purpose_n enable_v the_o parliament_n with_o power_n to_o carry_v on_o that_o war_n until_o ireland_n shall_v be_v declare_v to_o be_v whole_o subdue_v and_o that_o no_o peace_n or_o cessation_n of_o arm_n shall_v be_v at_o any_o time_n make_v with_o those_o rebel_n unless_o both_o house_n of_o parliament_n assent_v to_o it_o but_o while_o these_o thing_n be_v act_v other_o business_n wherein_o the_o safety_n and_o security_n of_o england_n be_v concern_v fall_v into_o debate_n which_o be_v touch_v the_o militia_n of_o the_o kingdom_n of_o england_n and_o dominion_n of_o wales_n to_o be_v settle_v in_o every_o county_n upon_o such_o person_n as_o the_o parliament_n shall_v approve_v a_o petition_n to_o this_o purpose_n be_v send_v to_o the_o king_n present_o after_o they_o have_v receive_v a_o message_n from_o he_o date_v the_o twenty_o of_o january_n wherein_o the_o king_n in_o fair_a language_n desire_v the_o parliament_n since_o that_o particular_a grievance_n and_o distraction_n be_v too_o many_o and_o will_v be_v too_o tedious_a to_o be_v present_v by_o themselves_o that_o they_o will_v comprise_v and_o digest_v they_o into_o one_o entire_a body_n that_o so_o his_o majesty_n and_o themselves_o may_v be_v able_a to_o make_v the_o more_o clear_a judgement_n of_o they_o and_o that_o it_o shall_v then_o appear_v by_o what_o his_o majesty_n will_v do_v how_o for_o he_o have_v be_v from_o intend_v or_o design_v any_o of_o those_o thing_n which_o the_o too-great_a fear_n and_o jealousy_n of_o some_o person_n seem_v to_o apprehend_v and_o how_o ready_a he_o will_v be_v to_o equal_a or_o exceed_v the_o great_a example_n of_o most_o indulgent_a prince_n in_o their_o act_n of_o grace_n and_o favour_n to_o the_o people_n this_o message_n be_v receive_v with_o thanks_o by_o the_o parliament_n who_o resolve_v to_o take_v it_o into_o speedy_a and_o serious_a consideration_n but_o to_o enable_v they_o with_o security_n to_o discharge_v their_o duty_n in_o those_o affair_n they_o desire_v the_o king_n to_o raise_v up_o to_o they_o a_o sure_a ground_n of_o safety_n and_o confidence_n by_o put_v in_o the_o mean_a time_n the_o tower_n with_o other_o principal_a fort_n and_o the_o whole_a militia_n of_o the_o kingdom_n into_o the_o hand_n of_o such_o person_n as_o the_o parliament_n may_v trust_v and_o shall_v be_v recommend_v to_o he_o by_o both_o house_n this_o petition_n of_o they_o be_v not_o well_o
