upon_o passion_n whereby_o the_o major_a part_n be_v lead_v the_o wisdom_n of_o a_o politic_a prince_n do_v not_o consist_v in_o make_v the_o multitude_n wise_a that_o be_v a_o thing_n impossible_a it_o consist_v in_o apply_v his_o own_o wisdom_n to_o direct_v their_o humour_n by_o reason_n in_o due_a time_n and_o occasion_n the_o art_n of_o ride_v the_o great_a horse_n require_v wit_n and_o judgement_n in_o the_o horseman_n but_o not_o in_o the_o horse_n it_o do_v not_o consist_v in_o communicate_v wit_n or_o judgement_n to_o the_o horse_n but_o in_o apply_v with_o dexterity_n his_o own_o art_n to_o the_o beast_n humour_n a_o wise_a prince_n must_v humour_v the_o multitude_n as_o man_n humour_v beast_n which_o they_o teach_v or_o tame_v he_o must_v not_o strive_v to_o make_v they_o wise_a and_o reasonable_a though_o they_o must_v be_v manage_v by_o wisdom_n &_o reason_n they_o be_v as_o uncapable_a of_o alter_v a_o popular_a error_n and_o common_a hatred_n against_o a_o counsellor_n or_o minister_n of_o state_n as_o old_a mule_n be_v of_o leave_v of_o their_o jadish_a trick_n the_o prince_n must_v have_v patience_n and_o dissemble_v with_o this_o humoursome_a beast_n the_o multitude_n and_o govern_v they_o by_o minister_n that_o be_v not_o odious_a but_o grateful_a to_o they_o if_o not_o they_o may_v play_v he_o a_o jadish_a trick_n and_o kick_v at_o he_o for_o the_o hatred_n they_o bear_v to_o his_o minister_n the_o only_a way_n for_o the_o prince_n to_o he_o ride_v of_o this_o danger_n and_o trouble_n be_v to_o make_v choice_n of_o so_o good_a and_o virtuous_a minister_n that_o no_o calumny_n can_v prejudice_v their_o fame_n nor_o hatred_n find_v matter_n to_o carp_v at_o in_o their_o action_n so_o that_o when_o all_o come_v to_o all_o we_o see_v that_o honesty_n and_o integrity_n be_v the_o ground_n of_o policy_n and_o that_o wisdom_n without_o virtue_n in_o a_o minister_n of_o state_n be_v of_o most_o dangerous_a consequence_n to_o his_o prince_n therefore_o in_o my_o opinion_n it_o be_v a_o evident_a proof_n of_o wisdom_n and_o a_o laudable_a custom_n in_o prince_n to_o make_v use_n of_o bishop_n and_o clergyman_n in_o their_o counsel_n because_o it_o be_v presume_v they_o be_v more_o than_o ordinary_o virtuous_a but_o see_v many_o be_v of_o a_o contrary_a sense_n i_o will_v examine_v it_o and_o prove_v chap._n xv._o that_o it_o be_v great_a wisdom_n and_o policy_n in_o prince_n to_o make_v use_n of_o clergyman_n in_o state_n affair_n 1_o that_o it_o have_v be_v the_o continual_a practice_n among_o the_o jew_n to_o let_v the_o priest_n share_v in_o the_o government_n of_o the_o commonwealth_n be_v evident_a by_o many_o example_n in_o scripture_n and_o among_o christian_n you_o will_v not_o read_v of_o one_o age_n wherein_o the_o clergy_n have_v not_o have_v their_o head_n and_o hand_n in_o politic_a affair_n by_o order_n of_o their_o prince_n and_o consent_n of_o the_o people_n to_o exclude_v they_o from_o this_o custom_n and_o practice_n because_o some_o of_o they_o make_v not_o as_o good_a use_n thereof_o as_o they_o ought_v be_v a_o argument_n more_o familiar_a to_o secular_o then_o advantageous_a few_o churchman_n than_o secular_o have_v abuse_v their_o power_n or_o betray_v their_o trust_n nay_o it_o have_v be_v as_o rare_a among_o they_o as_o ordinary_a among_o secular_o to_o make_v ill_a use_n of_o their_o king_n favour_n and_o interest_n and_o yet_o secular_o do_v not_o think_v it_o reasonable_a that_o all_o themselves_o shall_v
