endeavour_n to_o prove_v by_o these_o two_o reason_n because_o it_o be_v both_o profitable_a and_o necessary_a to_o common_a weal_n it_o be_v profitable_a for_o if_o the_o creditor_n have_v no_o skill_n in_o any_o trade_n or_o traffic_n and_o the_o borrower_n have_v skill_n want_v a_o stock_n not_o only_o both_o they_o shall_v be_v gainer_n but_o the_o commonwealth_n also_o shall_v receive_v good_a by_o the_o employment_n of_o the_o one_o man_n stock_n and_o of_o the_o other_o skill_n whereas_o contrariwise_o the_o common_a wealth_n shall_v sustain_v loss_n if_o neither_o the_o creditor_n necessity_n argue_v not_o the_o lawfulness_n of_o usury_n but_o the_o wretched_a estate_n of_o the_o world_n which_o as_o john_n say_v lie_v in_o evil_a 19_o for_o to_o say_v absolute_o that_o commonweal_n can_v stand_v without_o usury_n be_v derogatory_n to_o the_o wisdom_n of_o god_n who_o will_v not_o suffer_v usury_n in_o that_o commonweal_n which_o he_o ordain_v as_o have_v before_o be_v show_v but_o whence_o arise_v this_o necessity_n the_o necessity_n of_o borrow_v &_o so_o of_o lend_v arise_v from_o man_n want_n and_o hardly_o can_v humane_a society_n stand_v without_o that_o usual_o do_v now_o if_o thing_n which_o have_v a_o fruitful_a use_n in_o themselves_o can_v be_v let_v in_o respect_n of_o any_o gain_n which_o may_v be_v raise_v out_o of_o the_o buy_n and_o sell_v of_o they_o much_o less_o may_v those_o thing_n which_o in_o themselves_o be_v not_o lettable_a because_o they_o have_v no_o fruitful_a use_n neither_o be_v to_o return_v in_o the_o same_o to_o prevent_v this_o danger_n the_o best_a course_n for_o these_o man_n be_v to_o make_v unto_o themselves_o a_o sanctuary_n of_o frugality_n as_o plutarch_n speak_v last_o for_o covetousness_n as_o those_o which_o seek_v to_o enrich_v themselves_o by_o borrow_v upon_o usury_n and_o this_o their_o covetousness_n for_o which_o they_o borrow_v be_v common_o join_v either_o with_o oppression_n and_o borrow_v money_n on_o usury_n to_o purchase_v land_n or_o house_n for_o beside_o that_o they_o offend_v in_o maintain_v the_o usurer_n and_o consent_n to_o his_o sin_n in_o buy_v land_n with_o money_n borrow_v upon_o usury_n either_o they_o overreach_v the_o seller_n take_v advantage_n of_o his_o want_n or_o by_o rack_a of_o their_o rent_n make_v their_o tenant_n pay_v the_o usury_n or_o themselves_o must_v live_v by_o the_o loss_n if_o buy_v land_n after_o twenty_o year_n purchase_n and_o so_o receive_v after_o five_o in_o the_o hundred_o themselves_o do_v pay_v after_o ten_o in_o the_o hundred_o or_o else_o they_o must_v abate_v so_o much_o of_o their_o hospitality_n and_o housekeeping_n to_o the_o hurt_n of_o the_o poor_a and_o perhaps_o betake_v themselves_o to_o some_o with_o hypocrisy_n and_o dissemble_a as_o those_o which_o be_v indeed_o rich_a do_v borrow_v upon_o usury_n that_o they_o may_v seem_v poor_a and_o seem_v poor_a may_v avoid_v the_o communication_n of_o their_o good_n either_o to_o the_o public_a use_n of_o the_o church_n as_o in_o contribution_n or_o of_o the_o commonweal_n as_o in_o subsidy_n and_o tax_n or_o to_o the_o private_a necessity_n of_o their_o brethren_n will_v you_o borrow_v of_o they_o alas_o their_o estate_n be_v such_o as_o that_o themselves_o be_v fain_o to_o borrow_v and_o that_o upon_o usury_n thus_o beside_o their_o wilful_a communicate_v with_o the_o usurer_n in_o his_o sin_n they_o offend_v through_o covetousness_n and_o hypocrisy_n but_o the_o most_o wicked_a sort_n of_o borrower_n be_v those_o which_o borrow_v for_o covetousness_n join_v with_o deceit_n and_o cozenage_n a_o generation_n of_o man_n in_o these_o day_n who_o never_o mind_v to_o repay_v borrow_v or_o otherwise_o take_v up_o on_o trust_n they_o care_v not_o how_o much_o nor_o upon_o what_o condition_n and_o when_o their_o credit_n will_v extend_v no_o further_o they_o become_v voluntary_a bankrupt_n and_o by_o that_o mean_n force_v their_o creditor_n to_o take_v a_o three_o or_o four_o part_n of_o their_o debt_n they_o enrich_v themselves_o with_o other_o man_n good_n the_o most_o vile_a and_o base_a cozenage_n that_o ever_o be_v practise_v and_o thus_o we_o have_v hear_v the_o three_o first_o case_n wherein_o man_n borrow_v without_o necessity_n the_o four_o be_v when_o man_n have_v sufficient_a and_o convenient_a mean_n of_o their_o own_o to_o supply_v their_o want_n and_o i_o call_v those_o convenient_a mean_n in_o this_o case_n speak_v by_o comparison_n which_o will_v not_o bring_v a_o loss_n upon_o we_o much_o great_a than_o the_o bite_n of_o usury_n for_o while_o a_o man_n have_v mean_n of_o his_o own_o he_o ought_v not_o to_o borrow_v of_o other_o and_o much_o less_o upon_o usury_n wherefore_o plato_n will_v have_v it_o provide_v by_o law_n that_o no_o man_n shall_v fetch_v water_n from_o his_o neighbour_n well_o until_o himself_o have_v dig_v unto_o the_o potter_n earth_n the_o scripture_n always_o speak_v of_o loan_n presuppose_v the_o borrower_n want_v why_o therefore_o do_v thou_o go_v to_o the_o usurer_n see_v thou_o have_v in_o thy_o own_o store_n a_o remedy_n against_o thy_o necessity_n thou_o have_v plate_n or_o other_o stuff_n which_o thou_o may_v spare_v yea_o thou_o have_v some_o land_n which_o thou_o may_v better_a sell_v than_o borrow_v upon_o usury_n again_o consider_v that_o to_o be_v in_o state_n to_o borrow_v 6._o it_o be_v a_o cross_n but_o to_o borrow_v upon_o usury_n and_o so_o to_o fall_v into_o the_o usurer_n net_n it_o be_v a_o curse_n which_o we_o shall_v not_o be_v hasty_a to_o draw_v upon_o we_o 11._o unless_o it_o be_v for_o avoid_v of_o that_o which_o be_v a_o great_a curse_n the_o five_o and_o last_o case_n be_v when_o man_n borrow_v upon_o usury_n who_o might_n if_o they_o will_v borrow_v free_o yea_o but_o i_o have_v rather_o say_v one_o give_v ten_o in_o the_o hundred_o than_o make_v myself_o so_o much_o behold_v to_o any_o man_n why_o but_o thou_o profess_v thyself_o when_o thou_o borrow_v much_o behold_v to_o the_o usurer_n and_o so_o be_v unless_o thou_o dissemble_v and_o will_v thou_o be_v behold_v to_o he_o rather_o than_o to_o thy_o friend_n or_o if_o thou_o will_v be_v no_o more_o beholden_a to_o thy_o friend_n than_o to_o he_o why_o may_v thou_o not_o give_v to_o he_o voluntary_o as_o much_o one_o way_n or_o other_o as_o thou_o will_v to_o the_o usurer_n upon_o covenant_n but_o this_o evident_o show_v that_o thou_o choose_v rather_o to_o give_v another_o man_n occasion_n of_o sin_v by_o the_o practice_n of_o usury_n than_o to_o give_v thy_o friend_n occasion_n of_o well_o do_v by_o exercise_v his_o liberality_n and_o therefore_o can_v not_o by_o any_o mean_n excuse_v thyself_o from_o a_o wilful_a consent_n to_o the_o usurer_n sin_n neither_o may_v thou_o hope_v to_o be_v exempt_v from_o partake_v in_o the_o usurer_n punishment_n if_o thou_o will_v be_v partner_n in_o his_o offence_n thus_o than_o he_o offend_v who_o borrow_v upon_o usury_n without_o necessity_n and_o that_o offence_n reach_v also_o to_o those_o who_o without_o necessity_n borrow_v upon_o usury_n though_o not_o direct_o when_o as_o they_o take_v up_o of_o ware_n upon_o trust_n do_v pay_v the_o dear_a for_o the_o time_n the_o second_o point_n wherein_o a_o borrower_n upon_o usury_n may_v offend_v be_v when_o as_o he_o take_v up_o money_n to_o ill_a purpose_n as_o when_o he_o borrow_v to_o maintain_v his_o unlawful_a game_n to_o nourish_v his_o unhonest_a pleasure_n to_o execute_v his_o covetous_a design_n etc._n other_o therefore_o they_o offend_v when_o as_o they_o purpose_v to_o make_v other_o man_n pay_v their_o usury_n as_o he_o which_o borrow_v money_n upon_o usury_n with_o purpose_n to_o put_v it_o forth_o at_o a_o high_a rate_n or_o that_o buy_v ware_n either_o upon_o trust_n and_o so_o pay_v the_o more_o or_o with_o money_n borrow_v upon_o usury_n with_o purpose_n to_o pitch_v his_o price_n so_o as_o that_o he_o will_v gain_v sufficient_a both_o for_o himself_o and_o the_o usurer_n too_o and_o thus_o become_v a_o hurtful_a member_n to_o the_o commonweal_n or_o buy_v land_n with_o money_n borrow_v upon_o usury_n mean_v so_o to_o rack_n his_o rent_n as_o that_o his_o poor_a tenant_n must_v pay_v his_o usury_n and_o so_o become_v a_o oppressor_n of_o other_o in_o respect_n of_o themselves_o they_o offend_v when_o as_o they_o know_v no_o good_a mean_n to_o cure_v the_o wound_n which_o the_o bite_n of_o usury_n will_v make_v but_o first_o borrow_v of_o one_o and_o then_o to_o satisfy_v he_o of_o another_o and_o so_o of_o a_o three_o etc._n etc._n the_o debt_n in_o every_o change_n of_o the_o creditor_n be_v increase_v one_o ten_o part_n until_o at_o length_n usury_n have_v consume_v their_o whole_a estate_n unless_o therefore_o thy_o come_n in_o do_v so_o much_o exceed_v thy_o expense_n as_o thy_o usury_n come_v to_o assure_v thyself_o the_o long_o thou_o borrow_v
