or_o under_o the_o common_a brewer_n to_o make_v his_o entry_n weekly_n inn-holders_n victualler_n and_o ale-house-keeper_n per_fw-la mensem_fw-la under_o the_o several_a penalty_n therein_o mention_v this_o duty_n from_o mault-drings_a to_o malt_n whereby_o every_o man_n will_v pay_v in_o a_o equal_a proportion_n to_o the_o strength_n and_o goodness_n of_o what_o they_o consume_v if_o any_o shall_v be_v hereby_o discourage_v from_o brew_v their_o own_o drink_n the_o king_n will_v be_v reprize_v in_o the_o excise_n on_o the_o common_a brewer_n who_o will_v be_v a_o considerable_a gainer_n by_o the_o augmentation_n of_o his_o trade_n eight_o penny_n lay_v on_o every_o bushel_n of_o malt_n allow_v three_o bushel_n to_o every_o barrel_n of_o beer_n and_o ale_n which_o be_v all_o allow_v per_fw-la barrel_n for_o ale_n and_o beer_n of_o common_a draft_n and_o sale_n will_v reduce_v the_o present_a duty_n from_o four_o shilling_n and_o ninepence_n per_fw-la barrel_n to_o two_o shilling_n and_o yet_o increase_v that_o revenue_n to_o at_o least_o twentyone_a hundred_o thousand_o pound_n which_o be_v more_o than_o double_v to_o what_o it_o now_o bring_v unto_o the_o same_o by_o brew_v sometime_o one_o two_o three_o or_o four_o barrel_n out_o of_o the_o same_o quantity_n of_o malt_n where_o they_o often_o pay_v five_o shilling_n to_o the_o crown_n when_o they_o ought_v to_o account_v for_o ten_o shilling_n and_o partly_o from_o the_o increase_n of_o private_a brew_n to_o which_o the_o temptation_n will_v grow_v if_o the_o duty_n be_v augment_v unless_o that_o the_o duty_n of_o excise_n may_v be_v change_v from_o mault-drinks_a unto_o malt_n for_o the_o reason_n ensue_v all_o that_o drink_v whether_o rich_a or_o poor_a brew_v for_o themselves_o or_o not_o will_v pay_v in_o a_o equal_a proportion_n to_o the_o strength_n and_o goodness_n of_o what_o they_o consume_v the_o revenue_n will_v this_o way_n be_v increase_v and_o yet_o the_o people_n considerable_o ease_v the_o duty_n thus_o lay_v may_v be_v raise_v and_o collect_v without_o dispute_n between_o the_o king_n and_o the_o people_n which_o will_v be_v a_o equal_a service_n to_o the_o
