proposal_n for_o set_v up_o a_o national_a land-bank_n and_o in_o order_n thereunto_o a_o bill_n be_v bring_v in_o by_o order_n of_o the_o honourable_a the_o house_n of_o commons_o and_o be_v refer_v to_o a_o committee_n who_o make_v a_o considerable_a progress_n therein_o but_o the_o bill_n not_o pass_v through_o the_o house_n for_o want_v of_o time_n i_o do_v not_o intend_v to_o put_v my_o proposal_n in_o practice_n until_o the_o next_o session_n of_o parliament_n fear_v it_o may_v be_v look_v upon_o as_o a_o disrespect_n to_o your_o honour_n wherein_o i_o have_v always_o be_v very_o cautious_a of_o offend_v to_o begin_v a_o business_n of_o so_o great_a importance_n before_o i_o have_v a_o authority_n from_o your_o honour_n for_o my_o so_o do_v but_o some_o gentleman_n who_o pretend_v they_o can_v not_o understand_v my_o scheme_n while_o the_o bill_n be_v depend_v before_o the_o house_n of_o commons_o have_v form_v the_o model_n of_o a_o bank_n out_o of_o the_o book_n i_o present_v to_o your_o honour_n only_o to_o make_v it_o look_v like_o a_o novelty_n have_v spoil_v my_o design_n by_o some_o alteration_n of_o their_o own_o it_o be_v doubtless_o a_o duty_n incumbent_n upon_o all_o the_o subject_n as_o i_o mention_v in_o my_o treatise_n entitle_v a_o discourse_n on_o the_o late_a fund_n which_o i_o present_v to_o both_o house_n of_o parliament_n to_o propose_v to_o your_o honour_n whatsoever_o may_v occur_v to_o any_o of_o they_o for_o the_o service_n of_o the_o public_a and_o whosoever_o spend_v his_o time_n and_o estate_n in_o so_o do_v presume_v he_o be_v safe_a and_o under_o your_o honour_n protection_n if_o not_o it_o will_v certain_o be_v a_o bar_n to_o all_o future_a ingenuity_n and_o will_v for_o ever_o discourage_v person_n from_o offer_v any_o thing_n to_o your_o honour_n that_o may_v tend_v to_o the_o good_a of_o the_o nation_n but_o i_o be_o well_o satisfy_v your_o honour_n will_v not_o countenance_v any_o who_o shall_v go_v about_o to_o deprive_v i_o of_o the_o fruit_n of_o my_o industry_n and_o therefore_o though_o i_o have_v be_v often_o tell_v that_o the_o person_n who_o be_v engage_v in_o set_v up_o a_o bank_n in_o opposition_n to_o i_o will_v certain_o bear_v i_o down_o by_o a_o interest_n too_o powerful_a for_o i_o to_o withstand_v yet_o i_o think_v myself_o secure_a in_o your_o honour_n justice_n and_o impartiality_n and_o in_o assurance_n thereof_o i_o shall_v god_n will_v proceed_v upon_o what_o i_o have_v undertake_v not_o doubt_v but_o with_o your_o honour_n assistance_n to_o surmount_v all_o those_o difficulty_n which_o the_o ignorance_n of_o some_o and_o envy_n of_o other_o may_v lay_v in_o my_o way_n i_o beg_v leave_n to_o subscribe_v myself_o your_o honour_n most_o humble_a and_o most_o obedient_a servant_n john_n briscoe_n advice_n to_o the_o freeholder_n those_o who_o have_v make_v a_o estimate_n of_o the_o yearly_o estate_n and_o money_n of_o the_o kingdom_n have_v compute_v the_o matter_n of_o fact_n i_o shall_v endeavour_v with_o as_o much_o brevity_n as_o i_o can_v to_o show_v the_o freeholder_n from_o whence_o this_o great_a inequality_n arise_v the_o vnreasonableness_n of_o this_o inequality_n and_o propose_v proper_a expedient_n to_o remedy_v it_o the_o first_o and_o principal_a reason_n of_o this_o great_a inequality_n proceed_v from_o a_o mistake_n in_o make_v gold_n and_o silver_n the_o only_a medium_fw-la of_o our_o trade_n and_o commerce_n and_o consequent_o a_o live_a stock_n to_o the_o owner_n thereof_o while_o the_o land_n of_o england_n be_v a_o dead_a stock_n to_o the_o proprietor_n for_o though_o a_o gentleman_n may_v have_v a_o considerable_a estate_n in_o land_n yet_o he_o receive_v no_o profit_n or_o advantage_n thereby_o but_o the_o bare_a accrue_a income_n of_o such_o estate_n and_o if_o he_o want_v 2000_o or_o 3000_o l._n although_o he_o have_v a_o estate_n in_o land_n worth_a 20000_o l._n yet_o he_o can_v be_v supply_v out_o of_o his_o own_o estate_n but_o be_v force_v to_o borrow_v of_o other_o at_o high_a interest_n and_o with_o no_o small_a expense_n of_o time_n and_o money_n in_o examine_v his_o title_n draw_v write_n etc._n etc._n which_o eat_v into_o the_o very_a heart_n and_o bowel_n of_o his_o estate_n and_o for_o this_o reason_n gentleman_n who_o estate_n be_v in_o land_n have_v but_o little_a if_o any_o credit_n for_o their_o estate_n be_v as_o have_v be_v observe_v a_o dead_a stock_n upon_o which_o they_o can_v raise_v money_n but_o with_o great_a charge_n and_o difficulty_n none_o care_v to_o trust_v they_o because_o it_o do_v not_o appear_v how_o they_o shall_v be_v pay_v for_o suppose_v a_o gentleman_n be_v superlative_o honest_a and_o willing_a to_o discharge_v his_o obligation_n yet_o the_o nature_n of_o his_o estate_n if_o it_o be_v in_o land_n be_v such_o that_o if_o his_o debt_n be_v great_a than_o his_o yearly_o income_n will_v discharge_v he_o be_v uncapable_a of_o pay_v they_o unless_o he_o engage_v his_o land_n which_o beside_o the_o charge_n do_v often_o terminate_v in_o the_o ruin_n of_o he_o and_o his_o estate_n another_o reason_n of_o this_o inequality_n be_v the_o different_a temper_n of_o the_o land_a and_o the_o monied-man_n occasion_v in_o some_o measure_n from_o the_o differ_a circumstance_n of_o their_o estate_n for_o gold_n and_o silver_n though_o live_v stock_n yet_o lie_v in_o the_o chest_n be_v dead_a estate_n be_v no_o long_o profitable_a than_o while_o they_o be_v circulate_v which_o put_v the_o monied-man_n upon_o exercise_v their_o wit_n trade_n and_o commerce_n and_o have_v thereby_o turn_v those_o which_o before_o be_v dead_a commodity_n into_o live_a stock_n which_o for_o the_o great_a convenience_n of_o '_o trade_n be_v carry_v to_o the_o mint_n where_o they_o be_v divide_v into_o several_a needful_a part_n and_o the_o stamp_n of_o authority_n impress_v upon_o they_o while_o the_o land_n which_o be_v a_o live_a estate_n medium_fw-la of_o trade_n and_o commerce_n and_o offer_v several_a reason_n for_o the_o same_o show_v how_o land_n may_v in_o all_o respect_n be_v make_v as_o useful_a as_o gold_n or_o silver_n for_o such_o purpose_n but_o foresee_v i_o shall_v meet_v with_o very_o great_a difficulty_n to_o get_v a_o act_n for_o make_v land_n a_o medium_fw-la of_o trade_n i_o thereupon_o apply_v myself_o to_o make_v it_o a_o fund_z of_o credit_n which_o be_v the_o purport_n of_o the_o bill_n that_o be_v under_o the_o consideration_n of_o the_o house_n of_o commons_o and_o be_v the_o design_n of_o my_o present_a proposal_n to_o accomplish_v which_o i_o have_v propose_v that_o since_o no_o single_a man_n estate_n be_v a_o fund_z sufficient_a for_o a_o bank_n 1._o that_o gentleman_n may_v subscribe_v their_o estate_n to_o the_o value_n of_o 100000_o l._n per_fw-la annum_fw-la at_o least_o by_o which_o subscription_n they_o oblige_v neither_o themselves_o nor_o their_o estate_n 2._o that_o when_o such_o yearly_a value_n be_v subscribe_v the_o major_a part_n of_o the_o subscriber_n shall_v meet_v together_o to_o choose_v trustee_n director_n etc._n etc._n who_o they_o may_v also_o displace_v at_o pleasure_n 3._o that_o when_o the_o trustee_n and_o director_n shall_v be_v choose_v the_o method_n of_o management_n shall_v be_v declare_v which_o if_o approve_v of_o such_o subscriber_n as_o please_v may_v settle_v their_o estate_n upon_o the_o trustee_n of_o their_o own_o choose_n and_o those_o who_o shall_v not_o settle_v their_o estate_n will_v be_v at_o no_o charge_n nor_o trouble_n
