13.1_o the_o king_n and_o emperor_n of_o the_o world_n have_v a_o power_n from_o he_o before_o ever_o there_o be_v a_o christian_a church_n and_o the_o christian_a church_n have_v its_o power_n before_o ever_o there_o be_v a_o christian_a king_n or_o emperor_n to_o king_n and_o emperor_n and_o other_o civil_a governor_n god_n almighty_n give_v power_n to_o make_v law_n and_o to_o punish_v the_o disobedient_a by_o outward_a punishment_n such_o as_o stripe_n and_o imprisonment_n by_o loss_n of_o limb_n or_o by_o death_n that_o they_o may_v be_v a_o terror_n to_o the_o wicked_a 13.3,4_o appear_v by_o consider_v that_o there_o be_v no_o co-ercive_a penal_a law_n to_o compel_v man_n to_o unity_n in_o christian_a religion_n till_o king_n and_o emperor_n become_v christian_a and_o then_o by_o virtue_n of_o that_o power_n which_o they_o have_v before_o they_o be_v christian_n they_o make_v law_n for_o the_o outward_a punishment_n of_o the_o disobedient_a as_o infringer_n of_o their_o own_o law_n and_o disturber_n of_o their_o own_o government_n and_o of_o that_o church_n who_o protection_n they_o have_v undertake_v the_o civil_a power_n then_o arm_v in_o its_o defence_n and_o ruin_v by_o they_o christian_n governor_n have_v and_o do_v at_o this_o day_n make_v use_n of_o some_o severe_a mean_n in_o some_o christian_a country_n to_o compel_v christian_n to_o unity_n how_o warrantable_o be_v out_o of_o my_o sphere_n to_o dispute_v much_o more_o to_o determine_v all_o that_o i_o drive_v at_o be_v only_o to_o show_v that_o there_o be_v no_o absolute_a necessity_n of_o prince_n king_n of_o a_o wilderness_n and_o beside_o when_o we_o have_v no_o assurance_n that_o gentleness_n will_v not_o work_v the_o best_a effect_n that_o can_v be_v design_v by_o rigour_n gentle_a mean_n seem_v to_o be_v more_o according_a to_o the_o spirit_n of_o the_o gospel_n and_o there_o be_v no_o party_n but_o think_v so_o when_o itself_o be_v in_o a_o suffer_a condition_n no_o man_n can_v say_v that_o forbearance_n may_v not_o at_o least_o sometime_o be_v try_v i_o come_v now_o therefore_o to_o the_o 6._o sixth_z and_o last_o thing_n to_o be_v consider_v namely_o in_o who_o power_n it_o be_v to_o inflict_v or_o not_o to_o inflict_v temporal_a punishment_n and_o sure_o it_o be_v in_o the_o king_n or_o civil_a governor_n he_o can_v remit_v as_o well_o as_o punish_v unless_o it_o shall_v be_v impious_o pretend_v that_o he_o be_v no_o better_a than_o a_o common_a executioner_n he_o have_v doubtless_o the_o supreme_a coercive_a power_n and_o the_o directive_n power_n can_v only_o direct_v not_o compel_v he_o to_o strike_v and_o where_o the_o same_o person_n be_v suppose_v to_o be_v invest_v with_o the_o supreme_a directive_n and_o the_o supreme_a coercive_a power_n too_o there_o sure_a that_o person_n have_v power_n to_o determine_v when_o such_o penalty_n be_v to_o be_v inflict_v suspend_v or_o abrogate_a as_o well_o as_o actual_o to_o who_o they_o have_v tax_v with_o dis-loyalty_n it_o will_v make_v some_o imagine_v and_o they_o do_v object_n it_o that_o the_o reason_n why_o the_o dissenter_n have_v be_v dis-loyal_a be_v only_o because_o king_n have_v endeavour_v to_o suppress_v they_o and_o the_o reason_n why_o the_o member_n of_o the_o church_n of_o england_n have_v be_v loyal_a be_v only_o because_o king_n have_v endeavour_v to_o support_v they_o by_o suppress_v all_o that_o be_v not_o of_o her_o communion_n but_o what_o cause_n have_v any_o of_o her_o member_n to_o murmur_v and_o complain_v the_o king_n take_v not_o from_o her_o any_o of_o those_o mean_n by_o which_o christianity_n at_o first_o prevail_v nay_o he_o protect_v she_o in_o the_o exercise_n of_o her_o religion_n in_o the_o enjoyment_n of_o her_o honour_n and_o revenue_n he_o suffer_v she_o not_o indeed_o to_o disturb_v any_o for_o matter_n of_o mere_a religion_n but_o then_o he_o suffer_v none_o to_o disturb_v she_o for_o himself_o under_o the_o great_a king_n of_o heaven_n be_v the_o gracious_a and_o common_a defence_n of_o all_o my_o humble_a advice_n be_v therefore_o that_o none_o will_v follow_v the_o humour_n of_o mistake_v interest_v and_o revengeful_a man_n who_o care_v not_o though_o they_o sacrifice_v the_o public_a peace_n to_o their_o own_o private_a advantage_n and_o froward_a discontent_n it_o be_v but_o reasonable_a that_o all_o sort_n of_o man_n endeavour_v to_o make_v his_o majesty_n government_n easy_a for_o all_o enjoy_v the_o benefit_n of_o it_o and_o that_o by_o a_o peaceable_a and_o quiet_a behaviour_n and_o though_o there_o be_v difference_n in_o religion_n yet_o let_v there_o be_v one_o and_o the_o same_o loyalty_n in_o all_o for_o it_o be_v due_a from_o all_o and_o that_o upon_o the_o account_n of_o interest_n as_o well_o as_o duty_n for_o according_a to_o that_o say_n of_o caarles_n i._o 15._o 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d 〈◊〉_d cap._n 15._o different_a profession_n in_o point_n of_o religion_n can_v any_o more_o than_o in_o civil_a trade_n take_v away_o that_o community_n of_o relation_n either_o to_o parent_n or_o prince_n and_o before_o in_o the_o same_o chapter_n difference_n of_o persuasion_n may_v easy_o fall_v out_o where_o there_o be_v the_o sameness_n of_o duty_n allegiance_n and_o loyalty_n i_o wish_v with_o all_o my_o heart_n that_o it_o be_v not_o seasonable_a to_o advertise_v some_o man_n that_o as_o it_o be_v unlawful_a to_o take_v up_o arm_n so_o also_o even_o the_o tongue_n or_o pen_n against_o the_o king_n upon_o any_o pretence_n whatsoever_o that_o the_o same_o duty_n allegiance_n and_o loyalty_n not_o only_o oblige_v we_o to_o tie_v up_o our_o hand_n from_o strike_v but_o to_o restrain_v the_o pen_n from_o write_v and_o that_o as_o sharp_a instrument_n the_o tongue_n from_o make_v any_o invective_n any_o keen_a reflection_n upon_o the_o action_n of_o his_o sacred_a majesty_n who_o be_v the_o common_a parent_n of_o his_o country_n common_o the_o one_o be_v but_o a_o preparative_n to_o the_o other_o and_o reflect_v and_o murmur_a but_o more_o wary_a step_n to_o rebellion_n let_v we_o not_o therefore_o upon_o any_o pretence_n whatsoever_o take_v up_o so_o much_o as_o these_o weapon_n and_o i_o be_o sure_a as_o yet_o we_o have_v no_o colourable_a pretence_n to_o do_v so_o and_o i_o real_o believe_v we_o never_o shall_v have_v any_o let_v we_o live_v in_o that_o peace_n which_o the_o spirit_n of_o meekness_n recommend_v and_o indispensable_o enjoin_v and_o let_v our_o main_a contention_n be_v who_o shall_v most_o
