house_n since_o the_o only_a ancient_a and_o know_v way_n of_o pass_a law_n be_v either_o by_o his_o majesty_n personal_a assent_n in_o the_o house_n of_o peer_n or_o by_o commission_n under_o his_o great_a seal_n of_o england_n he_o can_v but_o wonder_v at_o such_o fail_n in_o the_o manner_n of_o address_n which_o be_v now_o make_v unto_o he_o unless_o his_o two_o house_n intend_v that_o his_o majesty_n shall_v allow_v of_o a_o great_a seal_n make_v without_o his_o authority_n before_o there_o be_v any_o consideration_n have_v thereupon_o in_o a_o treaty_n which_o as_o it_o may_v and_o force_n for_o sea-service_n or_o of_o any_o part_n of_o they_o and_o if_o that_o the_o royal_a assent_n to_o such_o bill_n or_o bill_n shall_v not_o be_v give_v in_o the_o house_n of_o peer_n
