notorious_a and_o undoubted_a commission_n such_o as_o other_o be_v bind_v to_o acknowledge_v and_o therefore_o bind_v not_o to_o usurp_v for_o the_o lord_n will_v not_o hold_v he_o guiltless_a not_o minister_n because_o they_o have_v that_o gift_n so_o we_o shall_v find_v no_o just_a reason_n to_o reject_v those_o that_o be_v true_a minister_n as_o insufficient_a or_o unfit_a for_o the_o work_n of_o the_o ministry_n because_o they_o have_v it_o not_o nor_o to_o allow_v such_o minister_n who_o have_v it_o to_o reject_v the_o set_v form_n establish_v and_o approve_v by_o the_o church_n
