prohibit_v and_o the_o make_v thereof_o within_o this_o realm_n ingross_v whereby_o the_o price_n of_o gunpowder_n have_v be_v excessive_o raise_v many_o powder_n work_v decay_v this_o kingdom_n very_o much_o weaken_v and_o endanger_v the_o merchant_n thereof_o much_o damnify_v many_o mariner_n and_o other_o take_v prisoner_n and_o bring_v into_o miserable_a captivity_n and_o slavery_n many_o ship_n take_v by_o turkish_a and_o other_o pirate_n and_o many_o other_o inconvenience_n have_v from_o thence_o ensue_v and_o more_o be_v likely_a to_o ensue_v if_o they_o be_v not_o timely_o prevent_v gunpowder_n liberty_n to_o all_o to_o import_v gunpowder_n be_v it_o therefore_o declare_v and_o enact_v by_o the_o king_n most_o excellent_a majesty_n and_o the_o lord_n and_o commons_o in_o this_o present_a parliament_n assemble_v and_o by_o the_o authority_n of_o the_o same_o that_o it_o shall_v and_o may_v be_v lawful_a to_o and_o for_o all_o and_o singular_a person_n as_o well_o stranger_n as_o natural_a bear_v subject_n of_o this_o realm_n to_o import_v and_o bring_v into_o this_o kingdom_n any_o quantity_n of_o gunpowder_n whatsoever_o pay_v such_o custom_n and_o duty_n for_o the_o same_o as_o by_o authority_n of_o parliament_n shall_v be_v limit_v and_o set_v down_o and_o be_v it_o further_o declare_v and_o enact_v by_o the_o authority_n aforesaid_a salt-peter_n all_o subject_n may_v make_v and_o sell_v gunpowder_n and_o import_n salt-peter_n that_o it_o shall_v and_o may_v be_v lawful_a to_o and_o for_o all_o and_o singular_a his_o majesty_n subject_n of_o this_o his_o realm_n of_o england_n to_o make_v and_o sell_v any_o quantity_n of_o gunpowder_n at_o his_o and_o their_o will_n and_o pleasure_n and_o also_o to_o bring_v into_o this_o kingdom_n any_o quantity_n of_o saltpetre_n brimstone_n or_o any_o other_o material_n necessary_a or_o requisite_a for_o the_o make_n of_o gunpowder_n and_o last_o be_v it_o enact_v by_o the_o authority_n aforesaid_a that_o if_o any_o person_n or_o person_n liberty_n penalty_n for_o put_v in_o execution_n letter_n patent_n proclamation_n etc._n etc._n against_o this_o liberty_n from_o and_o after_o the_o ten_o day_n of_o august_n which_o shall_v be_v in_o the_o year_n of_o our_o lord_n god_n one_o thousand_o six_o
act_n to_o the_o contrary_a notwithstanding_o and_o the_o say_a sheriff_n shall_v deduct_v out_o of_o their_o payment_n four_o penny_n in_o the_o pound_n whereof_o three_o penny_n to_o be_v for_o or_o pension_n and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o the_o revenue_n and_o sum_n of_o money_n arise_v by_o virtue_n of_o this_o act_n except_o what_o shall_v be_v allow_v to_o the_o aforesaid_a officer_n and_o minister_n for_o collect_v the_o same_o shall_v be_v due_o and_o constant_o pay_v and_o answer_v into_o his_o majesty_n court_n of_o exchequer_n and_o shall_v not_o be_v particular_o charge_v or_o chargeable_a either_o before_o it_o be_v pay_v into_o the_o exchequer_n or_o after_o with_o any_o gift_n grant_n or_o pension_n whatsoever_o and_o that_o person_n or_o person_n for_o what_o he_o or_o they_o shall_v do_v in_o pursuance_n or_o execution_n of_o this_o act_n such_o person_n or_o person_n so_o sue_v shall_v and_o may_v plead_v the_o general_a issue_n not_o guilty_a and_o upon_o issue_n join_v may_v give_v this_o act_n and_o the_o special_a matter_n in_o evidence_n and_o if_o the_o plaintiff_n or_o prosecutor_n shall_v become_v nonsuit_n or_o suffer_v discontinuance_n or_o if_o a_o verdict_n pass_v against_o he_o or_o if_o upon_o a_o demurrer_n judgement_n pass_v against_o he_o defendant_n treble_a cost_v to_o the_o first_o take_v return_v and_o enrol_v by_o this_o act_n and_o a_o duplicate_v thereof_o send_v into_o the_o exchequer_n in_o such_o sort_n as_o be_v before_o direct_v discharge_v decrease_v how_o discharge_v and_o from_o thenceforth_o the_o owner_n or_o occupier_n of_o such_o house_n where_o such_o decrease_v be_v shall_v be_v discharge_v proportionable_o without_o any_o further_a plead_n in_o the_o exchequer_n provide_v always_o that_o no_o person_n or_o person_n shall_v be_v charge_v prosecute_v due_a arrearage_n not_o to_o be_v charge_v or_o sue_v for_o but_o within_o 2_o year_n next_o provide_v always_o that_o no_o person_n who_o by_o reason_n of_o his_o poverty_n exempt_v poor_a people_n exempt_v or_o the_o smallness_n of_o his_o estate_n be_v exempt_v from_o the_o usual_a tare_n the_o contrary_a notwithstanding_o provide_v always_o and_o be_v it_o hereby_o enact_v that_o if_o the_o churchwarden_n and_o overséer_v of_o the_o poor_a of_o the_o parish_n together_o with_o the_o minister_n of_o the_o same_o or_o any_o two_o of_o they_o whereof_o the_o minister_n to_o be_v one_o shall_v in_o write_v under_o their_o hand_n yearly_o certify_v their_o belief_n that_o the_o house_n wherein_o any_o person_n do_v inhabit_v be_v not_o of_o great_a value_n than_o of_o twenty_o shilling_n per_fw-la annum_fw-la upon_o the_o full_a improve_a rent_n and_o that_o neither_o the_o person_n so_o inhabit_v nor_o any_o other_o use_v the_o same_o message_n have_v use_v or_o occupi_v any_o land_n or_o tenement_n of_o their_o own_o or_o other_o of_o the_o yearly_a value_n of_o twenty_o shilling_n per_fw-la annum_fw-la nor_o have_v any_o land_n tenement_n good_n or_o chattel_n of_o the_o value_n of_o ten_o pound_n in_o their_o own_o possession_n or_o in_o the_o possession_n of_o any_o other_o in_o trust_n for_o they_o that_o then_o in_o such_o case_n upon_o such_o certificate_n make_v to_o the_o two_o next_o justice_n of_o peace_n and_o allow_v for_o which_o certificate_n and_o allowance_n no_o fee_n shall_v be_v pay_v the_o person_n on_o who_o behalf_n such_o certificate_n be_v make_v shall_v not_o be_v return_v by_o the_o constable_n or_o other_o notwithstanding_o provide_v also_o and_o be_v it_o enact_v by_o the_o authority_n aforesaid_a that_o if_o any_o person_n or_o person_n etc._n further_a penalty_n upon_o any_o person_n that_o shall_v accept_v or_o procure_v any_o pension_n gift_n or_o grant_v for_o year_n etc._n etc._n body_n politic_a or_o corporate_a shall_v at_o any_o time_n hereafter_o procure_v or_o accept_v of_o from_o the_o king_n majesty_n his_o heir_n or_o successor_n any_o pension_n gift_n or_o grant_v for_o year_n life_n or_o any_o other_o estate_n or_o any_o sum_n or_o sum_n of_o money_n out_o of_o the_o revenue_n that_o this_o act_n hospital_n blow_v house_n stamp_n furnace_n kiln_n oven_n hospital_n or_o any_o thing_n herein_o contain_v shall_v not_o extend_v to_o charge_v any_o blowing-house_n and_o stamp_v furnace_n or_o kiln_n or_o any_o private_a oven_n within_o any_o of_o the_o house_n hereby_o charge_v nor_o any_o hearth_n or_o stove_n within_o the_o scite_fw-la of_o any_o hospital_n or_o alms-house_n for_o the_o relief_n of_o poor_a people_n who_o endowment_n and_o revenue_n do_v not_o excee_v in_o true_a value_n the_o sum_n of_o one_o hundred_o pound_n by_o the_o year_n provide_v future_a and_o what_o sum_n or_o sum_n of_o money_n they_o shall_v think_v fit_a for_o the_o same_o to_o the_o common-council_n of_o the_o say_a city_n of_o london_n and_o the_o burgess_n and_o justice_n of_o peace_n in_o their_o quarter-session_n of_o the_o say_a city_n of_o westminster_n and_o the_o liberty_n thereof_o or_o the_o justice_n of_o the_o respective_a county_n of_o middlesex_n and_o surrey_n assemble_v in_o either_o quarter-session_n that_o thereupon_o the_o common-council_n of_o the_o say_a city_n of_o london_n the_o burgess_n of_o the_o say_a city_n of_o westminster_n think_v fit_a and_o thereupon_o the_o alderman_n deputy_n and_o common-council-man_n of_o every_o ward_n in_o the_o city_n of_o london_n and_o burgess_n and_o justice_n of_o the_o peace_n of_o the_o city_n of_o westminster_n and_o the_o liberty_n thereof_o and_o justice_n of_o the_o peace_n of_o the_o say_a county_n of_o middlesex_n and_o surrey_n shall_v have_v power_n and_o authority_n and_o be_v hereby_o require_v equal_o and_o indifferent_o according_a to_o the_o proportion_n appoint_v as_o aforesaid_a for_o the_o several_a ward_n precinct_n city_n and_o parish_n as_o aforesaid_a to_o all_o such_o person_n at_o such_o time_n and_o to_o arm_n and_o array_v they_o in_o such_o manner_n as_o be_v hereafter_o express_v and_o declare_v and_o to_o form_v they_o into_o company_n troop_n and_o regiment_n and_o in_o case_n of_o insurrection_n rebellion_n or_o invasion_n they_o to_o lead_v conduct_v and_o employ_v or_o cause_n to_o be_v lead_v conduct_v and_o employ_v as_o well_o within_o the_o say_v several_a county_n city_n and_o place_n for_o which_o they_o shall_v be_v commissionated_a respective_o as_o also_o into_o any_o other_o the_o county_n and_o place_n aforesaid_a that_o the_o say_v lieutenant_n respective_o and_o in_o their_o absence_n out_o of_o the_o precinct_n and_o limit_n of_o their_o respective_a lieutenancy_n or_o otherwise_o by_o their_o direction_n the_o say_a deputy-lieutenant_n deputy-lieutenant_n the_o power_n of_o the_o deputy-lieutenant_n during_o their_o say_a respective_a deputation_n or_o any_o two_o or_o more_o of_o they_o shall_v have_v power_n from_o time_n to_o time_n to_o train_n exercise_n and_o put_v in_o readiness_n and_o also_o to_o lead_v and_o conduct_v the_o person_n so_o to_o be_v arm_v array_v and_o weapon_v by_o the_o direction_n and_o to_o the_o intent_n and_o purpose_n as_o be_v hereafter_o express_v and_o declare_v and_o for_o the_o provide_v horse_n and_o arm_n and_o furniture_n thereunto_o belong_v for_o the_o arm_v and_o weapon_v the_o person_n aforesaid_a and_o also_o for_o the_o defray_n and_o pay_v the_o necessary_a charge_n thereunto_o belong_v in_o manner_n as_o hereafter_o follow_v be_v it_o further_o enact_v etc._n the_o manner_n of_o charge_v and_o provide_v horse_n and_o arm_n etc._n etc._n that_o the_o say_v respective_a lieutenant_n within_o the_o several_a county_n city_n and_o place_n for_o which_o they_o be_v nominate_v respective_o and_o their_o deputy_n or_o the_o major_a part_n of_o such_o lieutenant_n and_o deputy-lieutenant_n then_o present_a or_o in_o the_o absence_n of_o the_o lieutenant_n or_o lieutenant_n the_o major_a part_n of_o the_o deputy-lieutenant_n then_o present_a which_o major_a part_n shall_v be_v three_o at_o the_o least_o have_v hereby_o full_a power_n and_o authority_n to_o charge_v any_o person_n with_o horse_n horseman_n and_o arm_n or_o with_o foot-souldier_n and_o arm_n in_o the_o same_o county_n shire_n city_n burrough_n or_o town-corporate_a where_o his_o she_o or_o their_o estate_n lie_v have_v respect_n unto_o and_o not_o exceed_a the_o limitation_n and_o proportion_n hereafter_o mention_v that_o be_v to_o say_v no_o person_n shall_v be_v charge_v with_o find_v a_o horse_n horseman_n and_o arm_n unless_o such_o person_n or_o person_n have_v a_o revenue_n of_o five_o hundred_o pound_n by_o the_o year_n in_o possession_n or_o have_v a_o estate_n of_o six_o thousand_o pound_n in_o good_n or_o money_n beside_o the_o furniture_n of_o he_o or_o their_o house_n and_o so_o proportionable_o for_o a_o great_a estate_n in_o land_n in_o possession_n or_o good_n as_o the_o respective_a lieutenant_n and_o their_o deputy_n as_o aforesaid_a in_o their_o discretion_n shall_v see_v cause_n and_o think_v reasonable_a and_o they_o be_v not_o to_o charge_v any_o person_n with_o find_v a_o foot-souldier_n and_o arm_n that_o have_v not_o a_o yearly_a revenue_n of_o fifty_o pound_n in_o possession_n or_o a_o personal_a estate_n of_o six_o hundred_o pound_n in_o good_n or_o money_n other_o than_o the_o stock_n upon_o the_o ground_n and_o after_o the_o aforesaid_a rate_n proportionable_o for_o a_o great_a or_o lesser_a revenue_n or_o estate_n nor_o shall_v they_o charge_v any_o person_n with_o the_o find_v both_o of_o horse_n and_o foot_n in_o the_o same_o county_n provide_v that_o no_o person_n chargeable_a by_o this_o act_n to_o find_v a_o horse_n and_o horseman_n with_o arm_n foot-arm_n no_o person_n charge_v with_o or_o towards_o a_o horse_n may_v be_v charge_v also_o towards_o foot-arm_n or_o to_o be_v contributory_a towards_o find_v a_o horse_n and_o horseman_n with_o arm_n shall_v for_o the_o same_o estate_n be_v chargeable_a towards_o find_v a_o foot-souldier_n with_o arm_n or_o contributory_a thereunto_o and_o it_o shall_v be_v lawful_a to_o and_o for_o the_o respective_a lieutenant_n and_o deputy_n or_o any_o three_o or_o more_o of_o they_o as_o aforesaid_a to_o impose_v the_o find_n and_o provide_v of_o horse_n horseman_n and_o arm_n as_o aforesaid_a by_o join_v two_o or_o three_o or_o more_o person_n together_o in_o the_o charge_n as_o to_o their_o judgement_n shall_v appear_v most_o conducible_a to_o the_o service_n of_o this_o kingdom_n provide_v that_o no_o person_n that_o have_v not_o one_o hundred_o pound_n per_fw-la annum_fw-la in_o possession_n in_o land_n act._n what_o person_n and_o estate_n only_o chargeable_a towards_o find_v horse-arm_n lieutenant_n and_o deputy_n may_v hear_v and_o determine_v matter_n relate_v to_o this_o act._n tenement_n or_o hereditament_n lease-hold_a or_o copyhold_n or_o twelve_o hundred_o pound_n personal_a estate_n shall_v be_v compellable_n to_o contribute_v in_o find_v any_o horse_n and_o horseman_n with_o arm_n and_o the_o say_v respective_a lieutenant_n and_o deputy_n or_o any_o three_o or_o more_o of_o they_o shall_v have_v power_n to_o hear_v complaint_n and_o examine_v witness_n upon_o oath_n which_o oath_n they_o have_v hereby_o power_n to_o administer_v and_o to_o give_v redress_n according_a to_o the_o merit_n of_o the_o cause_n in_o matter_n relate_v to_o the_o execution_n of_o this_o act._n be_v it_o further_o enact_v that_o the_o say_a lieutenant_n and_o deputy_n or_o any_o three_o or_o more_o of_o they_o in_o their_o several_a county_n and_o place_n respective_o shall_v
in_o the_o city_n of_o london_n and_o burrough_n of_o southwark_n or_o any_o of_o they_o for_o or_o in_o respect_n of_o any_o rent_n or_o revenue_n payable_a to_o the_o say_a hospital_n be_v to_o be_v receive_v and_o disburse_v for_o the_o immediate_a use_n and_o relief_n of_o the_o poor_a in_o the_o say_a hospital_n provide_v that_o no_o tenant_n that_o hold_v or_o enjoy_v any_o land_n or_o house_n by_o lease_n land_n tenant_n to_o be_v assess_v for_o the_o over_o value_n of_o their_o land_n or_o any_o other_o grant_v from_o any_o of_o the_o say_a hospital_n do_v claim_n and_o enjoy_v any_o freedom_n exemption_n or_o advantage_n by_o this_o act_n but_o that_o all_o the_o house_n and_o land_n which_o they_o so_o hold_v shall_v be_v rate_v and_o assess_v for_o so_o much_o as_o they_o be_v yearly_a worth_n over_o and_o above_o the_o rent_n reserve_v and_o payable_a to_o the_o say_a hospital_n provide_v also_o london_n london_n that_o where_o any_o person_n inhabit_v within_o the_o city_n of_o london_n have_v his_o dwell_a house_n in_o one_o of_o the_o parish_n or_o ward_n therein_o and_o have_v any_o good_n ware_n or_o merchandise_n in_o one_o or_o more_o of_o the_o other_o parish_n or_o ward_n within_o the_o same_o that_o then_o such_o person_n shall_v be_v charge_v tax_v and_o assess_v for_o such_o his_o good_n or_o merchandise_n in_o the_o parish_n or_o ward_n where_o he_o dwell_v and_o not_o elsewhere_o in_o the_o say_a city_n provide_v nevertheless_o that_o no_o clause_n or_o proviso_n in_o this_o act_n shall_v extend_v to_o the_o lessen_v or_o abatement_n of_o the_o full_a sum_n by_o this_o act_n appoint_v to_o be_v tax_v levy_v and_o pay_v act._n there_o shall_v be_v no_o abatement_n of_o the_o full_a sum_n in_o this_o act._n but_o that_o the_o same_o be_v full_o assess_v tax_v levy_v collect_v and_o pay_v in_o the_o several_a and_o respective_a county_n city_n and_o town_n aforesaid_a in_o such_o manner_n and_o form_n and_o to_o such_o use_n as_o herein_o before_o mention_v and_o declare_v and_o that_o the_o several_a and_o respective_a commissioner_n treasurer_n the_o commissioner_n to_o give_v account_n to_o the_o lord_n treasurer_n and_o every_o of_o they_o shall_v from_o time_n to_o time_n give_v a_o true_a and_o perfect_a account_n of_o all_o their_o do_n and_o proceed_n in_o the_o execution_n of_o this_o act_n to_o the_o say_a lord_n treasurer_n or_o to_o other_o such_o person_n as_o his_o majesty_n shall_v appoint_v provide_v always_o and_o be_v it_o hereby_o enact_v and_o declare_v pound-rate_n assess_v by_o a_o pound-rate_n that_o in_o case_n the_o way_n or_o manner_n of_o assess_v by_o a_o pound-rate_n shall_v prove_v any_o way_n prejudicial_a or_o obstructive_a to_o the_o say_v speedy_a bring_n in_o of_o the_o assessment_n or_o any_o part_n thereof_o appoint_v by_o this_o act_n that_o then_o and_o in_o all_o such_o case_n the_o respective_a commissioner_n or_o any_o two_o of_o they_o be_v hereby_o authorize_v to_o order_n and_o direct_v their_o respective_a assessor_n who_o be_v hereby_o require_v to_o procee_v according_o to_o assess_v the_o respective_a sum_n charge_v on_o the_o respective_a county_n city_n and_o burrough_n town_n and_o place_n mention_v in_o this_o act_n according_a to_o the_o most_o just_a and_o usual_a way_n of_o rate_n hold_v and_o practise_v in_o such_o county_n city_n burrough_n town_n and_o place_n respective_o any_o thing_n in_o this_o act_n to_o the_o contrary_a thereof_o contain_v in_o any_o wise_n notwithstanding_o provide_v always_o that_o nothing_o in_o this_o act_n contain_v shall_v be_v construe_v to_o alter_v change_n determine_v tenant_n contract_n and_o covenant_n between_o landlord_n and_o tenant_n or_o make_v void_a any_o contract_n covenant_n or_o agréement_n whatsoever_o between_o the_o landlord_n and_o tenant_n touch_v the_o payment_n of_o tax_n or_o assessment_n any_o thing_n herein_o before_o mention_v to_o the_o contrary_a notwithstanding_o provide_v always_o and_o be_v it_o further_o enact_v and_o declare_v by_o the_o authority_n aforesaid_a former_o all_o place_n and_o division_n to_o be_v rate_v as_o former_o that_o for_o the_o avoid_n of_o all_o obstruction_n and_o delay_n in_o collect_v the_o sum_n by_o this_o act_n to_o be_v rate_v and_o assess_v all_o place_n constablewicks_n division_n and_o allotment_n which_o have_v use_v to_o be_v rate_v and_o assess_v shall_v pay_v and_o be_v assess_v in_o such_o county_n hundred_o rape_n and_o wapentake_n as_o the_o same_o have_v heretofore_o usual_o be_v assess_v in_o and_o not_o elsewhere_o and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o if_o any_o action_n plaint_n suit_n or_o information_n shall_v be_v commence_v or_o prosecute_v against_o any_o person_n or_o person_n for_o what_o he_o or_o they_o shall_v do_v in_o pursuance_n or_o in_o execution_n of_o this_o act_n evidence_n person_n sue_v for_o execute_v this_o act_n may_v give_v the_o general_a issue_n in_o evidence_n such_o person_n or_o person_n so_o sue_v in_o any_o court_n whatsoever_o shall_v or_o may_v plead_v the_o general_n issue_n not_o guilty_a and_o upon_o any_o issue_n join_v may_v give_v this_o act_n and_o the_o special_a matter_n in_o evidence_n and_o if_o the_o plaintiff_n or_o prosecutor_n shall_v become_v nonsuit_n or_o forbear_v further_a prosecution_n or_o suffer_v discontinuance_n or_o if_o a_o verdict_n pass_v against_o he_o the_o defendant_n shall_v recover_v their_o treble_n cost_v for_o which_o they_o shall_v have_v the_o like_a remedy_n as_o in_o any_o case_n where_o cost_v by_o the_o law_n be_v give_v to_o defendant_n treble-costs_a treble-costs_a stafford_n proviso_n for_o salop_n and_o stafford_n provide_v always_o that_o nothing_o in_o this_o act_n shall_v extend_v or_o he_o construe_v to_o invalidate_v a_o decree_n late_o make_v in_o the_o high_a court_n of_o chancery_n for_o the_o quiet_v of_o suit_n between_o the_o county_n of_o salop_n and_o stafford_n and_o for_o the_o settle_v all_o future_a payment_n to_o be_v impose_v on_o certain_a land_n in_o sheriff-hales_n with_o the_o county_n of_o salop_n sheriff-hales_n sheriff-hales_n and_o for_o exempt_n the_o say_v land_n from_o pay_v hereafter_o with_o the_o county_n of_o stafford_n but_o that_o the_o say_a decree_n shall_v remain_v in_o such_o and_o no_o other_o force_v as_o it_o do_v before_o the_o make_n of_o this_o act_n any_o thing_n herein_o to_o the_o contrary_a notwithstanding_o provide_v always_o and_o be_v it_o enact_v by_o the_o authority_n aforesaid_a that_o all_o spiritual_a promotion_n and_o all_o land_n etc._n spiritual_a promotion_n and_o land_n etc._n etc._n possession_n or_o revenue_n annex_v to_o and_o all_o good_n and_o chattel_n grow_v or_o renew_v upon_o the_o same_o or_o elsewhere_o appertain_v to_o the_o owner_n of_o the_o say_v spiritual_a promotion_n or_o any_o of_o they_o which_o be_v or_o shall_v be_v charge_v or_o make_v contributory_a by_o this_o act_n towards_o the_o payment_n aforesaid_a during_o the_o time_n therein_o appoint_v shall_v be_v absolute_o free_v and_o discharge_v from_o the_o two_o last_o of_o the_o four_o subsidy_n grant_v by_o the_o clergy_n to_o his_o majesty_n his_o heir_n and_o successor_n by_o a_o act_n make_v in_o a_o former_a session_n of_o this_o present_a
