people_n against_o person_n of_o quality_n aswell_o stranger_n as_o other_o in_o the_o street_n of_o the_o city_n and_o suburb_n of_o london_n with_o the_o part_n adjacent_a as_o we_o have_v ever_o esteem_v it_o a_o happiness_n to_o meet_v with_o any_o occasion_n that_o may_v just_o move_v we_o to_o take_v notice_n of_o the_o careful_a and_o discreet_a government_n of_o such_o as_o be_v trust_v in_o high_a place_n of_o authority_n and_o magistracy_n under_o we_o in_o which_o case_n as_o the_o world_n can_v well_o bear_v we_o witness_v we_o have_v ever_o be_v ready_a to_o express_v the_o gladness_n of_o our_o heart_n by_o our_o gracious_a thankfulness_n unto_o they_o in_o one_o kind_n or_o other_o so_o on_o the_o other_o side_n do_v we_o hold_v it_o as_o necessary_a a_o duty_n belong_v unto_o we_o to_o who_o god_n have_v commit_v the_o chief_a and_o sovereign_a care_n of_o all_o not_o only_o sharp_o to_o reproove_v where_o we_o find_v supine_n and_o unexcusable_a negligence_n but_o when_o through_o improvidence_n and_o weakness_n of_o government_n the_o mischief_n grow_v strong_a and_o pernicious_a to_o take_v the_o reformation_n into_o our_o own_o supreme_a power_n unless_o otherwise_o we_o find_v a_o speedy_a amendment_n our_o city_n of_o london_n the_o prime_n and_o chief_a city_n of_o all_o other_o within_o our_o realm_n and_o dominion_n the_o place_n that_o we_o and_o our_o predecessor_n in_o this_o kingdom_n have_v always_o think_v worthy_a to_o be_v honour_v with_o the_o residence_n of_o our_o person_n and_o of_o our_o supreme_a court_n of_o justice_n and_o which_o ourself_o in_o particular_a have_v ever_o since_o our_o come_n unto_o the_o crown_n favour_v and_o therish_v by_o all_o the_o mean_n we_o may_v to_o testify_v our_o princely_a and_o extraordinary_a affection_n towards_o they_o whereof_o we_o shall_v never_o repent_v we_o have_v find_v in_o they_o a_o like_a retribution_n of_o love_n and_o duty_n towards_o we_o yet_o must_v we_o needs_o say_v to_o our_o grief_n that_o in_o so_o famous_a a_o city_n as_o that_o be_v and_o wherein_o of_o all_o other_o if_o any_o where_o civility_n and_o humanity_n be_v to_o be_v expect_v there_o be_v as_o just_a cause_n at_o this_o time_n to_o charge_v their_o chief_a magistrate_n for_o negligent_a suffering_n as_o to_o condemn_v the_o inferior_a and_o base_a sort_n of_o people_n for_o act_v many_o insolence_n of_o rude_a &_o savage_a barbarism_n which_o daily_o be_v commit_v in_o the_o street_n not_o only_o towards_o ambassador_n and_o public_a minister_n of_o foreigne_a prince_n and_o state_n who_o person_n ought_v to_o be_v sacred_a and_o privilege_a by_o the_o law_n of_o god_n and_o nation_n from_o all_o violence_n or_o wrong_n but_o even_o towards_o other_o stranger_n also_o to_o who_o all_o courteous_a respect_n and_o hospitality_n be_v due_a and_o general_o to_o the_o whole_a nobility_n and_o gentry_n of_o our_o own_o realm_n both_o man_n and_o woman_n have_v occasion_n at_o any_o time_n to_o abide_v or_o repair_v unto_o this_o city_n insomuch_o as_o the_o complaint_n hereof_o do_v continual_o come_v unto_o our_o ear_n and_o make_v we_o ashamed_a that_o notwithstanding_o the_o often_o and_o straight_o commandment_n that_o we_o have_v lay_v heretofore_o upon_o the_o lord_n maior_n &_o alderman_n for_o suppress_v this_o wicked_a and_o devilish_a humour_n of_o those_o base_a people_n by_o severity_n of_o justice_n &_o punishment_n the_o same_o do_v nevertheless_o continue_v more_o and_o more_o in_o a_o high_a degree_n to_o the_o great_a scandal_n of_o our_o government_n both_o at_o home_n and_o abroad_o and_o to_o the_o dishonour_n of_o our_o nation_n be_v therefore_o resolve_v to_o endure_v these_o insolence_n no_o long_o we_o have_v now_o think_v fit_a to_o declare_v unto_o the_o world_n the_o true_a sense_n and_o feeling_n we_o have_v of_o our_o own_o honour_n which_o can_v but_o suffer_v much_o if_o by_o our_o long_a sufferance_n the_o subordinate_a magistrate_n &_o governor_n to_o who_o the_o ordinary_a reformation_n of_o these_o abuse_n do_v appertain_v neglect_v their_o duty_n and_o do_v for_o that_o cause_n hereby_o straight_o charge_v and_o command_v the_o mayor_n and_o alderman_n of_o our_o say_a city_n of_o london_n as_o they_o will_v answer_v the_o same_o hereafter_o unto_o we_o upon_o pain_n of_o our_o high_a displeasure_n and_o such_o further_a peril_n as_o may_v ensue_v thereupon_o that_o they_o do_v present_o enter_v into_o some_o serious_a consultation_n and_o conference_n among_o themselves_o how_o these_o affront_v to_o stranger_n and_o other_o our_o own_o subject_n may_v be_v careful_o prevent_v hereafter_o that_o no_o such_o lewd_a person_n shall_v dare_v either_o by_o word_n or_o deed_n to_o offer_v any_o injury_n or_o violence_n direct_o or_o indirect_o or_o so_o much_o as_o by_o his_o gesture_n or_o countenance_n to_o scoff_n at_o or_o abuse_v any_o stranger_n especial_o ambassador_n and_o public_a minister_n their_o servant_n and_o follower_n or_o other_o nobleman_n and_o gentleman_n lady_n or_o gentlewoman_n our_o own_o subject_n or_o other_o but_o to_o behave_v themselves_o towards_o they_o with_o all_o respect_n and_o courtesy_n meet_v they_o in_o the_o street_n or_o elsewhere_o soever_o and_o although_o we_o hold_v it_o not_o so_o proper_a for_o we_o to_o prescribe_v a_o particular_a way_n unto_o the_o say_a mayor_n and_o alderman_n how_o this_o may_v be_v effect_v with_o that_o good_a success_n which_o we_o may_v well_o expect_v if_o they_o be_v vigilant_a &_o diligent_a as_o become_v they_o who_o shall_v best_o understand_v the_o mean_n how_o to_o deal_v with_o those_o inferior_a member_n of_o their_o own_o body_n yet_o hereof_o let_v they_o be_v assure_v that_o if_o it_o fall_v out_o any_o such_o abuse_n be_v commit_v again_o &_o come_v to_o our_o knowledge_n we_o will_v not_o only_o exact_v a_o strict_a account_n of_o the_o same_o from_o the_o whole_a city_n but_o even_o from_o that_o particular_a alderman_n in_o who_o ward_n it_o shall_v happen_v to_o be_v do_v &_o he_o not_o punish_v it_o according_a to_o the_o fault_n who_o if_o he_o perform_v his_o duty_n in_o time_n by_o admonish_v all_o householder_n and_o other_o within_o his_o ward_n to_o be_v watchful_a over_o such_o offence_n when_o they_o happen_v need_v not_o to_o plead_v ignorance_n of_o the_o fact_n nor_o in_o this_o case_n will_v we_o take_v it_o for_o a_o sufficient_a excuse_n as_o on_o the_o other_o side_n we_o do_v hereby_o also_o express_o &_o straight_o charge_v and_o command_v all_o householder_n citizen_n and_o inhabitant_n within_o our_o say_a city_n not_o only_a themselves_o to_o abstain_v from_o all_o such_o violence_n and_o injury_n as_o before_o be_v mention_v but_o in_o case_n any_o rude_a and_o audacious_a person_n shall_v notwithstanding_o so_o many_o warning_n give_v heretofore_o and_o example_n of_o justice_n late_o execute_v upon_o some_o presume_v nevertheless_o to_o commit_v the_o like_a offence_n again_o that_o then_o they_o do_v with_o their_o uttermost_a power_n and_o endeavour_v apprehend_v such_o offender_n or_o offender_n if_o the_o constable_n or_o immediate_a officer_n be_v not_o at_o that_o instant_n present_a or_o at_o hand_n and_o if_o he_o be_v then_o to_o assist_v he_o the_o best_a they_o may_v for_o put_v the_o say_a offender_n into_o the_o hand_n of_o justice_n and_o this_o upon_o peril_n of_o our_o high_a indignation_n and_o of_o such_o severe_a punishment_n as_o may_v be_v inflict_v upon_o any_o person_n that_o shall_v look_v on_o and_o be_v know_v through_o his_o wilful_a negligence_n to_o suffer_v the_o malefactor_n to_o escape_v now_o that_o we_o have_v declare_v our_o royal_a pleasure_n so_o express_o on_o that_o behalf_n and_o as_o we_o have_v hitherto_o apply_v this_o charge_n particular_o unto_o the_o city_n of_o london_n and_o the_o liberty_n thereof_o because_o there_o these_o insolence_n have_v be_v for_o the_o most_o part_n commit_v for_o any_o thing_n we_o have_v hear_v yet_o lest_o the_o same_o boldness_n and_o impudency_n may_v spread_v to_o the_o other_o part_n and_o skirt_n border_v upon_o the_o city_n or_o the_o country_n adjoin_v thereunto_o where_o the_o worse_a sort_n of_o people_n may_v be_v alike_o corrupt_v by_o example_n of_o those_o other_o within_o the_o city_n we_o do_v hereby_o impose_v the_o like_a strict_a charge_n and_o commandment_n upon_o all_o justice_n of_o peace_n sheriff_n constable_n and_o other_o our_o contain_v the_o people_n within_o the_o bound_n of_o their_o duty_n towards_o we_o and_o of_o respect_n and_o civility_n unto_o all_o such_o person_n and_o stranger_n especial_o as_o be_v before_o mention_v and_o have_v heretofore_o have_v just_a cause_n to_o be_v grieve_v at_o such_o barbarous_a usage_n as_o they_o will_v answer_v for_o their_o neglect_n and_o want_v of_o due_a care_n on_o that_o behalf_n if_o any_o complaint_n come_v unto_o we_o of_o that_o nature_n hereafter_o give_v at_o our_o palace_n of_o westminster_n the_o eight_o day_n of_o april_n in_o the_o nineteenth_o year_n
