he_o that_o this_o commandment_n be_v give_v un●_n the_o christian_n to_o be_v obedient_a unto_o roman_a emperor_n who_o command_n be_v mere_o destructive_a to_o the_o christian_a religion_n and_o those_o power_n nothing_o but_o subverter_n of_o that_o which_o be_v good_a and_o just_a ans_fw-fr that_o there_o be_v no_o such_o thing_n command_v in_o this_o scripture_n i_o pro●_n by_o these_o reason_n 1._o because_o the_o power_n that_o every_o soul_n be_v here_o command_v to_o be_v subject_a to_o and_o not_o to_o resist_v be_v that_o power_n which_o be_v not_o a_o terror_n to_o go●_n work_v but_o to_o evil_a the_o 3._o verse_n be_v make_v a_o reason_n of_o the_o 2._o the_o 2._o ver●_n say_v whosoever_o resist_v the_o power_n resist_v the_o ordinance_n of_o god_n and_o they_o that_o res●_n shall_v receive_v to_o themselves_o judgement_n then_o the_o reason_n be_v give_v for_o rule●_n be_v not_o a_o terror_n to_o good_a work_n but_o to_o evil_a ver_fw-la 3._o and_o therefore_o the_o subjection_n command_v and_o resistance_n forbid_v be_v not_o in_o thing_n that_o be_v u●_n lawful_a and_o contrary_a to_o the_o law_n of_o god_n 2._o the_o power_n that_o we_o a●_n command_v to_o be_v subject_a to_o and_o not_o to_o resist_v be_v the_o ordinance_n of_o god_n a●_n the_o minister_n thereof_o be_v the_o ordinance_n of_o god_n to_o we_o for_o good_a ver_fw-la 4._o ●_o say_v the_o apostle_n speak_v of_o the_o ruler_n that_o we_o be_v to_o obey_v he_o be_v the_o minister_n of_o god_n to_o we_o for_o good_a but_o when_o he_o command_v a_o thing_n unlawful_a a●_n contrary_a to_o the_o law_n of_o god_n he_o be_v not_o the_o minister_n of_o god_n to_o we_o for_o go●_n therefore_o in_o this_o scripture_n there_o be_v no_o such_o thing_n command_v we_o to_o subject_n to_o and_o not_o to_o resist_v the_o ungodly_a command_n of_o prince_n ob._n and_o if_o it_o be_v say_v that_o though_o his_o command_n be_v unlawful_a yet_o he_o may_v be_v a_o penal_a ordinance_n of_o god_n for_o our_o good_a i_o answer_v that_o in_o this_o scripture_n we_o be_v not_o command_v to_o submit_v unto_o a_o penal_a ordinance_n because_o the_o submission_n enjoin_v here_o by_o the_o apostle_n reach_v to_o all_o time_n and_o place_n and_o all_o time_n and_o place_n have_v not_o their_o authority_n and_o government_n by_o way_n of_o a_o penal_a ordinance_n 3._o therein_o the_o apostle_n command_v we_o in_o this_o scripture_n to_o be_v subject_n and_o not_o to_o resist_v wherein_o the_o magistrate_n be_v god_n minister_n but_o in_o unlawful_a command_n they_o be_v not_o proper_o and_o active_o god_n minister_n though_o god_n may_v make_v use_n of_o they_o though_o in_o regard_n of_o their_o place_n they_o may_v be_v god_n minister_n yet_o in_o regard_n of_o the_o thing_n command_v they_o be_v not_o when_o they_o command_v thing_n that_o be_v evil_a and_o contrary_a to_o law_n now_o so_o we_o be_v command_v to_o be_v obedient_a as_o they_o be_v in_o that_o action_n god_n minister_n verse_n 6._o for_o this_o cause_n pay_v you_o tribute_n also_o for_o they_o be_v god_n minister_n attend_v continual_o upon_o this_o very_a thing_n 4._o it_o appear_v by_o all_o the_o first_o verse_n of_o this_o
