themselves_o idolator_n and_o worshipper_n of_o false_a god_n and_o if_o it_o shall_v be_v yet_o assert_v by_o any_o that_o the_o apostle_n here_o in_o these_o scripture_n intend_v the_o subjection_n and_o obedience_n of_o the_o inward_a man_n and_o that_o the_o primitive_a christian_n be_v to_o be_v subject_a as_o to_o their_o faith_n and_o conscience_n in_o the_o matter_n of_o religion_n and_o the_o worship_n of_o god_n to_o the_o then_o heathen_a magistrate_n will_v it_o not_o then_o follow_v that_o if_o the_o then_o heathen_a magistrate_n have_v make_v law_n to_o force_v the_o primitive_a christian_n from_o their_o christian_a religion_n and_o their_o worship_n which_o be_v in_o spirit_n and_o in_o truth_n according_a to_o the_o doctrine_n of_o christ_n john_n 4._o and_o to_o require_v they_o to_o worship_v the_o false_a god_n of_o the_o heathen_a i._n e._n the_o idol_n which_o the_o then_o heathen_a magistrate_n worship_v must_v not_o the_o primitive_a christian_n then_o of_o necessity_n have_v be_v subject_a and_o be_v not_o this_o absurd_a to_o assert_v and_o must_v it_o not_o therefore_o of_o necessity_n follow_v that_o the_o subjection_n and_o obedience_n here_o require_v by_o the_o apostle_n in_o these_o scripture_n be_v only_o as_o to_o all_o those_o matter_n and_o thing_n which_o relate_v to_o the_o outward_a man_n and_o not_o at_o all_o of_o the_o subjection_n of_o the_o inward_a man_n in_o the_o thing_n of_o god_n which_o relate_v to_o his_o own_o spiritual_a worship_n and_o service_n and_o as_o to_o this_o distinction_n do_v not_o christ_n himself_o distinguish_v between_o thing_n and_o ascribe_v to_o god_n his_o thing_n i._n e._n the_o thing_n that_o be_v proper_a to_o god_n only_o and_o not_o to_o man_n and_o also_o allow_v unto_o caesar_n his_o thing_n i._n e._n to_o the_o chief_a magistrate_n of_o every_o nation_n the_o thing_n that_o belong_v to_o they_o in_o that_o which_o he_o say_v render_v therefore_o to_o cesar_n the_o 21._o watch_n ●_o 21._o thing_n that_o be_v caesar_n and_o unto_o god_n the_o thing_n that_o be_v god_n and_o be_v not_o the_o inward_a man_n the_o image_n of_o god_n and_o be_v not_o the_o thing_n of_o the_o inward_a man_n which_o relate_v to_o the_o worship_n of_o god_n of_o his_o inscription_n or_o under_o his_o only_a dominion_n as_o caesar_n have_v his_o image_n and_o superscription_n stamp_v on_o their_o coin_n to_o signify_v his_o dominion_n over_o they_o as_o to_o the_o thing_n of_o their_o outward_a man_n and_o in_o that_o which_o peter_n say_v submit_v yourselves_o to_o every_o ordinance_n of_o man_n etc._n etc._n be_v it_o not_o manifest_a that_o he_o herein_o intend_v their_o submission_n in_o the_o thing_n of_o the_o outward_a man_n by_o his_o own_o example_n in_o the_o case_n for_o when_o the_o magistrate_n interpose_v their_o command_n in_o the_o thing_n of_o god_n do_v he_o not_o answer_v they_o say_v whether_o it_o be_v right_a in_o the_o sight_n of_o god_n to_o hearken_v unto_o you_o more_o than_o unto_o ●_o act_n 4._o ●_o god_n judge_v you_o and_o again_o do_v not_o he_o with_o the_o other_o apostle_n in_o answer_n to_o the_o magistrate_n say_v we_o ought_v to_o obey_v god_n rather_o than_o man_n and_o ●_o act_n 5._o ●_o be_v it_o not_o as_o to_o the_o matter_n of_o religion_n and_o for_o the_o exercise_n of_o their_o faith_n and_o conscience_n in_o the_o service_n and_o worship_n of_o god_n that_o the_o apostle_n and_o primitive_a christian_n suffer_v persecution_n by_o the_o magistrate_n and_o whereas_o when_o thing_n by_o magistrate_n be_v command_v which_o for_o conscience-sake_n can_v be_v obey_v by_o they_o who_o endeavour_n to_o keep_v their_o conscience_n void_a of_o offence_n that_o which_o be_v write_v rom._n 13._o 5._o wherefore_o you_o must_v needs_o be_v subject_n not_o only_o for_o wrath_n but_o also_o for_o conscience-sake_n be_v often_o object_v thereby_o to_o insinuate_v that_o magistrate_n have_v dominion_n over_o the_o conscience_n in_o the_o thing_n of_o the_o inward_a man_n i_o answer_v that_o every_o man_n be_v bind_v in_o his_o conscience_n by_o the_o lord_n and_o to_o the_o lord_n to_o obey_v the_o just_a command_n of_o their_o magistrate_n not_o only_o for_o wrath_n sake_n by_o man_n but_o also_o for_o conscience_n sake_n to_o god_n according_a to_o this_o scripture_n be_v not_o at_o all_o by_o the_o quaker_n deny_v but_o because_o magistrate_n be_v to_o be_v obey_v for_o conscience_n sake_n to_o god_n and_o as_o the_o conscience_n be_v bind_v by_o god_n to_o their_o obedience_n and_o not_o by_o man_n do_v it_o therefore_o follow_v that_o magistrate_n have_v dominion_n over_o the_o conscience_n and_o be_v not_o magistrate_n as_o well_o to_o be_v submit_v unto_o for_o the_o lord_n sake_n as_o for_o conscience_n sake_n or_o have_v magistrate_n dominion_n over_o that_o in_o other_o which_o in_o themselves_o have_v dominion_n over_o they_o for_o be_v not_o that_o in_o man_n call_v conscience_n which_o in_o the_o light_n of_o christ_n both_o know_v and_o feel_v and_o which_o as_o it_o be_v be_v the_o throne_n of_o god_n in_o man_n and_o the_o seat_n of_o his_o divine_a law_n and_o of_o the_o justice_n of_o god_n for_o have_v not_o every_o man_n either_o peace_n or_o trouble_n as_o with_o the_o light_n of_o christ_n which_o be_v the_o law_n of_o god_n in_o his_o own_o conscience_n he_o be_v either_o justify_v or_o condemn_v or_o can_v magistrate_n be_v obey_v for_o conscience_n sake_n in_o thing_n against_o conscience_n or_o can_v they_o be_v submit_v unto_o for_o the_o lord_n sake_n in_o thing_n against_o the_o lord_n or_o must_v magistrate_n be_v obey_v for_o conscience_n sake_n in_o the_o thing_n of_o the_o outward_a man_n and_o must_v not_o the_o lord_n be_v obey_v for_o conscience_n sake_n in_o thing_n of_o the_o inward_a man_n which_o concern_v his_o own_o worship_n and_o service_n or_o do_v they_o either_o obey_v god_n or_o magistrate_n for_o conscience_n sake_n who_o in_o the_o worship_n of_o god_n be_v by_o man_n force_v against_o their_o conscience_n and_o because_o magistrate_n be_v by_o christian_n to_o be_v obey_v for_o conscience_n sake_n may_v it_o not_o therefore_o be_v of_o caution_n to_o magistrate_n in_o their_o government_n to_o take_v heed_n that_o they_o require_v nothing_o against_o
