more_o his_o own_o than_o his_o people_n be_v his_o own_o and_o if_o the_o king_n have_v a_o propriety_n in_o all_o his_o town_n what_o will_v become_v of_o the_o subject_n propriety_n in_o their_o house_n therein_o and_o if_o he_o have_v a_o propriety_n in_o his_o kingdom_n what_o will_v become_v of_o the_o subject_n propriety_n in_o their_o land_n throughout_o the_o kingdom_n or_o of_o their_o liberty_n if_o his_o majesty_n have_v the_o same_o right_n in_o their_o person_n that_o every_o subject_n have_v in_o their_o land_n or_o good_n and_o what_o shall_v become_v of_o the_o subject_n interest_n in_o the_o town_n and_o fort_n of_o the_o kingdom_n and_o in_o the_o kingdom_n itself_o if_o his_o majesty_n may_v sell_v or_o give_v they_o away_o or_o dispose_v of_o they_o at_o his_o pleasure_n as_o a_o particular_a man_n may_v do_v with_o his_o land_n and_o with_o his_o good_n this_o erroneous_a maxim_n be_v infuse_v into_o prince_n that_o their_o kingdom_n be_v their_o own_o and_o that_o they_o may_v do_v with_o they_o what_o they_o will_v as_o if_o their_o kingdom_n be_v for_o they_o and_o not_o they_o for_o their_o kingdom_n be_v the_o root_n of_o all_o the_o subject_n misery_n and_o of_o the_o invade_v of_o their_o just_a right_n and_o liberty_n whereas_o indeed_o they_o be_v only_o entrust_v with_o their_o kingdom_n and_o with_o their_o town_n and_o with_o their_o people_n and_o with_o the_o public_a treasure_n of_o the_o commonwealth_n and_o whatsoever_o be_v buy_v therewith_o and_o by_o the_o know_a law_n of_o this_o kingdom_n the_o very_a jewel_n of_o the_o crown_n be_v not_o the_o king_n proper_a good_n but_o be_v only_o entrust_v to_o he_o for_o the_o use_n and_o ornament_n thereof_o as_o the_o town_n fort_n treasure_n magazine_n office_n and_o be_v their_o duty_n to_o see_v it_o be_v discharge_v according_a to_o the_o condition_n and_o true_a intent_n thereof_o and_o as_o much_o as_o in_o they_o lie_v by_o all_o possible_a mean_n to_o prevent_v the_o contrary_a which_o if_o it_o have_v be_v their_o chief_a care_n and_o only_a aim_n in_o the_o dispose_n of_o the_o town_n and_o magazine_n of_o hull_n in_o such_o manner_n as_o they_o have_v do_v they_o hope_v it_o will_v appear_v clear_o to_o all_o the_o world_n that_o they_o have_v discharge_v their_o own_o trust_n and_o not_o invade_v that_o of_o his_o majesty_n much_o less_o his_o property_n which_o in_o this_o case_n they_o can_v not_o do_v but_o admit_v his_o majesty_n have_v indeed_o have_v a_o property_n in_o the_o town_n and_o magazine_n of_o hull_n who_o doubt_v but_o that_o a_o parliament_n may_v dispose_v of_o any_o thing_n wherein_o his_o majesty_n or_o any_o subject_n have_v a_o right_a in_o such_o a_o way_n as_o that_o the_o kingdom_n may_v not_o be_v expose_v to_o hazard_v or_o danger_n thereby_o which_o be_v our_o case_n in_o the_o dispose_n of_o the_o town_n and_o magazine_n of_o hull_n and_o whereas_o his_o majesty_n do_v allow_v this_o and_o a_o great_a power_n to_o a_o parliament_n but_o in_o that_o sense_n only_o as_o he_o himself_o be_v a_o part_n thereof_o we_o appeal_v to_o every_o man_n conscience_n that_o have_v observe_v our_o proceed_n whether_o we_o disjoin_v his_o majesty_n from_o his_o parliament_n who_o have_v in_o all_o humble_a way_n seek_v his_o concurrence_n with_o we_o as_o in_o this_o particular_a about_o hull_n and_o for_o the_o removeall_n of_o the_o magazine_n there_o so_o also_o in_o all_o other_o thing_n or_o whether_o these_o evil_a counsel_n about_o he_o have_v not_o separate_v he_o from_o his_o parliament_n not_o only_o in_o distance_n of_o place_n but_o also_o in_o the_o discharge_n of_o this_o joint_a trust_n with_o they_o for_o the_o peace_n and_o safety_n of_o the_o kingdom_n in_o this_o and_o some_o other_o particular_n we_o have_v give_v no_o occasion_n to_o his_o majesty_n to_o declare_v his_o resolution_n with_o so_o much_o earnestness_n that_o he_o will_v not_o suffer_v either_o or_o both_o house_n by_o their_o vote_n without_o or_o against_o his_o consent_n to_o enjoin_v any_o thing_n that_o be_v forbid_v by_o the_o law_n or_o to_o forbid_v any_o thing_n that_o be_v enjoin_v by_o the_o law_n for_o our_o vote_n have_v do_v no_o such_o thing_n and_o as_o we_o shall_v be_v very_o tender_a of_o the_o law_n which_o we_o acknowledge_v to_o be_v the_o safeguard_n and_o custody_n of_o all_o public_a and_o private_a interess_n so_o we_o shall_v never_o allow_v a_o few_o private_a person_n about_o his_o majesty_n nor_o his_o majesty_n himself_o in_o his_o own_o person_n &_o out_o of_o his_o court_n to_o be_v judge_n of_o the_o law_n and_o that_o contrary_a to_o the_o judgement_n of_o he_o high_a court_n of_o judicature_n in_o like_a manner_n that_o his_o majesty_n have_v not_o refuse_v to_o consent_v to_o any_o thing_n that_o may_v be_v for_o the_o peace_n and_o happiness_n of_o the_o kingdom_n we_o can_v admit_v it_o in_o any_o other_o sense_n but_o as_o his_o majesty_n take_v the_o measure_n of_o what_o will_v be_v for_o the_o peace_n and_o happiness_n of_o the_o kingdom_n from_o some_o few_o ill_a affect_a person_n about_o he_o contrary_a to_o the_o advice_n and_o judgement_n of_o his_o great_a council_n
