frame_v certain_a rule_n and_o order_n which_o charles_n ii_o cause_v the_o lord_n lieutenant_n and_o council_n to_o pass_v into_o a_o act_n of_o council_n and_o to_o enjoin_v they_o on_o all_o the_o corporation_n of_o that_o kingdom_n etc._n etc._n one_o of_o which_o rule_n require_v all_o officer_n of_o corporation_n to_o take_v the_o short_a corporation_n oath_n late_o use_v in_o england_n which_o seem_v to_o have_v be_v calculate_v for_o set_v up_o arbitrary_a government_n for_o impose_v of_o which_o in_o ireland_n there_o be_v not_o until_o then_o any_o colour_n of_o law_n thereby_o nor_o be_v that_o all_o but_o by_o another_o clause_n in_o those_o rule_v the_o chief_a governor_n be_v impower_v from_o time_n to_o time_n to_o dispense_v with_o such_o as_o be_v not_o willing_a to_o take_v the_o oath_n of_o supremacy_n hereupon_o whole_a shoul_n of_o papist_n be_v admit_v into_o the_o corporation_n and_o fraternity_n of_o that_o kingdom_n and_o qualify_v for_o office_n and_o choose_v member_n of_o parliament_n it_o will_v therefore_o be_v needful_a that_o the_o corporation_n of_o that_o kingdom_n be_v restore_v to_o the_o condition_n they_o be_v in_o in_o 1668._o and_o that_o those_o rule_n be_v vacuate_v or_o declare_v to_o be_v void_a as_o those_o who_o think_v that_o the_o legislative_a power_n can_v be_v transfer_v conceive_v they_o to_o be_v i_o be_o tell_v the_o oath_n of_o supremacy_n or_o a_o express_a order_n or_o law_n for_o their_o exclusion_n will_v more_o effectual_o bar_n papist_n then_o the_o sacramental_a test_n for_o that_o many_o papist_n ireland_n be_v pernicious_a to_o the_o protestant_n there_o be_v a_o bone_n of_o division_n among_o they_o and_o seem_v but_o a_o ill_a requital_n for_o their_o suffering_n and_o firm_a adherence_n manufacture_n so_o cheap_a as_o that_o we_o may_v be_v able_a to_o furnish_v all_o foreign_a market_n with_o they_o their_o quality_n consider_v some_o small_a matter_n cheaper_o than_o any_o other_o country_n can_v for_o thereby_o only_o can_v we_o secure_v foreign_a market_n for_o our_o surplusage_n of_o both_o and_o employment_n for_o our_o people_n the_o dutch_a and_o venetian_n etc._n etc._n do_v in_o some_o sort_n vie_v with_o we_o at_o foreign_a market_n as_o to_o fine_a cloth_n and_o some_o costly_a fabric_n of_o manufacture_n but_o they_o be_v not_o able_a so_o to_o do_v in_o course_n clothes_n and_o course_n manufacture_n because_o of_o the_o much_o high_a price_n of_o food_n and_o labour_n among_o they_o than_o we_o which_o with_o the_o different_a price_n of_o wool_n there_o and_o here_o enable_v we_o to_o make_v great_a quantity_n of_o these_o courser_n manufacture_n much_o cheaper_o than_o it_o be_v possible_a for_o they_o to_o do_v but_o if_o now_o that_o we_o have_v cast_v out_o so_o considerable_a a_o part_n of_o our_o manufacturer_n into_o other_o country_n and_o that_o by_o raise_v our_o rent_n provision_n wool_n labour_n and_o manufacture_n shall_v be_v advance_v much_o in_o their_o price_n we_o shall_v be_v in_o danger_n of_o lose_v a_o much_o great_a part_n of_o our_o trade_n to_o other_o country_n than_o what_o we_o have_v already_o lose_v so_o great_a and_o ticklish_a be_v the_o difficulty_n of_o regain_n any_o part_n of_o trade_n or_o bring_v it_o into_o its_o former_a channel_n when_o once_o lose_v or_o turn_v out_o of_o it_o if_o against_o what_o have_v be_v say_v it_o be_v object_v that_o experience_n tell_v we_o that_o our_o manufacture_n be_v raise_v cheap_a in_o year_n of_o dearth_n and_o scarcity_n i_o answer_v that_o extraordinary_a accident_n do_v not_o constitute_v a_o stand_a rule_n that_o it_o be_v true_a in_o such_o year_n the_o poor_a be_v constrain_v to_o work_n harder_n and_o cheaper_o than_o at_o other_o time_n yet_o in_o those_o year_n they_o be_v constrain_v to_o run_v in_o debt_n and_o often_o sell_v even_o the_o very_a clothes_n which_o they_o earn_v in_o time_n of_o plenty_n etc._n etc._n and_o do_v provision_n advance_v for_o a_o continuance_n labour_n must_v do_v so_o too_o or_o many_o of_o the_o poor_a will_v perish_v and_o the_o rest_n be_v reduce_v to_o live_v on_o herb_n wear_v wooden_a clog_n or_o shoe_n and_o like_o the_o peasant_n of_o france_n look_v like_o walk_v ghost_n which_o i_o hope_v will_v never_o happen_v in_o england_n it_o be_v the_o undoubted_a interest_n of_o the_o kingdom_n to_o recall_v and_o allure_v as_o many_o of_o our_o manufacturer_n home_n as_o possible_o we_o can_v to_o set_v up_o and_o encourage_v new_a manufacture_n for_o the_o employ_v of_o our_o people_n for_o the_o augment_v of_o our_o exportation_n and_o the_o increase_n of_o the_o revenue_n to_o improve_v the_o opportunity_n put_v into_o our_o hand_n by_o cherish_v the_o french_a that_o be_v already_o among_o we_o and_o invite_v in_o as_o many_o more_o as_o we_o can_v get_v they_o live_v more_o hardy_o and_o therefore_o can_v work_v much_o cheap_a than_o ordinary_o our_o people_n can_v their_o labour_n may_v be_v apply_v and_o direct_v to_o some_o new_a manufacture_n or_o new_a fabric_n which_o we_o have_v not_o yet_o which_o we_o be_v wont_a to_o bring_v from_o france_n and_o which_o may_v not_o interfere_v with_o those_o we_o have_v or_o with_o the_o present_a labour_n of_o our_o own_o people_n a_o prudent_a management_n of_o these_o thing_n will_v conduce_v more_o than_o a_o little_a to_o the_o regain_n and_o enlarge_n of_o our_o trade_n to_o the_o enrich_n of_o the_o kingdom_n and_o advance_v rent_n by_o increase_a the_o home_n consumption_n the_o lessen_v our_o importation_n and_o augment_v our_o exportation_n there_o be_v several_a thing_n that_o may_v by_o accident_n and_o for_o a_o spurt_n advance_v the_o rent_n of_o land_n but_o it_o be_v only_o the_o lessen_v our_o importation_n and_o the_o augment_v our_o exportation_n that_o can_v keep_v they_o up_o in_o order_n to_o these_o great_a end_n we_o shall_v remove_v all_o those_o bar_n and_o discouragement_n which_o lie_v in_o the_o way_n it_o be_v true_a the_o king_n and_o parliament_n have_v in_o their_o wisdom_n by_o a_o act_n
