first_o and_o thy_o counsellor_n as_o at_o the_o beginning_n afterward_o thou_o shall_v be_v call_v the_o city_n of_o righteousness_n the_o faithful_a city_n what_o be_v but_o here_o promise_v to_o the_o jew_n be_v thanks_o to_o the_o divine_a providence_n and_o the_o care_n of_o our_o gracious_a king_n and_o queen_n as_o we_o hope_v in_o a_o great_a measure_n grant_v to_o we_o of_o this_o age_n and_o nation_n and_o of_o this_o scripture_n may_v i_o use_v the_o word_n of_o our_o saviour_n concern_v another_o part_n of_o this_o prophecy_n this_o day_n be_v this_o scripture_n fulfil_v and_o that_o not_o only_o in_o our_o ear_n but_o to_o our_o eye_n we_o at_o this_o time_n behold_v the_o happy_a instrument_n of_o our_o reformation_n restore_v to_o we_o our_o just_a law_n and_o liberty_n even_o such_o judge_n as_o be_v at_o the_o first_o as_o well_o as_o such_o counsellor_n as_o be_v at_o the_o beginning_n and_o therefore_o have_v good_a ground_n to_o hope_v our_o city_n shall_v become_v righteous_a and_o a_o faithful_a city_n that_o we_o shall_v be_v a_o nation_n belove_v of_o god_n and_o protect_v by_o he_o and_o that_o in_o return_n thereto_o we_o act_v and_o live_v as_o those_o who_o prize_v these_o mercy_n and_o live_v up_o to_o those_o great_a end_n for_o which_o god_n have_v do_v such_o great_a thing_n for_o we_o already_o whereof_o we_o rejoice_v and_o not_o the_o least_o for_o this_o of_o the_o text_n that_o we_o have_v our_o judge_n as_o at_o the_o first_o and_o counsellor_n as_o at_o the_o beginning_n from_o which_o word_n to_o adapt_v my_o discourse_n to_o the_o time_n and_o person_n present_a i_o shall_v consider_v 1._o a_o truth_n imply_v that_o the_o welfare_n and_o happiness_n of_o a_o nation_n and_o particular_o of_o this_o great_o depend_v upon_o the_o have_v good_a judge_n and_o wise_a counsellor_n 2._o i_o shall_v consider_v what_o be_v mean_v by_o judge_n as_o at_o the_o first_o and_o counselor_n as_o at_o the_o beginning_n 1._o that_o the_o prosperity_n of_o a_o nation_n very_o much_o depend_v upon_o its_o have_v good_a judge_n and_o good_a counsellor_n as_o to_o the_o last_o i_o shall_v not_o discourse_v at_o this_o time_n only_o this_o that_o since_o the_o wise_a man_n tell_v we_o in_o the_o multitude_n of_o counsellor_n there_o be_v safety_n and_o where_o there_o be_v no_o counsel_n the_o people_n fall_v that_o without_o counsel_n purpose_n be_v disappoint_v and_o that_o no_o great_a thing_n be_v to_o be_v take_v in_o hand_n but_o with_o good_a advice_n it_o be_v a_o happiness_n to_o a_o people_n where_o their_o prince_n make_v choice_n of_o and_o be_v advise_v by_o wise_a counsellor_n since_o for_o want_v thereof_o thing_n be_v not_o seldom_o carry_v on_o at_o a_o strange_a rate_n and_o meet_v with_o a_o fate_n answerable_a to_o such_o rash_a and_o unadvised_a undertake_n and_o do_v i_o think_v it_o convenient_a i_o want_v not_o matter_n to_o enlarge_v on_o this_o point_n as_o to_o this_o nation_n but_o it_o be_v needless_a since_o for_o the_o want_n of_o such_o counsellor_n or_o rather_o have_v live_v under_o such_o a_o one_o as_o the_o wiseman_n mention_n who_o way_n be_v right_a in_o his_o own_o eye_n have_v not_o hearken_v unto_o counsel_n we_o be_v sufficient_o convince_v of_o this_o truth_n and_o so_o i_o pass_v on_o to_o the_o other_o part_n of_o the_o proposition_n judge_n as_o at_o the_o first_o and_o that_o first_o in_o general_n good_a judge_n do_v high_o promote_v the_o interest_n of_o a_o nation_n 1._o from_o the_o justice_n of_o divine_a providence_n when_o justice_n be_v act_v and_o judge_n act_v just_o when_o neither_o bribery_n nor_o injustice_n oppression_n nor_o pervert_v of_o judgement_n be_v in_o a_o nation_n god_n have_v promise_v yea_o grant_v security_n to_o such_o a_o people_n and_o this_o i_o may_v make_v evident_a in_o that_o all_o god_n promise_n be_v conditional_a and_o that_o as_o to_o national_a concern_v and_o public_a blessing_n we_o can_v have_v no_o assurance_n of_o the_o enjoyment_n of_o prosperity_n but_o by_o the_o live_n up_o to_o the_o rule_n of_o our_o profession_n and_o that_o it_o be_v righteousness_n that_o exalt_v a_o nation_n that_o justice_n and_o righteous_a judgement_n be_v command_v and_o commend_v in_o scripture_n i_o hope_v none_o will_v deny_v and_o in_o this_o sense_n our_o case_n be_v like_a that_o of_o the_o jew_n in_o the_o day_n of_o samuel_n if_o we_o shall_v still_o do_v wicked_o we_o shall_v be_v consume_v both_o we_o and_o our_o king_n and_o particular_o in_o the_o case_n of_o do_v justice_n and_o execute_v just_a judgement_n the_o scripture_n be_v plain_a since_o this_o have_v stop_v and_o remove_v judgement_n and_o the_o want_n thereof_o cause_v god_n to_o deal_v severe_o with_o his_o people_n of_o many_o such_o place_n i_o shall_v beg_v leave_n to_o remind_n you_o of_o some_o few_o deut._n 16.18_o judge_n and_o officer_n shall_v thou_o make_v thou_o in_o all_o thy_o gate_n and_o they_o shall_v judge_v the_o people_n with_o just_a judgement_n thou_o shall_v not_o wrest_v judgement_n thou_o shall_v not_o respect_v person_n neither_o take_v a_o gift_n that_o which_o be_v altogether_o just_o shall_v thou_o follow_v that_o thou_o may_v live_v and_o inherit_v the_o land_n which_o the_o lord_n thy_o god_n give_v thou_o no_o security_n of_o a_o nation_n prosperity_n like_o the_o due_a and_o impartial_a execute_n of_o judgement_n and_o justice_n justice_n which_o at_o once_o adorn_v and_o uphold_v the_o state_n justice_z that_o establish_v the_o throne_n and_o exalt_v a_o nation_n justice_n that_o bond_n and_o ligament_n of_o society_n which_o hold_v the_o building_n all_o together_o so_o that_o there_o be_v no_o sure_a symptom_n of_o a_o decay_a state_n then_o the_o want_n of_o due_a administration_n of_o justice_n and_o when_o good_a judge_n be_v turn_v out_o we_o may_v say_v as_o elisha_n say_v of_o elijah_n ah_o the_o horse_n and_o chariot_n of_o israel_n yea_o as_o if_o the_o ark_n itself_o be_v go_v the_o glory_n of_o israel_n be_v depart_v hence_o the_o prophet_n term_v such_o time_n evil_a time_n and_o such_o crime_n crime_n of_o a_o high_a and_o provoke_a nature_n amos_n 5.12_o 13._o for_o i_o know_v your_o manifold_a transgression_n and_o your_o mighty_a sin_n they_o afflict_v the_o just_a they_o take_v a_o bribe_n and_o they_o turn_v aside_o the_o poor_a in_o the_o gate_n from_o their_o right_n therefore_o the_o prudent_a shall_v keep_v silence_n in_o that_o time_n for_o it_o be_v a_o evil_a time_n alas_o alas_o what_o can_v that_o nation_n expect_v where_o such_o judge_n be_v or_o what_o can_v they_o do_v to_o avert_v those_o judgement_n they_o feel_v or_o fear_v or_o have_v any_o hope_n of_o be_v happy_a unless_o they_o follow_v the_o advice_n before_o subjoin_v even_o hate_v the_o evil_a and_o love_v the_o good_a and_o establish_v judgement_n in_o the_o gate_n and_o then_o it_o may_v be_v that_o the_o lord_n god_n of_o host_n will_v be_v gracious_a with_o the_o remnant_n of_o joseph_n in_o vain_a we_o boast_v and_o think_v ourselves_o secure_a as_o live_v under_o a_o happy_a and_o easy_a government_n protect_v by_o good_a and_o wholesome_a law_n and_o above_o all_o have_v god_n true_a religion_n profess_v and_o maintain_v among_o we_o since_o all_o this_o signify_v nothing_o unless_o as_o the_o prophet_n advise_v v._o 24._o we_o let_v judgement_n run_v down_o as_o water_n and_o righteousness_n as_o a_o mighty_a stream_n the_o due_a and_o impartial_a administration_n of_o justice_n be_v that_o which_o have_v remove_v judgement_n and_o when_o phineas_n execute_v judgement_n the_o plague_n be_v stay_v this_o can_v only_o secure_v to_o a_o nation_n the_o providence_n of_o god_n without_o which_o our_o riches_n our_o strength_n our_o wisdom_n our_o force_n at_o sea_n or_o at_o land_n will_v stand_v we_o in_o no_o stead_n if_o god_n be_v on_o our_o side_n we_o need_v not_o fear_v what_o man_n can_v do_v against_o we_o nor_o can_v we_o take_v any_o better_a course_n to_o have_v god_n on_o our_o side_n than_o by_o take_v heed_n to_o do_v justice_n then_o and_o not_o till_o then_o will_v god_n pour_v out_o his_o blessing_n upon_o we_o jer._n 7.5_o if_o you_o thorough_o
execute_v judgement_n between_o a_o man_n and_o his_o neighbour_n if_o you_o oppress_v not_o the_o stranger_n and_o the_o widow_n and_o shed_v not_o innocent_a blood_n in_o this_o place_n then_o will_v i_o cause_v you_o to_o dwell_v in_o this_o place_n in_o the_o land_n i_o give_v to_o your_o father_n for_o ever_o and_o ever_o the_o same_o be_v repeat_v cap._n 22._o with_o this_o promise_n v._o 4._o for_o if_o you_o do_v this_o thing_n indeed_o then_o shall_v there_o enter_v in_o by_o the_o gate_n king_n sit_v upon_o the_o throne_n of_o david_n ride_v in_o chariot_n and_o on_o horse_n he_o and_o his_o servant_n and_o his_o people_n but_o if_o you_o will_v not_o hear_v these_o word_n i_o swear_v by_o myself_o say_v the_o lord_n that_o this_o house_n shall_v become_v a_o desolation_n to_o name_v no_o more_o this_o be_v the_o last_o remedy_n this_o be_v the_o only_a way_n to_o stop_v or_o retard_v a_o impend_a judgement_n jer._n 5.1_o run_v you_o to_o and_o fro_o through_o the_o street_n of_o jerusalem_n and_o see_v now_o and_o know_v and_o seek_v in_o the_o broad_a place_n thereof_o if_o you_o can_v find_v a_o man_n if_o there_o be_v any_o that_o execute_v judgement_n that_o seek_v the_o truth_n and_o i_o will_v pardon_v it_o and_o that_o de_fw-la facto_fw-la this_o be_v true_a be_v observable_a of_o all_o age_n and_o people_n god_n ever_o reward_v that_o nation_n with_o prosperity_n which_o be_v careful_a to_o observe_v public_a justice_n as_o be_v eminent_a in_o the_o government_n of_o the_o roman_n who_o as_o st._n austin_n observe_v be_v recompense_v to_o their_o keep_a faith_n and_o do_v justice_n and_o to_o the_o jew_n god_n himself_o appear_v as_o to_o the_o truth_n of_o the_o proposition_n viz._n that_o the_o due_a execution_n of_o justice_n very_o much_o tend_v to_o the_o good_a and_o welfare_n of_o a_o people_n jer._n 22.15_o do_v not_o thy_o father_n eat_v and_o drink_v and_o do_v judgement_n and_o justice_n and_o then_o it_o be_v well_o with_o he_o he_o judge_v the_o cause_n of_o the_o poor_a and_o needy_a than_o it_o be_v well_o with_o he_o so_o much_o good_a or_o so_o much_o evil_n do_v good_a and_o evil_a judge_n bring_v upon_o a_o nation_n 2._o it_o be_v evident_a that_o good_a judge_n do_v promote_v the_o interest_n of_o a_o nation_n from_o the_o end_n office_n and_o authority_n of_o judge_n the_o end_n and_o office_n of_o a_o judge_n be_v to_o preserve_v public_a peace_n to_o see_v that_o no_o man_n suffer_v injury_n that_o every_o one_o enjoy_v his_o own_o they_o be_v for_o the_o praise_n of_o they_o that_o do_v well_o and_o the_o punishment_n of_o they_o that_o do_v ill_a now_o if_o the_o judge_n be_v corrupt_a or_o negligent_a in_o their_o place_n virtue_n will_v be_v discourage_v and_o vice_n grow_v insolent_a and_o the_o manner_n of_o man_n grow_v dissolute_a and_o licentious_a and_o the_o whole_a nation_n in_o a_o short_a time_n be_v disorder_v and_o come_v to_o desolation_n for_o where_o the_o magistrate_n fail_v in_o his_o duty_n and_o be_v corrupt_a great_a man_n will_v soon_o presume_v of_o impunity_n and_o mean_a one_o by_o their_o example_n will_v be_v trample_v upon_o authority_n and_o then_o a_o nation_n case_n be_v like_a that_o of_o the_o jewish_a anarchy_n every_o one_o will_v do_v what_o be_v right_a in_o his_o own_o eye_n judge_n and_o magistrate_n as_o well_o as_o the_o supreme_a power_n be_v ordain_v not_o for_o their_o own_o sake_n but_o for_o the_o people_n safety_n that_o they_o may_v have_v those_o to_o who_o they_o may_v always_o resort_v and_o upon_o who_o determination_n they_o may_v depend_v in_o all_o their_o difficulty_n and_o necessity_n and_o to_o this_o end_n and_o for_o this_o very_a purpose_n have_v god_n grant_v the_o power_n and_o authority_n and_o for_o this_o cause_n we_o reverence_v they_o yield_v they_o honour_n and_o pay_v they_o tribute_n because_o they_o be_v god_n minister_n for_o our_o good_a and_o be_v continual_o attend_v on_o this_o very_a same_o thing_n hence_o have_v they_o those_o appellation_n of_o father_n intimate_v that_o all_o good_a magistrate_n shall_v have_v a_o fatherly_a care_n over_o and_o bear_v a_o fatherly_a affection_n unto_o those_z that_o be_v under_o they_o they_o be_v also_o term_v shepherd_n both_o in_o profane_a and_o sacred_a writ_n and_o aught_o to_o feed_v and_o defend_v their_o flock_n and_o do_v that_o to_o the_o state_n which_o david_n do_v to_o his_o flock_n not_o suffer_v the_o lion_n or_o bear_n to_o take_v or_o hurt_v one_o poor_a lamb_n among_o they_o indeed_o this_o be_v a_o duty_n we_o all_o owe_v to_o our_o neighbour_n but_o judge_n and_o magistrate_n be_v more_o especial_o oblige_v to_o use_v the_o utmost_a of_o their_o power_n to_o let_v no_o opportunity_n slip_v of_o help_v those_o to_o right_n that_o suffer_v wrong_a to_o stand_v by_o their_o poor_a neighbour_n who_o by_o great_a rich_a or_o covetous_a man_n be_v oppress_v to_o protect_v they_o from_o injury_n and_o to_o deliver_v they_o out_o of_o the_o hand_n of_o such_o as_o be_v too_o mighty_a or_o too_o crafty_a for_o they_o endeavour_v by_o force_n or_o fraud_n to_o deprive_v they_o of_o their_o life_n or_o livelihood_n even_o such_o good_a judge_n shall_v judge_v the_o people_n according_a to_o right_n and_o defend_v the_o poor_a they_o shall_v keep_v the_o simple_a folk_n by_o their_o right_n defend_v the_o child_n of_o the_o poor_a and_o break_v in_o piece_n the_o oppressor_n in_o a_o word_n the_o magistrate_n be_v place_v on_o high_a on_o purpose_n to_o take_v notice_n of_o the_o action_n and_o demeanour_n of_o other_o and_o to_o censure_v they_o and_o nothing_o less_o than_o a_o sincere_a and_o constant_a adminstration_n of_o justice_n will_v add_v weight_n to_o their_o word_n win_v awe_n and_o esteem_n to_o their_o person_n preserve_v the_o authority_n of_o their_o place_n put_v life_n and_o activity_n into_o their_o spirit_n and_o enable_v they_o cheerful_o to_o do_v the_o work_n of_o their_o call_v and_o thereby_o render_v the_o prince_n and_o people_n happy_a there_o be_v for_o want_n of_o justice_n not_o complain_v in_o the_o street_n and_o three_o this_o be_v evident_a from_o the_o contrary_a nothing_o tend_v so_o much_o to_o the_o ruin_n of_o a_o nation_n as_o corrupt_v judge_n who_o soon_o loose_a that_o authority_n and_o esteem_n which_o be_v due_a to_o their_o place_n for_o can_v those_o magistrate_n condemn_v injustice_n in_o other_o of_o which_o they_o be_v so_o notorious_o guilty_a themselves_o and_o when_o the_o magistracy_n be_v contemn_v the_o prince_n by_o who_o authority_n they_o act_n be_v not_o much_o value_v and_o the_o government_n be_v unhinged_a stand_v loose_a and_o totter_a and_o ready_a to_o be_v dissolve_v upon_o every_o discontent_n you_o know_v the_o elder_n of_o israel_n thirsty_a after_o a_o change_n of_o government_n but_o dare_v never_o attempt_v it_o till_o the_o son_n of_o samuel_n by_o turn_v aside_o after_o lucre_n by_o take_v bribe_n and_o pervert_v judgement_n give_v they_o too_o fair_a a_o opportunity_n to_o move_v it_o and_o i_o can_v easy_o show_v what_o evil_n have_v ensue_v upon_o the_o like_a occasion_n in_o other_o nation_n to_o conclude_v in_o general_a the_o benefit_n of_o good_a judge_n be_v such_o and_o so_o many_o that_o no_o nation_n can_v be_v happy_a without_o they_o these_o be_v they_o which_o repress_v all_o disorder_n protect_v the_o innocent_a keep_v peace_n uphold_v the_o king_n throne_n and_o turn_v away_o god_n judgement_n from_o a_o nation_n and_o now_o what_o be_v say_v of_o good_a judge_n in_o general_a be_v eminent_o true_a of_o this_o nation_n in_o particular_a as_o may_v appear_v from_o the_o nature_n of_o our_o government_n and_o the_o law_n we_o be_v to_o be_v govern_v by_o we_o of_o this_o nation_n be_v under_o such_o a_o happy_a constitution_n that_o whatever_o be_v bad_a in_o all_o government_n be_v exclude_v this_o of_o we_o and_o what_o be_v good_a be_v include_v in_o it_o for_o though_o we_o be_v govern_v by_o one_o yet_o it_o be_v by_o law_n make_v authoritate_fw-la parliamenti_fw-la the_o legislative_a power_n be_v in_o the_o king_n lord_n and_z commons_z and_o the_o essential_o of_o this_o government_n be_v these_o two_o that_o no_o law_n can_v be_v make_v or_o repeal_v or_o total_o dispense_v with_o but_o by_o this_o power_n and_o that_o the_o king_n govern_v according_a to_o the_o law_n they_o have_v make_v and_o therefore_o as_o we_o swear_v allegiance_n to_o the_o prince_n according_a to_o law_n so_o the_o prince_n also_o tie_v himself_o by_o oath_n to_o govern_v we_o by_o law_n now_o if_o the_o judge_n act_n according_a to_o law_n as_o by_o oath_n they_o be_v bind_v no_o subject_n can_v be_v much_o injure_v and_o in_o this_o sense_n i_o humble_o conceive_v be_v to_o
be_v by_o his_o majesty_n appoint_v to_o administer_v justice_n unto_o his_o subject_n but_o quo_fw-la modo_fw-la not_o according_a to_o our_o will_n conceit_n or_o opinion_n but_o secundum_fw-la
