A59919 Britannia triumphans; or An effectual method wholly to destroy the power of France by encouraging navigation in all its branches. Whereby their Majesties fleet may be sufficiently mann'd in a months time, on any occasion, without impressing; and by making a competent provision for such as shall be wounded in the service of Their Majesties, against the common enemy, in whatsoever stations they are placed. All which may be effected without any very considerable charge to the kingdom. Together with a brief enumeration of the several advantages to be made by erecting a publick fishery, by which a constant nursery of able seamen, and a security and enlargement of our trade abroad will be surely advanced. To which are subjoined, some proposals for the support and maintenance of the children of sll such as fall in the said service; and the certain and best expedient of encreasing the numbers of our privateers. Humbly represented to Their Majesties, and Members of Parliament. By Capt. St. Loe, one of the commissioners of the prize office. here_o it_o may_v be_v object_v perhaps_o from_o a_o book_n late_o set_v out_o by_o one_o henry_n maydman_n a_o purser_n that_o seaman_n be_v discourage_v from_o their_o majesty_n service_n by_o the_o abuse_n of_o their_o commander_n to_o which_o it_o be_v answer_v it_o be_v a_o sign_n that_o that_o purser_n have_v sail_v with_o honest_a captain_n that_o will_v not_o let_v he_o pinch_v the_o man_n for_o the_o man_n never_o fare_v better_o than_o when_o a_o captain_n and_o purser_n disagree_v i_o observe_v he_o careful_o conceal_v his_o employ_v of_o purser_n well_o know_v that_o of_o all_o officer_n such_o a_o one_o in_o this_o case_n be_v the_o least_o to_o be_v credit_v for_o let_v commander_n see_v that_o the_o purser_n do_v not_o wrong_v the_o man_n and_o let_v they_o be_v pay_v a_o captain_n which_o break_v no_o bone_n ☞_o but_o that_o which_o discourage_v seaman_n be_v the_o want_n of_o their_o due_a pay_n and_o the_o lie_v of_o their_o ticket_n several_a year_n without_o payment_n unless_o sell_v to_o a_o ticket-buyer_n which_o occasion_n the_o proverb_n among_o they_o of_o go_v to_o sea_n for_o a_o knife_n and_o sheath_n this_o will_v likewise_o prevent_v the_o impress_v of_o land-man_n altogether_o unqualify_v which_o often_o breed_v sickness_n in_o the_o fleet_n as_o also_o watermen_n that_o be_v never_o at_o sea_n upon_o who_o it_o be_v now_o very_o hard_o for_o instance_n a_o waterman_n be_v impress_v out_o of_o his_o boat_n that_o have_v a_o wife_n and_o four_o or_o five_o child_n to_o maintain_v in_o his_o absence_n his_o boat_n be_v unemployed_a and_o receive_v damage_n his_o wife_n and_o child_n must_v become_v burdensome_a to_o the_o parish_n or_o if_o she_o have_v credit_n perhaps_o run_v her_o husband_n in_o debt_n more_o than_o he_o can_v get_v up_o in_o a_o year_n or_o two_o likewise_o when_o a_o ship_n come_v home_o after_o a_o long_a voyage_n the_o man_n be_v impress_v who_o perhaps_o have_v some_o of_o they_o that_o have_v press_v they_o and_o the_o sand-barge_n at_o plymouth_n when_o a_o press_n be_v thereabouts_o lie_v whole_o unemployed_a by_o the_o abscond_n of_o the_o man_n which_o hinder_v the_o work_v of_o husbandman_n for_o want_v of_o that_o sand_n to_o manure_v the_o ground_n so_o that_o many_o team_n of_o horse_n and_o yoke_n of_o ox_n lie_v still_o on_o that_o account_n to_o the_o great_a damage_n of_o the_o country_n this_o will_v also_o prevent_v the_o great_a abuse_n by_o person_n pretend_v to_o be_v press-master_n who_o to_o get_v money_n often_o do_v very_o ill_a thing_n sometime_o occasion_n murder_n and_o general_o such_o disorder_n as_o bring_v a_o odium_n upon_o their_o majesty_n fleet_n undeserved_a beside_o it_o be_v very_o hard_a upon_o lieutenant_n who_o in_o that_o have_v induce_v i_o to_o undertake_v this_o great_a work_n be_v draw_v from_o my_o dear-bought_a experience_n when_o prisoner_n in_o france_n where_o i_o lay_v two_o year_n and_o two_o month_n under_o great_a hardship_n and_o nineteen_o month_n of_o that_o time_n all_o alone_a in_o a_o uneasy_a and_o disconsolate_a condition_n ☞_o when_o i_o be_v first_o bring_v prisoner_n thither_o i_o lay_v four_o month_n in_o a_o hospital_n at_o breast_n for_o cure_n of_o my_o wound_n and_o be_v send_v to_o nants_n before_o half_a cure_a while_o i_o be_v at_o breast_n i_o be_v astonish_v at_o the_o expedition_n use_v in_o manning_n and_o fit_v out_o their_o ship_n which_o till_o then_o i_o think_v can_v be_v do_v no_o where_n soon_o than_o in_o england_n where_o we_o have_v ten_o time_n the_o ship_n and_o consequent_o ten_o time_n more_o seaman_n than_o they_o have_v in_o france_n but_o there_o i_o see_v twenty_o sail_n of_o ship_n of_o about_o 60_o gun_n a_o piece_n get_v ready_a in_o twenty_o day_n time_n they_o be_v bring_v in_o and_o the_o man_n discharge_v and_o upon_o a_o order_n from_o paris_n they_o be_v careen_v keel_v up_o rig_v victual_v mane_v and_o out_o again_o in_o the_o say_a time_n with_o the_o great_a ease_n imaginable_a i_o likewise_o see_v a_o ship_n of_o 100_o gun_n there_o have_v all_o her_o gun_n take_v out_o in_o four_o or_o five_o hour_n time_n which_o i_o never_o see_v do_v in_o england_n in_o twenty_o four_o hour_n and_o this_o with_o great_a ease_n and_o less_o hazard_n than_o here_o which_o i_o see_v under_o the_o hospital_n window_n and_o this_o i_o be_o sure_a i_o can_v do_v as_o easy_a in_o england_n i_o likewise_o see_v on_o the_o other_o side_n of_o the_o river_n a_o imitation_n of_o a_o ship_n with_o a_o tire_n of_o gun_n where_o the_o man_n be_v often_o exercise_v and_o instruct_v in_o the_o practice_n and_o use_v of_o the_o great_a gun_n as_o if_o they_o be_v at_o sea_n which_o very_o much_o contribute_v to_o their_o skill_n and_o if_o the_o same_o be_v do_v and_o practise_v near_o our_o seaport_n it_o will_v be_v of_o great_a use_n in_o fit_a man_n for_o the_o sea-service_n in_o which_o we_o need_v not_o be_v ashamed_a to_o learn_v of_o they_o for_o they_o be_v ready_a enough_o to_o imitate_v we_o in_o any_o thing_n for_o their_o advantage_n the_o aforesaid_a ship_n be_v so_o soon_o out_o again_o put_v i_o upon_o enquiry_n how_o the_o man_n be_v get_v so_o quick_o and_o i_o find_v that_o the_o seaman_n be_v all_o register_v by_o the_o intendant_n marine_a or_o commissary_n of_o each_o province_n near_o the_o sea_n which_o put_v that_o king_n to_o vast_a charge_n in_o pay_v great_a salary_n to_o they_o their_o provost_n marine_a arch_n and_o other_o officer_n for_o take_v account_n of_o all_o maritime_a affair_n for_o a_o
to_o the_o cinqe_a port_n they_o pretend_v a_o privilege_n that_o they_o will_v never_o suffer_v a_o press_n among_o they_o whereby_o their_o majesty_n be_v deprive_v of_o the_o service_n of_o so_o many_o able_a man_n but_o by_o this_o method_n their_o vessel_n will_v be_v oblige_v to_o find_v their_o proportion_n as_o other_o do_v or_o pay_v their_o money_n to_o provide_v other_o and_o so_o their_o majesty_n will_v have_v the_o benefit_n of_o their_o service_n as_o of_o right_o do_v belong_v to_o they_o the_o town_n of_o yarmouth_n as_o i_o have_v be_v inform_v by_o the_o magistrate_n thereof_o have_v former_o have_v 1500_o ship_n belong_v to_o it_o but_o now_o much_o decay_v by_o the_o choke_n up_o of_o the_o mouth_n of_o the_o harbour_n the_o dutch_a have_v then_o near_o 3000_o that_o that_o town_n have_v once_o 1500_o buss_n and_o dogger_n belong_v to_o it_o their_o vessel_n carry_v above_o 20_o man_n one_o with_o another_o be_v never_o a_o 100_o tun_n each_o so_o that_o at_o that_o rate_n there_o come_v 30000_o man_n from_o that_o one_o town_n they_o make_v three_o voyage_n in_o a_o year_n begin_v at_o the_o island_n of_o orkney_n and_o shotland_n and_o follow_v the_o fish_n through_o the_o channel_n to_o the_o north-foreland_n whereas_o we_o have_v the_o conveniency_n of_o take_v they_o up_o so_o near_a hand_n that_o at_o yarmouth_n what_o they_o take_v in_o the_o night_n they_o can_v carry_v a_o shore_n in_o the_o day_n and_o return_v to_o their_o fish_n again_o at_o night_n whenas_o the_o dutch_a be_v by_o their_o distance_n from_o home_n oblige_v to_o fishery_n which_o be_v a_o seminary_n for_o seaman_n and_o a_o maintenance_n to_o so_o many_o thousand_o family_n in_o holland_n who_o be_v at_o much_o more_o pain_n charge_n and_o trouble_v than_o we_o in_o england_n need_v be_v to_o who_o it_o do_v of_o justice_n ancient_a right_n and_o situation_n appertain_v during_o the_o time_n i_o be_v convoy_n to_o our_o fishery_n there_o as_o aforesaid_a my_o business_n be_v to_o see_v that_o no_o foreigner_n shall_v fish_v in_o sight_n of_o the_o shore_n because_o the_o fish_n draw_v thither_o to_o spawn_n the_o best_a draught_n be_v there_o and_o beside_o the_o waurope_n of_o the_o dutch_a be_v big_a than_o we_o and_o their_o gear_n strong_a they_o have_v big_a vessel_n than_o we_o and_o more_o man_n and_o so_o will_v be_v too_o upward_o of_o two_o mile_n it_o happen_v once_o i_o see_v a_o dutch_a vessel_n drive_v near_o the_o shore_n upon_o which_o i_o fire_v a_o gun_n and_o bring_v the_o master_n on_o board_n i_o i_o ask_v he_o how_o he_o dare_v go_v there_o to_o fish_n he_o tell_v i_o ingenuous_o it_o be_v for_o the_o advantage_n of_o the_o draught_n there_o i_o ask_v he_o what_o fish_n he_o have_v take_v that_o night_n see_v his_o net_n white_a he_o tell_v i_o 19_o last_o each_o of_o which_o contain_v 12000_o herring_n so_o that_o compute_v they_o at_o 20_o s._n per_fw-la barrel_n his_o night_n work_n come_v trade_v with_o to_o england_n and_o there_o sell_v for_o twopence_n apiece_o and_o sometime_o more_o and_o by_o this_o it_o be_v very_o demonstrable_a what_o the_o advantage_n of_o this_o fishery_n may_v be_v if_o encourage_v the_o french_a be_v there_o but_o have_v not_o then_o above_o 100_o vessel_n though_o they_o find_v the_o sweetness_n have_v much_o increase_v since_o they_o will_v be_v press_v in_o for_o the_o shore_n for_o which_o reason_n i_o sometime_o take_v several_a of_o their_o master_n on_o board_n i_o and_o then_o set_v sail_n to_o the_o open_a sea_n and_o there_o put_v they_o all_o on_o board_n one_o of_o their_o vessel_n to_o show_v they_o sea-breeding_a and_o they_o have_v no_o boat_n be_v two_o or_o three_o day_n before_o they_o can_v get_v into_o their_o own_o the_o number_n of_o man_n they_o employ_v i_o doubt_v not_o but_o they_o will_v raise_v a_o considerable_a number_n of_o seaman_n as_o will_v also_o the_o newfoundland_n and_o iseland_n fishery_n which_o if_o encourage_v will_v turn_v to_o good_a account_n and_o that_o be_v no_o way_n better_a to_o be_v do_v than_o by_o let_v they_o have_v free_a liberty_n to_o trade_n without_o the_o danger_n
