better_o prevent_v the_o many_o mischief_n and_o danger_n that_o do_v and_o may_v arise_v by_o such_o dangerous_a tenant_n and_o such_o unlawful_a assembly_n be_v it_o enact_v by_o the_o king_n most_o excellent_a majesty_n by_o and_o with_o the_o advice_n and_o consent_n of_o the_o lord_n spiritual_a and_o temporal_a and_o commons_o assemble_v in_o parliament_n and_o by_o authority_n of_o the_o house_n wherein_o any_o person_n do_v inhabit_v be_v not_o of_o great_a value_n than_o of_o twenty_o shilling_n per_fw-la annum_fw-la upon_o the_o full_a improve_a rent_n and_o that_o neither_o the_o commissioner_n or_o any_o seven_o or_o more_o of_o they_o shall_v seem_v meet_a provide_v always_o and_o be_v it_o enact_v that_o it_o shall_v and_o may_v be_v lawful_a for_o the_o king_n
in_o the_o city_n of_o london_n and_o burrough_n of_o southwark_n or_o any_o of_o they_o for_o or_o in_o respect_n of_o any_o rent_n or_o revenue_n payable_a to_o the_o say_a hospital_n be_v to_o be_v receive_v and_o disburse_v for_o the_o immediate_a use_n and_o relief_n of_o the_o poor_a in_o the_o say_a hospital_n provide_v that_o no_o tenant_n that_o hold_v or_o enjoy_v any_o land_n or_o house_n by_o lease_n land_n tenant_n to_o be_v assess_v for_o the_o over_o value_n of_o their_o land_n or_o any_o other_o grant_v from_o any_o of_o the_o say_a hospital_n do_v claim_n and_o enjoy_v any_o freedom_n exemption_n or_o advantage_n by_o this_o act_n but_o that_o all_o the_o house_n and_o land_n which_o they_o so_o hold_v shall_v be_v rate_v and_o assess_v for_o so_o much_o as_o they_o be_v yearly_a worth_n over_o and_o above_o the_o rent_n reserve_v and_o payable_a to_o the_o say_a hospital_n provide_v also_o london_n london_n that_o where_o any_o person_n inhabit_v within_o the_o city_n of_o london_n have_v his_o dwell_a house_n in_o one_o of_o the_o parish_n or_o ward_n therein_o and_o have_v any_o good_n ware_n or_o merchandise_n in_o one_o or_o more_o of_o the_o other_o parish_n or_o ward_n within_o the_o same_o that_o then_o such_o person_n shall_v be_v charge_v tax_v and_o assess_v for_o such_o his_o good_n or_o merchandise_n in_o the_o parish_n or_o ward_n where_o he_o dwell_v and_o not_o elsewhere_o in_o the_o say_a city_n provide_v nevertheless_o that_o no_o clause_n or_o proviso_n in_o this_o act_n shall_v extend_v to_o the_o lessen_v or_o abatement_n of_o the_o full_a sum_n by_o this_o act_n appoint_v to_o be_v tax_v levy_v and_o pay_v act._n there_o shall_v be_v no_o abatement_n of_o the_o full_a sum_n in_o this_o act._n but_o that_o the_o same_o be_v full_o assess_v tax_v levy_v collect_v and_o pay_v in_o the_o several_a and_o respective_a county_n city_n and_o town_n aforesaid_a in_o such_o manner_n and_o form_n and_o to_o such_o use_n as_o in_o this_o act_n contain_v shall_v be_v construe_v to_o alter_v change_n determine_v tenant_n contract_n and_o covenant_n between_o landlord_n and_o tenant_n or_o make_v void_a any_o contract_n person_n chargeable_a by_o this_o act_n to_o find_v a_o horse_n and_o horseman_n with_o arm_n foot-arm_n no_o person_n charge_v with_o or_o towards_o a_o horse_n may_v be_v charge_v also_o towards_o foot-arm_n or_o to_o be_v contributory_a towards_o find_v a_o horse_n and_o horseman_n with_o arm_n shall_v for_o the_o same_o estate_n be_v chargeable_a towards_o find_v a_o foot-souldier_n with_o arm_n or_o contributory_a thereunto_o and_o it_o shall_v be_v lawful_a to_o and_o for_o the_o respective_a lieutenant_n and_o deputy_n or_o any_o three_o or_o more_o of_o they_o as_o aforesaid_a to_o impose_v the_o find_n and_o provide_v of_o horse_n horseman_n and_o arm_n as_o aforesaid_a by_o join_v two_o or_o three_o or_o more_o person_n together_o in_o the_o charge_n as_o to_o their_o judgement_n shall_v appear_v most_o conducible_a to_o the_o service_n of_o this_o kingdom_n provide_v that_o no_o person_n that_o have_v not_o one_o hundred_o pound_n per_fw-la annum_fw-la in_o or_o person_n which_o he_o have_v forfeit_v by_o the_o statute_n aforesaid_a make_v in_o the_o nine_o and_o thirty_o year_n of_o the_o queen_n and_o whereas_o constable_n headborough_n or_o tithingman_n be_v or_o may_v be_v at_o great_a charge_n in_o relieve_v convey_v with_o pass_n and_o in_o carry_v rogue_n vagabond_n and_o sturdy_a beggar_n to_o house_n of_o correction_n or_o the_o work-house_n herein_o mention_v and_o as_o yet_o have_v no_o power_n by_o law_n to_o make_v rate_n to_o reimburse_v themselves_o be_v it_o therefore_o enact_v by_o the_o authority_n aforesaid_a that_o all_o constable_n headborough_n and_o tithingman_n so_o out_o of_o purse_n as_o aforesaid_a together_o with_o the_o churchwarden_n and_o overséer_v of_o the_o poor_a and_o other_o inhabitant_n of_o the_o say_a parish_n shall_v hereby_o have_v power_n and_o authority_n to_o make_v a_o indifferent_a rate_n rate_n power_n to_o make_v rate_n and_o to_o tax_v all_o the_o occupier_n of_o land_n and_o inhabitant_n and_o all_o other_o person_n chargeable_a by_o the_o statute_n of_o the_o three_o and_o forty_o of_o elizabeth_n concern_v the_o office_n and_o duty_n of_o overséer_v for_o the_o poor_a within_o the_o say_a parish_n which_o rate_v be_v confirm_v under_o the_o hand_n and_o seal_n of_o any_o two_o justice_n of_o peace_n 2._o 43_o el._n cap._n 2._o as_o aforesaid_a the_o say_a constable_n headborough_z or_o tithingman_n shall_v have_v power_n by_o warrant_n under_o the_o hand_n and_o seal_n of_o two_o justice_n of_o peace_n to_o levy_v by_o distress_n and_o sale_n of_o the_o good_n of_o any_o person_n or_o person_n refuse_v to_o pay_v the_o same_o render_v the_o overplus_n to_o the_o owner_n if_o any_o shall_v be_v against_o putative_a father_n of_o bastard-children_n run_v away_o how_o to_o be_v proceed_v against_o and_o whereas_o the_o putative_a father_n and_o lewd_a mother_n of_o bastard-children_n run_v away_o out_o of_o the_o parish_n and_o sometime_o out_o of_o the_o county_n and_o leave_v the_o say_a bastard_n child_n upon_o the_o charge_n of_o the_o parish_n where_o they_o be_v bear_v although_o such_o putative_a father_n and_o mother_n have_v estate_n sufficient_a to_o discharge_v such_o parish_n be_v it_o therefore_o enact_v by_o the_o authority_n aforesaid_a that_o it_o shall_v and_o may_v be_v lawful_a for_o the_o churchwarden_n and_o overséer_v for_o the_o poor_a of_o such_o parish_n where_o any_o bastard-child_n shall_v be_v bear_v to_o take_v and_o seize_v so_o much_o of_o the_o good_n and_o chattel_n and_o to_o receive_v so_o much_o of_o the_o annual_a rent_n or_o profit_n of_o the_o land_n of_o such_o putative_a father_n or_o lewd_a mother_n as_o shall_v be_v order_v by_o any_o two_o justice_n of_o peace_n as_o aforesaid_a for_o or_o towards_o the_o discharge_n of_o the_o parish_n to_o be_v confirm_v at_o the_o session_n for_o the_o bring_n up_o and_o provide_v for_o such_o bastard-child_n and_o thereupon_o it_o shall_v be_v lawful_a for_o the_o session_n to_o make_v a_o order_n for_o the_o churchwarden_n or_o overséer_v for_o the_o poor_a of_o such_o parish_n to_o dispose_v of_o the_o good_n say_v remembrancer_n or_o their_o deputy_n shall_v be_v from_o time_n to_o time_n pay_v for_o every_o sheet_n which_o they_o or_o their_o respective_a clerk_n shall_v so_o write_v and_o deliver_v the_o sum_n of_o eight_o penny_n remembrancer_n fee_n to_o the_o remembrancer_n the_o same_o to_o be_v pay_v unto_o they_o by_o the_o aforesaid_a respective_a sheriff_n who_o shall_v be_v allow_v sugar_n tobacco_n ginger_n cotton-wool_n indigo_n speckle-wood_n or_o jamaica_n wood_n fustick_a or_o other_o die_a wood_n of_o the_o growth_n of_o any_o of_o the_o say_a land_n island_n colonies_n plantation_n territory_n or_o place_n to_o be_v carry_v into_o any_o other_o country_n or_o place_n whatsoever_o until_o they_o have_v be_v first_o unlade_v bona_fw-la fide_fw-la and_o put_v on_o thousand_o six_o hundred_o sixty_o and_o four_o no_o fresh_a herring_n fresh_n can_v or_o haddock_n coal-fish_n or_o gull-fish_n shall_v be_v import_v into_o england_n wales_n or_o the_o town_n of_o declare_v pay_v how_o the_o money_n may_v be_v levy_v upon_o person_n refuse_v to_o pay_v that_o if_o any_o person_n shall_v refuse_v or_o neglect_v to_o pay_v any_o sum_n of_o money_n whereat_o he_o such_o deduction_n and_o payment_n upon_o the_o receipt_n of_o the_o residue_n of_o the_o rent_n and_o it_o be_v enact_v and_o declare_v that_o every_o tenant_n pay_v the_o say_a assessment_n do_v and_o be_v acquit_v against_o they_o for_o so_o do_v shall_v be_v acquit_v and_o discharge_v for_o so_o much_o money_n as_o the_o say_a assessment_n shall_v amount_v unto_o as_o if_o the_o same_o have_v be_v actual_o pay_v unto_o such_o person_n or_o person_n unto_o who_o his_o rent_n shall_v have_v be_v due_a and_o payable_a and_o if_o any_o difference_n shall_v arise_v between_o landlord_n and_o tenant_n rate_n the_o commissioner_n may_v determine_v difference_n between_o landlord_n and_o tenant_n about_o rate_n or_o any_o other_o concern_v the_o say_a rate_n the_o say_v several_a commissioner_n or_o any_o two_o or_o more_o of_o they_o in_o their_o several_a division_n shall_v and_o have_v hereby_o power_n to_o settle_v the_o same_o as_o they_o shall_v think_v fit_a and_o if_o any_o person_n or_o person_n shall_v find_v he_o or_o themselves_o aggrieve_v in_o that_o the_o assessor_n have_v overrate_v he_o or_o they_o and_o shall_v within_o six_o day_n after_o demand_v make_v of_o the_o sum_n of_o money_n assess_v on_o he_o or_o they_o complain_v to_o two_o or_o more_o commissioner_n whereof_o one_o of_o the_o commissioner_n who_o sign_v or_o allow_v he_o or_o their_o assessment_n to_o be_v one_o the_o say_v commissioner_n or_o any_o two_o or_o more_o of_o they_o shall_v have_v and_o have_v hereby_o power_n within_o twelve_o day_n after_o the_o demand_n of_o the_o assessment_n as_o aforesaid_a to_o relieve_v such_o person_n or_o person_n and_o to_o charge_v the_o same_o on_o such_o other_o person_n or_o person_n as_o they_o shall_v see_v cause_n and_o in_o case_n the_o proportion_n set_v by_o this_o act_n upon_o all_o and_o every_o the_o respective_a county_n city_n town_n and_o place_n shall_v not_o be_v full_o assess_v levy_a and_o pay_v according_a to_o the_o true_a meaning_n thereof_o house_n rate_n upon_o person_n not_o of_o ability_n or_o empty_a house_n or_o that_o if_o any_o of_o the_o say_a assessment_n shall_v be_v rate_v and_o impose_v upon_o any_o person_n not_o be_v of_o ability_n to_o pay_v the_o same_o or_o upon_o any_o empty_a or_o void_a house_n or_o land_n where_o the_o same_o can_v be_v collect_v or_o levy_v or_o that_o through_o any_o wilfulness_n negligence_n or_o mistake_n or_o accident_n the_o say_a assessment_n charge_v upon_o each_o county_n city_n town_n or_o place_n by_o virtue_n of_o this_o act_n happen_v not_o to_o be_v pay_v to_o the_o receiver-general_n of_o the_o respective_a county_n as_o in_o this_o act_n be_v direct_v that_o then_o in_o all_o and_o every_o such_o case_n the_o several_a and_o respective_a commissioner_n assessor_n and_o collector_n aforesaid_a and_o every_o of_o they_o respective_o be_v hereby_o authorise_v and_o require_v to_o assess_v or_o re-assess_a or_o cause_n to_o be_v assess_v or_o re-assessed_n levy_v and_o pay_v all_o and_o every_o such_o sum_n or_o sum_n of_o money_n upon_o the_o respective_a county_n city_n town_n and_o place_n or_o upon_o any_o of_o the_o division_n hundred_o and_o parish_n therein_o as_o to_o the_o say_a commissioner_n or_o such_o number_n of_o they_o as_o by_o this_o act_n be_v authorise_v to_o cause_v the_o first_o assessment_n hereby_o require_v to_o be_v make_v shall_v seem_v most_o agreeable_a to_o equity_n and_o justice_n the_o say_v new_a assessment_n to_o be_v make_v collect_v and_o pay_v in_o such_o manner_n and_o by_o such_o mean_n as_o in_o this_o act_n for_o this_o assessment_n be_v delare_v and_o direct_v act._n the_o punishment_n of_o person_n neglect_v to_o perform_v
their_o duty_n in_o execution_n of_o this_o act._n and_o be_v it_o further_o enact_v and_o declare_v by_o the_o authority_n aforesaid_a that_o if_o any_o person_n or_o person_n shall_v wilful_o neglect_v or_o refuse_v to_o perform_v he_o or_o their_o duty_n in_o the_o due_a and_o speedy_a execution_n of_o this_o present_a act_n the_o say_v respective_a commissioner_n or_o any_o three_o or_o more_o of_o they_o have_v hereby_o power_n to_o impose_v on_o such_o person_n or_o person_n so_o refuse_v or_o neglect_v their_o duty_n such_o fine_a or_o fine_n as_o to_o they_o shall_v be_v think_v fit_a and_o to_o cause_v the_o same_o to_o be_v levy_v by_o distress_n and_o sale_n of_o he_o and_o their_o good_n provide_v that_o no_o fine_a to_o be_v impose_v by_o any_o of_o the_o say_a commissioner_n shall_v for_o any_o one_o offence_n exceed_v the_o sum_n of_o twenty_o pound_n and_o that_o all_o fine_n that_o shall_v be_v impose_v by_o virtue_n of_o this_o act_n shall_v be_v pay_v to_o the_o respective_a receivers-general_n and_o by_o they_o to_o the_o receipt_n of_o his_o majesty_n exchequer_n same_o collector_n and_o subcollector_n receive_v money_n and_o not_o pay_v the_o same_o and_o it_o be_v further_o enact_v and_o declare_v that_o if_o any_o collector_n or_o sub-collector_n that_o shall_v by_o virtue_n of_o this_o act_n be_v appoint_v for_o the_o receipt_n of_o any_o sum_n or_o sum_n of_o money_n thereby_o to_o be_v assess_v shall_v neglect_v or_o refuse_v to_o pay_v any_o sum_n or_o sum_n of_o money_n which_o shall_v by_o he_o be_v receive_v as_o sum_n and_o sum_n of_o money_n charge_v upon_o the_o say_a division_n hundred_o and_o every_o parish_n and_o place_n therein_o and_o of_o the_o due_a return_n of_o the_o same_o into_o the_o hand_n of_o the_o receivers-general_n of_o the_o say_a county_n city_n town_n and_o place_n respective_o and_o by_o such_o receiver-general_n to_o the_o receipt_n of_o his_o majesty_n exchequer_n to_o the_o be_v hereby_o to_o cause_v the_o same_o to_o be_v forthwith_o levy_v and_o pay_v according_a to_o the_o true_a intent_n and_o meaning_n of_o this_o act._n vote_n commissioner_n concern_v in_o any_o controversy_n to_o withdraw_v and_o not_o vote_n and_o it_o be_v hereby_o enact_v and_o declare_v that_o in_o case_n any_o controversy_n arise_v concern_v the_o say_a assessment_n or_o the_o divide_n apportion_v or_o payment_n thereof_o which_o concern_v any_o of_o the_o commissioner_n by_o this_o act_n appoint_v that_o the_o commissioner_n so_o concern_v in_o the_o say_a controversy_n shall_v have_v no_o voice_n but_o shall_v withdraw_v at_o the_o time_n of_o the_o debate_n of_o any_o such_o controversy_n until_o it_o be_v determine_v by_o the_o rest_n of_o the_o commissioner_n rent_n no_o exemption_n of_o any_o privilege_a place_n or_o person_n fee-farm_n rent_n and_o be_v it_o hereby_o enact_v and_o declare_v that_o no_o privilege_a place_n or_o person_n body_n politic_a or_o corporate_a within_o the_o county_n city_n and_o town_n aforesaid_a shall_v be_v exempt_v from_o the_o say_a assessment_n and_o tax_n and_o that_o they_o and_o every_o of_o they_o and_o also_o all_o fée-farm_n rent_n and_o all_o other_o manner_n of_o rent_n payment_n sum_n of_o money_n and_o annuity_n issue_v out_o of_o any_o land_n within_o city_n or_o county_n shall_v be_v liable_a towards_o the_o payment_n of_o every_o sum_n by_o this_o act_n to_o be_v tax_v and_o levy_v and_o all_o the_o tenant_n of_o every_o fée-farm_n rent_n other_o rent_n sum_n of_o money_n or_o annuity_n aforesaid_a be_v hereby_o direct_v and_o authorise_v to_o pay_v they_o proportionable_o according_a to_o the_o rate_n and_o assessment_n by_o this_o act_n appoint_v and_o direct_v and_o all_o such_o tenant_n shall_v be_v hereby_o save_v and_o keep_v harmless_a by_o authority_n of_o this_o act_n from_o any_o further_a payment_n of_o such_o portion_n of_o any_o such_o rent_n rent_n sum_n or_o annuity_n such_o college_n or_o hall_n or_o in_o any_o other_o free-schoole_n or_o any_o reader_n officer_n or_o minister_n of_o the_o say_a university_n college_n or_o school_n or_o of_o any_o hospital_n or_o of_o the_o part_n of_o holland_n and_o six_o of_o kestve_v of_o which_o twelve_o commissioner_n three_o of_o either_o of_o the_o say_a part_n to_o be_v of_o the_o quorum_fw-la upon_o their_o view_n
