a_o ordinance_n of_o the_o lord_n and_o commons_o assemble_v in_o parliament_n concern_v the_o excise_n of_o tobacco_n h._n elsing_n cler._n parl._n d._n com._n london_n print_v by_o richard_n cotes_n and_o john_n raworth_n die_v sabbat_n decemb_v 23._o 1643._o forasmuch_o as_o the_o lord_n and_o commons_o assemble_v in_o parliament_n have_v take_v notice_n that_o the_o rate_n of_o four_o penny_n late_o impose_v by_o ordinance_n of_o the_o eleven_o of_o september_n last_o upon_o every_o pound_n of_o tobacco_n of_o the_o english_a plantation_n by_o way_n of_o excise_n have_v something_o intermit_v trade_n in_o that_o commodity_n be_v it_o therefore_o ordain_v by_o the_o say_a lord_n and_o commons_o in_o parliament_n assemble_v and_o by_o authority_n of_o the_o same_o for_o the_o encouragement_n and_o ease_n as_o well_o of_o the_o importer_n as_o engrosser_n and_o seller_n of_o such_o tobacco_n that_o all_o tobacco_n of_o the_o english_a plantation_n import_v and_o remain_v on_o the_o hand_n of_o the_o merchant_n or_o importer_n or_o the_o engrosser_n or_o seller_n thereof_o before_o the_o eleven_o of_o september_n last_o pass_v shall_v pay_v only_o one_o penny_n upon_o every_o pound_n and_o all_o such_o tobacco_n import_v since_o the_o eleven_o of_o september_n last_o and_o remain_v on_o the_o hand_n either_o of_o the_o merchant_n importer_n engrosser_n or_o seller_n thereof_o at_o the_o day_n of_o the_o date_n of_o this_o ordinance_n shall_v be_v liable_a to_o and_o pay_v two_o penny_n upon_o every_o pound_n and_o for_o all_o such_o tobacco_n of_o the_o english_a plantation_n as_o shall_v hereafter_o from_o the_o day_n of_o the_o date_n hereof_o be_v import_v into_o the_o kingdom_n of_o england_n dominion_n of_o wales_n and_o port_n and_o town_n of_o berwick_n shall_v pay_v after_o the_o rate_n of_o four_o penny_n upon_o every_o pound_n according_a to_o the_o former_a ordinance_n date_v the_o eleven_o of_o september_n last_o the_o respective_a sum_n of_o one_o penny_n two_o penny_n and_o four_o penny_n upon_o every_o pound_n to_o be_v pay_v by_o the_o engrosser_n or_o seller_n upon_o sale_n thereof_o as_o be_v therein_o prescribe_v provide_v always_o that_o no_o person_n shall_v have_v any_o benefit_n of_o the_o aforesaid_a moderation_n to_o one_o penny_n and_o two_o penny_n upon_o every_o pound_n of_o tobacco_n respective_o before_o mention_v but_o such_o only_a as_o shall_v within_o fourteen_o day_n after_o the_o publication_n of_o this_o ordinance_n make_v his_o personal_a appearance_n at_o such_o office_n of_o excise_n under_o which_o his_o dwell_a place_n shall_v be_v and_o there_o deliver_v in_o upon_o oath_n a_o true_a and_o just_a particular_a of_o all_o tobacco_n by_o he_o sell_v since_o the_o eleven_o of_o september_n last_o unto_o the_o time_n he_o shall_v make_v his_o appearance_n as_o also_o at_o the_o same_o time_n declare_v upon_o oath_n and_o deliver_v in_o a_o like_o true_a particular_a of_o all_o tobacco_n either_o remain_v upon_o his_o hand_n at_o that_o time_n of_o such_o tobacco_n as_n be_v upon_o his_o hand_n before_o the_o eleven_o of_o september_n as_o of_o such_o tobacco_n as_o have_v be_v by_o he_o import_v or_o bring_v and_o be_v remain_v upon_o his_o hand_n at_o the_o time_n of_o his_o appearance_n and_o shall_v present_o according_a to_o the_o respective_a rate_n of_o one_o penny_n and_o two_o penny_n pay_v and_o clear_v the_o duty_n of_o excise_n as_o well_o for_o all_o tobacco_n by_o he_o sell_v since_o the_o eleven_o of_o september_n last_o as_o for_o all_o tobacco_n by_o he_o import_v and_o remain_v at_o that_o time_n upon_o his_o hand_n as_o aforesaid_a but_o be_v proceed_v against_o without_o favour_n or_o pardon_n according_a to_o the_o former_a ordinance_n of_o the_o eleven_o of_o september_n last_o provide_v also_o that_o no_o abatement_n or_o allowance_n shall_v be_v make_v under_o pretence_n of_o this_o ordinance_n for_o any_o tobacco_n which_v have_v already_o pay_v excise_n according_a to_o the_o say_a ordinance_n of_o the_o eleven_o of_o september_n last_o before_o the_o date_n hereof_o h._n elsing_n cler._n parl._n d._n com._n finis_fw-la
