the_o custom_n or_o form_n be_v not_o to_o admit_v any_o thing_n for_o a_o law_n or_o the_o authentic_a will_n of_o the_o prince_n but_o what_o his_o subject_n have_v offer_v to_o he_o draw_v up_o into_o form_n and_o which_o he_o have_v pass_v into_o a_o law_n by_o some_o token_n of_o consent_n before_o institute_v in_o the_o presence_n of_o the_o general_a assembly_n of_o the_o estate_n of_o his_o kingdom_n which_o course_n be_v absolute_o the_o best_a both_o for_o the_o prince_n and_o people_n for_o since_o the_o end_n of_o all_o law_n as_o of_o government_n itself_o be_v the_o good_a of_o the_o people_n so_o it_o be_v not_o likely_a that_o the_o subject_n have_v the_o draw_v up_o of_o the_o law_n will_v offer_v any_o to_o the_o prince_n that_o they_o be_v not_o absolute_o persuade_v be_v for_o the_o benefit_n of_o the_o commonwealth_n nor_o can_v that_o be_v any_o prejudice_n to_o the_o prince_n power_n since_o no_o law_n can_v be_v make_v unless_o he_o give_v it_o the_o stamp_n of_o his_o royal_a authority_n therefore_o though_o form_n be_v not_o essential_a to_o the_o declare_v of_o the_o will_n of_o a_o private_a man_n in_o the_o state_n of_o nature_n yet_o
