not_o which_o bill_n be_v also_o read_v out_o of_o the_o journal_n then_o the_o journal_n of_o the_o house_n of_o commons_o be_v produce_v and_o a_o vote_n read_v which_o pass_v feb._n 25._o 1662._o that_o no_o indulgence_n be_v grant_v to_o the_o dissenter_n from_o the_o act_n of_o uniformity_n with_o the_o commons_o address_v and_o reason_n for_o this_o vote_n wherein_o be_v declare_v that_o the_o act_n of_o uniformity_n can_v not_o be_v dispense_v with_o without_o a_o act_n of_o parliament_n the_o journal_n of_o the_o house_n of_o lord_n be_v again_o produce_v and_o the_o king_n speech_n to_o both_o house_n on_o feb._n 5._o 1672_o read_v wherein_o he_o mention_n his_o declaration_n for_o indulgence_n the_o journal_n then_o of_o the_o house_n of_o commons_o be_v again_o produce_v and_o the_o commons_o petition_v and_o address_v to_o the_o king_n feb._n 14._o 1672_o be_v read_v wherein_o they_o thank_v he_o for_o his_o speech_n and_o tell_v he_o they_o have_v consider_v his_o declaration_n for_o indulgence_n date_v the_o 15_o of_o march_n last_o and_o find_v themselves_o bind_v in_o duty_n to_o inform_v his_o majesty_n that_o penal_a law_n in_o matter_n ecclesiastical_a can_v be_v suspend_v but_o by_o act_n of_o parliament_n and_o do_v therefore_o beseech_v he_o that_o the_o say_a law_n may_v have_v their_o free_a course_n until_o it_o shall_v be_v otherwise_o provide_v for_o by_o act_n of_o parliament_n then_o his_o majesty_n answer_n to_o that_o reply_n be_v read_v wherein_o he_o express_v his_o trouble_n that_o his_o declaration_n have_v disquiet_v they_o that_o he_o do_v not_o pretend_v to_o the_o right_n of_o suspending_a law_n wherein_o the_o property_n right_n or_o liberty_n of_o any_o of_o his_o subject_n be_v concern_v nor_o to_o alter_v any_o thing_n in_o the_o establish_a doctrine_n or_o discipline_n of_o the_o church_n of_o england_n but_o his_o only_a design_n in_o this_o be_v to_o take_v off_o the_o penalty_n and_o the_o statute_n inflict_v upon_o dissenter_n to_o which_o the_o commons_o reply_v which_o be_v then_o read_v out_o of_o the_o same_o journal_n that_o they_o find_v his_o answer_n not_o sufficient_a to_o clear_v the_o apprehension_n that_o may_v just_o remain_v in_o the_o mind_n of_o his_o people_n by_o his_o majesty_n have_v claim_v a_o power_n to_o suspend_v penal_a statute_n in_o matter_n ecclesiastical_a and_o which_o his_o majesty_n do_v still_o seem_v to_o assert_v in_o his_o answer_n to_o be_v entrust_v in_o the_o crown_n and_o never_o question_v in_o the_o reign_v of_o any_o of_o his_o ancestor_n wherein_o they_o humble_o conceive_v he_o misinform_v since_o no_o such_o power_n ever_o be_v claim_v or_o exercise_v by_o any_o of_o his_o majesty_n predecessor_n and_o if_o it_o shall_v be_v admit_v may_v tend_v to_o the_o interrupt_v the_o free_a course_n of_o the_o law_n and_o alter_v the_o legislative_a power_n which_o have_v always_o be_v acknowledge_v to_o reside_v in_o his_o majesty_n and_o his_o two_o house_n of_o parliament_n with_o a_o unanimous_a consent_n they_o therefore_o again_o beseech_v he_o that_o he_o will_v be_v please_v to_o give_v they_o a_o full_a and_o satisfactory_a answer_n to_o their_o petition_n and_o address_v and_o take_v such_o effectual_a order_n that_o the_o proceed_n in_o this_o matter_n may_v not_o for_o the_o future_a be_v draw_v into_o consequence_n or_o example_n then_o the_o lord_n journal_n be_v turn_v to_o wherein_o it_o wa●_n read_v how_o that_o the_o king_n communicate_v this_o address_n to_o the_o lord_n and_o desire_v their_o advice_n and_o that_o on_o march_v the_o 8_o 1672_o he_o make_v a_o speech_n to_o both_o house_n wherein_o he_o tell_v they_o that_o if_o there_o be_v any_o scruple_n remain_v in_o they_o concern_v the_o suspension_n of_o penal_a law_n he_o here_o faithful_o promise_v they_o that_o what_o have_v be_v do_v in_o that_o particular_a shall_v not_o for_o the_o future_a be_v draw_v either_o into_o consequence_n or_o example_n after_o which_o the_o lord_n chancellor_n impart_v to_o they_o that_o his_o majesty_n find_v some_o dissatisfaction_n remain_v concern_v the_o officer_n to_o be_v employ_v abroad_o but_o if_o that_o breed_v any_o umbrage_n the_o king_n command_v he_o to_o let_v they_o know_v that_o he_o resolve_v to_o give_v both_o his_o house_n full_a satisfaction_n to_o their_o desire_n and_o that_o his_o majesty_n have_v last_o night_n in_o pursuance_n of_o what_o he_o then_o intend_v and_o declare_v this_o morning_n concern_v the_o suspension_n of_o
