of_o the_o act._n iii_o a_o great_a part_n of_o the_o money_n will_v be_v raise_v in_o a_o very_a short_a time_n on_o all_o the_o ship_n and_o other_o vessel_n that_o for_o the_o time_n be_v after_o the_o pass_v the_o act_n shall_v be_v in_o the_o kingdom_n iv_o the_o method_n of_o collect_v it_o will_v be_v less_o chargeable_a than_o other_o public_a tax_n v._o it_o be_v most_o reasonable_a that_o the_o product_n of_o the_o profit_n of_o the_o trade_n at_o sea_n shall_v bear_v some_o part_n of_o the_o burden_n with_o the_o land_n vi_o it_o be_v a_o most_o easy_a tax_n in_o comparison_n of_o the_o usual_a land_n tax_n for_o according_a to_o the_o low_a computation_n there_o be_v few_o vessel_n that_o with_o rigging_n tackle_n and_o all_o their_o furniture_n be_v not_o worth_a to_o be_v sell_v more_o than_o three_o pound_n per_fw-la tun_n for_o which_o be_v pay_v but_o one_o shilling_n the_o sixti_v part_n whereas_o the_o land_n tax_n at_o three_o penny_n per_fw-la pound_n per_fw-la mensem_fw-la come_v to_o three_o shilling_n in_o the_o pound_n which_o be_v near_o a_o six_o part_n per_fw-la annum_fw-la whereas_o the_o tonnage_n propose_v be_v but_o the_o sixti_v part_n of_o the_o intrinsic_a value_n of_o the_o ship_n and_o vessel_n hereby_o charge_v vii_o a_o tenement_n of_o thirty_o pound_n per_fw-la annum_fw-la pay_v at_o the_o rate_n aforesaid_a about_o five_o pound_n per_fw-la annum_fw-la to_o the_o public_a tax_n and_o a_o ship_n of_o a_o hundred_o tun_n pay_v no_o more_o and_o after_o the_o deduction_n of_o laborer_n and_o servant_n wage_n and_o other_o necessary_a charge_n in_o manure_v the_o land_n estate_n of_o thirty_o pound_n per_fw-la annum_fw-la and_o deduction_n of_o all_o the_o charge_n of_o a_o ship_n of_o a_o hundred_o tun_n for_o one_o year_n trade_n the_o product_n of_o the_o clear_a profit_n of_o this_o ship_n trade_n for_o one_o year_n be_v usual_o at_o least_o four_o time_n as_o much_o as_o the_o profit_n of_o this_o tenement_n of_o thirty_o pound_n per_fw-la annum_fw-la that_o pay_v notwithstanding_o at_o the_o rate_n aforesaid_a as_o much_o as_o the_o propose_a tonnage_n viii_o it_o be_v also_o to_o be_v consider_v the_o land_n have_v on_o all_o occasion_n for_o some_o score_n of_o year_n last_o pass_v be_v burden_a with_o many_o repeat_v heavy_a tax_n whereas_o the_o merchant_n and_o owner_n of_o ship_n that_o trade_n at_o sea_n have_v be_v whole_o exempt_v objection_n if_o it_o be_v object_v that_o the_o merchant_n pay_v a_o duty_n for_o all_o good_n that_o they_o export_v or_o import_n answer_n i._n there_o must_v be_v a_o distinction_n make_v between_o the_o profit_n of_o the_o ship_n by_o way_n of_o freight_n and_o the_o product_n of_o the_o merchant_n cargoe_v which_o be_v different_a thing_n lay_v it_o out_o and_o the_o country_n reimburse_v they_o again_o with_o advantage_n iu._n but_o when_o the_o merchant_n run_v his_o good_n without_o pay_v custom_n which_o be_v not_o unusual_a in_o this_o case_n the_o merchant_n gain_n be_v much_o the_o great_a by_o reason_n of_o the_o custom_n for_o he_o sell_v as_o if_o he_o have_v pay_v the_o duty_n and_o make_v the_o country_n pay_v according_o v._o the_o revenue_n arise_v by_o the_o custom_n be_v apply_v sole_o to_o the_o use_n service_n benefit_n and_o advantage_n of_o those_o that_o trade_n at_o sea_n and_o the_o custom_n by_o the_o act_n of_o tonnage_n and_o poundage_n be_v give_v to_o that_o very_a end_n and_o purpose_n for_o the_o guard_v and_o defend_v of_o the_o sea_n and_o very_o probable_o the_o king_n add_v a_o great_a part_n of_o the_o other_o revenue_n also_o towards_o it_o so_o though_o the_o country_n as_o abovesaid_a in_o effect_n do_v repay_v the_o custom_n yet_o the_o merchant_n and_o owner_n have_v the_o sole_a benefit_n of_o it_o and_o for_o all_o these_o and_o other_o reason_n too_o large_a to_o enumerate_v the_o duty_n of_o custom_n can_v be_v no_o reason_n to_o exempt_v the_o merchant_n and_o owner_n from_o the_o duty_n of_o tonnage_n herein_o propose_v if_o any_o other_o objection_n shall_v be_v make_v when_o know_v they_o may_v receive_v a_o answer_n if_o the_o proposer_n receive_v encouragement_n he_o intend_v to_o offer_v proposal_n for_o advance_v the_o revenue_n of_o their_o majesty_n custom_n at_o least_o 40000_o l._n per_fw-la annum_fw-la without_o any_o additional_a
