that_o if_o any_o assessor_n collector_n receiver_n or_o any_o other_o person_n appoint_v by_o the_o commissioner_n shall_v wilful_o neglect_v or_o refuse_v to_o perform_v his_o duty_n in_o the_o due_a and_o speédy_a execution_n of_o this_o present_a act_n the_o say_v respective_a commissioner_n or_o any_o two_o or_o more_o of_o they_o may_v and_o shall_v by_o virtue_n of_o this_o act_n have_v power_n and_o authority_n to_o commit_v such_o assessor_n collector_n or_o receiver_n to_o goal_n till_o he_o or_o they_o have_v do_v he_o or_o their_o duty_n according_a to_o this_o act_n or_o to_o impose_v on_o such_o person_n or_o person_n so_o refuse_v or_o neglect_v their_o duty_n any_o fine_a not_o exceed_v twenty_o pound_n for_o any_o one_o offence_n at_o their_o discretion_n the_o same_o to_o be_v levy_v and_o certify_v as_o aforesaid_a into_o his_o majesty_n court_n of_o exchequer_n and_o charge_v upon_o the_o respective_a receiver_n among_o the_o rest_n of_o the_o rate_v aforesaid_a and_o the_o say_a commissioner_n or_o any_o two_o or_o more_o of_o they_o may_v or_o shall_v from_o time_n to_o time_n call_v for_o and_o require_v a_o account_n from_o the_o respective_a receiver_n of_o all_o the_o money_n receive_v by_o they_o of_o the_o say_a collector_n and_o of_o the_o payment_n thereof_o according_a to_o the_o direction_n of_o this_o act_n and_o in_o case_n of_o any_o failure_n in_o the_o premise_n the_o say_a commissioner_n or_o any_o two_o or_o more_o of_o they_o be_v hereby_o require_v to_o cause_v the_o same_o to_o be_v forthwith_o levy_v and_o pay_v according_a to_o the_o true_a intent_n and_o meaning_n of_o this_o act_n and_o in_o case_n of_o any_o controversy_n arise_v between_o the_o say_a commissioner_n concern_v the_o say_a rate_n or_o assessment_n the_o commissioner_n that_o shall_v be_v concern_v therein_o shall_v have_v no_o voice_n but_o shall_v withdraw_v during_o the_o debate_n of_o such_o controversy_n until_o it_o be_v determine_v by_o the_o rest_n of_o the_o commissioner_n and_o in_o default_n thereof_o that_o the_o commissioner_n then_o present_a shall_v have_v power_n and_o be_v hereby_o require_v to_o impose_v such_o fine_a or_o fine_n as_o to_o they_o shall_v be_v think_v fit_a upon_o such_o commissioner_n so_o refuse_v to_o withdraw_v not_o exceed_v twenty_o pound_n and_o to_o cause_v the_o same_o to_o be_v levy_v and_o pay_v as_o other_o fine_n to_o be_v impose_v by_o virtue_n of_o this_o act_n be_v to_o be_v levy_v and_o pay_v and_o all_o question_n and_o difference_n that_o shall_v arise_v touch_v any_o of_o the_o say_a rate_n tax_n assessment_n or_o levy_n and_o the_o collect_v thereof_o shall_v be_v hear_v and_o final_o determine_v by_o threé_o or_o more_o of_o the_o commissioner_n upon_o complaint_n thereof_o to_o they_o make_v by_o any_o person_n or_o person_n thereby_o grieve_v without_o further_a trouble_n or_o suit_n in_o law_n and_o the_o say_a receiver-general_n his_o deputy_n or_o deputy_n shall_v give_v acquittance_n gratis_o to_o the_o say_a barony-receiver_n who_o shall_v likewise_o give_v acquittance_n gratis_o to_o the_o say_a parish-collector_n for_o all_o money_n of_o they_o respective_o receive_v in_o pursuance_n of_o this_o act_n which_o acquittance_n shall_v be_v a_o full_a discharge_v to_o say_v collector_n respective_o and_o the_o say_a collector_n shall_v make_v and_o deliver_v to_o the_o say_a receivers-general_n their_o deputy_n or_o deputy_n a_o perfect_a schedule_n fair_o write_v in_o parchment_n under_o their_o hand_n and_o seal_n signed_n and_o allow_v by_o any_o two_o or_o more_o of_o the_o respective_a commissioner_n contain_v the_o name_n and_o surname_n and_o place_n of_o abode_n of_o every_o person_n within_o their_o respective_a collection_n that_o shall_v make_v default_n of_o payment_n of_o any_o the_o sum_n that_o shall_v be_v rate_v or_o assess_v on_o such_o person_n by_o virtue_n of_o this_o act_n and_o the_o sum_n and_o sum_v charge_v on_o every_o such_o person_n the_o same_o to_o be_v return_v by_o he_o into_o his_o majesty_n exchequer_n whereupon_o every_o such_o person_n make_v default_n of_o payment_n may_v be_v charge_v by_o process_n of_o the_o say_a court_n according_a to_o the_o course_n thereof_o in_o that_o behalf_n and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o no_o letter_n patent_n grant_v by_o the_o king_n or_o late_a queén_n majesty_n or_o any_o of_o their_o royal_a predecessor_n or_o to_o be_v grant_v by_o his_o majesty_n to_o any_o person_n or_o person_n city_n burough_n or_o town_n corporate_a within_o this_o realm_n or_o any_o manner_n of_o liberty_n privilege_n or_o exemption_n from_o subsidy_n toll_n tax_n assessment_n or_o aid_n shall_v be_v construe_v or_o take_v to_o exempt_v any_o person_n or_o person_n city_n burough_n or_o town_n corporate_a or_o any_o of_o the_o inhabitant_n of_o the_o same_o from_o the_o burden_n or_o charge_n of_o any_o sum_n or_o sum_n of_o money_n grant_v by_o this_o act_n and_o all_o non-obstantes_a in_o such_o letter_n patent_n for_o any_o such_o purpose_n or_o intent_n be_v declare_v to_o be_v void_a and_o of_o none_o effect_n and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o all_o constable_n head-buroughs_a and_o other_o his_o majesty_n officer_n shall_v and_o be_v hereby_o require_v and_o enjoin_v to_o be_v respective_o aid_v and_o assist_v in_o the_o execution_n of_o this_o act_n and_o to_o obey_v and_o execute_v such_o precept_n or_o warrant_v as_o shall_v be_v to_o they_o direct_v in_o that_o behalf_n by_o the_o respective_a commissioner_n hereby_o appoint_v or_o to_o any_o two_o or_o more_o of_o they_o and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o if_o any_o action_n plaint_n suit_n or_o information_n shall_v be_v commence_v or_o prosecute_v against_o any_o person_n or_o person_n for_o what_o he_o or_o they_o shall_v do_v in_o pursuance_n or_o in_o execution_n of_o this_o act_n such_o person_n or_o person_n so_o sue_v in_o any_o court_n whatsoever_o shall_v or_o may_v plead_v the_o general_n issue_n not_o guilty_a and_o upon_o any_o issue_n join_v may_v give_v this_o act_n and_o the_o special_a matter_n in_o evidence_n and_o if_o the_o plaintiff_n or_o prosecutor_n shall_v person_n and_o upon_o demand_n pay_v what_o be_v due_a and_o payable_a by_o this_o act_n for_o every_o such_o person_n reside_v in_o their_o family_n or_o under_o their_o tuition_n as_o before_o herein_o be_v mention_v and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o all_o money_n due_a and_o payable_a by_o this_o act_n shall_v be_v pay_v by_o the_o particular_a collector_n of_o the_o respective_a county_n city_n burough_n town_n parish_n and_o place_n who_o shall_v collect_v the_o same_o unto_o the_o respective_a barony_n receiver_n who_o shall_v pay_v the_o same_o unto_o such_o receiver_n or_o receiver_n as_o shall_v by_o their_o excellency_n the_o lord_n justice_n or_o other_o chief_a governor_n for_o the_o time_n be_v be_v appoint_v as_o before_o be_v mention_v and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o the_o particular_a collector_n for_o payment_n of_o any_o sum_n by_o they_o receive_v unto_o such_o barony-receiver_n or_o receiver_n shall_v not_o be_v oblige_v to_o travel_v above_o twenty_o mile_n from_o the_o place_n of_o their_o habitation_n and_o be_v it_o further_o enact_v by_o the_o authority_n aforesaid_a that_o every_o receiver_n of_o any_o hundred_o barony_n or_o division_n from_o time_n to_o time_n within_o the_o space_n of_o one_o month_n next_o after_o he_o shall_v have_v receive_v the_o full_a sum_n that_o shall_v be_v charge_v upon_o any_o hundred_o barony_n or_o division_n for_o each_o particular_a quarterly_o payment_n that_o be_v to_o be_v make_v to_o such_o receiver_n by_o virtue_n of_o this_o act_n shall_v give_v the_o commissioner_n who_o shall_v act_v in_o such_o hundred_o barony_n or_o division_n a_o receipt_n under_o his_o hand_n and_o seal_n acknowledge_v his_o receipt_n of_o the_o full_a sum_n charge_v upon_o such_o hundred_o barony_n or_o division_n
