A59919 Britannia triumphans; or An effectual method wholly to destroy the power of France by encouraging navigation in all its branches. Whereby their Majesties fleet may be sufficiently mann'd in a months time, on any occasion, without impressing; and by making a competent provision for such as shall be wounded in the service of Their Majesties, against the common enemy, in whatsoever stations they are placed. All which may be effected without any very considerable charge to the kingdom. Together with a brief enumeration of the several advantages to be made by erecting a publick fishery, by which a constant nursery of able seamen, and a security and enlargement of our trade abroad will be surely advanced. To which are subjoined, some proposals for the support and maintenance of the children of sll such as fall in the said service; and the certain and best expedient of encreasing the numbers of our privateers. Humbly represented to Their Majesties, and Members of Parliament. By Capt. St. Loe, one of the commissioners of the prize office. St. Lo, George, d. 1718. 1694 (1694) Wing S339; ESTC R219858 35,198 66

shall_v be_v very_o glad_a to_o be_v think_v serviceable_a at_o home_n as_o i_o desire_v to_o be_v and_o hope_v i_o may_v in_o this_o they_o take_v on_o board_n i_o one_o john_n denny_z a_o french_a since_o there_o be_v a_o general_a exchange_n and_o that_o we_o release_v all_o the_o english_a and_o irish_a of_o their_o party_n that_o we_o take_v i_o think_v it_o my_o duty_n in_o like_a manner_n to_o plead_v for_o his_o be_v demand_v and_o send_v for_o back_n that_o he_o may_v return_v to_o his_o family_n there_o be_v likewise_o take_v and_o condemn_v with_o he_o at_o raines_n one_o honourable_a house_n know_v what_o care_v the_o french_a king_n take_v to_o keep_v a_o account_n of_o what_o expense_n he_o be_v at_o upon_o the_o account_n of_o ireland_n for_o that_o he_o have_v a_o commissary_n on_o purpose_n to_o take_v and_o keep_v a_o account_n of_o all_o the_o charge_n he_o be_v at_o in_o all_o thing_n relate_v thereto_o and_o it_o may_v be_v easy_o imagine_v why_o he_o do_v so_o one_o time_n it_o happen_v that_o the_o governor_n of_o angiers_n send_v for_o i_o and_o in_o discourse_n tell_v i_o what_o it_o have_v cost_v the_o king_n his_o master_n on_o the_o account_n of_o ireland_n which_o amount_v to_o a_o great_a many_o million_o of_o livre_n which_o i_o put_v down_o for_o a_o memorandum_n but_o lose_v the_o paper_n and_o the_o sum_n i_o have_v forget_v but_o the_o governor_n tell_v i_o when_o king_n james_n get_v england_n again_o he_o will_v pay_v the_o french_a king_n all_o the_o expense_n he_o have_v be_v at_o on_o his_o account_n or_o give_v he_o ireland_n for_o it_o and_o another_o time_n a_o french_a gentleman_n be_v permit_v by_o the_o governor_n to_o discourse_n i_o and_o i_o not_o fear_v to_o speak_v as_o know_v i_o can_v not_o well_o be_v use_v worse_a than_o i_o be_v tell_v he_o they_o be_v all_o slave_n to_o their_o king_n but_o can_v not_o see_v it_o like_o a_o dog_n that_o never_o complain_v for_o want_v of_o a_o hat_n governor_n send_v for_o i_o to_o tell_v i_o plymouth_n be_v surrender_v to_o they_o and_o that_o it_o be_v do_v by_o the_o deputy-governor_n upon_o which_o i_o smile_v at_o the_o conceit_n he_o be_v extraordinary_o desirous_a to_o know_v the_o reason_n why_o i_o will_v not_o believe_v it_o i_o tell_v he_o that_o governor_n here_o be_v not_o so_o arbitrary_a as_o they_o in_o france_n and_o that_o beside_o a_o true_a englishman_n have_v as_o much_o a_o antipathy_n to_o a_o frenchman_n as_o a_o mastiff_n dog_n have_v to_o a_o bull_n upon_o which_o he_o very_o angry_o remand_v i_o to_o prison_n salt_n be_v there_o ninepence_n per_fw-mi pound_n which_o all_o people_n must_v take_v at_o that_o rate_n and_o what_o quantity_n they_o be_v allot_v and_o must_v not_o dispose_v of_o any_o to_o a_o to_o make_v pottage_n but_o the_o goblee_n which_o be_v officer_n appoint_v to_o look_v after_o the_o revenue_n of_o salt_n will_v throw_v it_o down_o the_o kennel_n to_o prevent_v the_o poor_a have_v that_o small_a advantge_n if_o any_o person_n be_v find_v steal_v the_o custom_n of_o salt_n though_o never_o so_o small_a they_o must_v pay_v a_o hundred_o crown_n for_o the_o first_o offence_n or_o go_v to_o the_o galley_n but_o if_o they_o do_v it_o a_o second_o time_n nothing_o can_v prevent_v their_o be_v send_v to_o the_o galley_n and_o thus_o the_o french_a king_n breed_v slave_n of_o his_o own_o without_o buy_v turk_n moor_n or_o negro_n for_o by_o the_o help_n of_o these_o and_o the_o protestant_n that_o break_v prison_n he_o find_v almost_o sufficient_a for_o that_o use_n the_o manner_n of_o his_o dragoon_v his_o protestant_a subject_n be_v this_o when_o any_o one_o will_v not_o comply_v with_o the_o priest_n in_o matter_n of_o religion_n dragoon_n be_v send_v to_o quarter_n upon_o they_o according_a to_o their_o rank_n or_o degree_n which_o dragoon_n will_v not_o be_v content_a with_o free_a quarter_n but_o the_o oppress_a host_n be_v force_v for_o quietness_n to_o give_v they_o a_o pistol_n or_o two_o crown_n a_o day_n in_o that_o manner_n waste_v their_o estate_n till_o all_o be_v go_v then_o the_o poor_a man_n will_v endeavour_v to_o make_v their_o escape_n out_o of_o such_o misery_n but_o the_o dragoon_n have_v a_o strict_a eye_n over_o they_o will_v certain_o keep_v they_o while_o any_o thing_n be_v leave_v and_o then_o carry_v they_o to_o prison_n the_o french_a king_n to_o decoy_n those_o poor_a people_n at_o first_o assure_v they_o by_o his_o officer_n that_o if_o they_o will_v comply_v they_o shall_v receive_v the_o sacrament_n in_o both_o if_o this_o be_v their_o usage_n to_o their_o own_o people_n what_o may_v those_o of_o our_o nation_n expect_v if_o ever_o they_o shall_v be_v so_o wretched_o unhappy_a which_o god_n prevent_v to_o fall_v under_o their_o power_n which_o make_v i_o admire_v that_o some_o people_n here_o shall_v so_o lose_v there_o sense_n as_o to_o applaud_v or_o entertain_v the_o least_o thought_n of_o a_o french_a government_n which_o i_o can_v never_o imagine_v till_o my_o return_n to_o england_n and_o therefore_o must_v impute_v it_o to_o the_o most_o stupid_a sort_n of_o ignorance_n and_o malice_n and_o that_o they_o have_v nothing_o to_o lose_v after_o they_o have_v part_v with_o their_o brain_n and_o that_o love_n for_o their_o country_n religion_n and_o posterity_n which_o be_v natural_a arbitrary_a power_n hang_v they_o up_o at_o their_o own_o door_n without_o trial_n or_o mercy_n so_o that_o to_o the_o wonder_n of_o the_o world_n though_o he_o have_v not_o above_o the_o ten_o part_n of_o merchant_n ship_n as_o aforesaid_a which_o be_v the_o nursery_n of_o seaman_n he_o get_v out_o his_o fleet_n ready_a to_o fight_v the_o english_a and_o dutch_a who_o be_v so_o much_o superior_a to_o he_o in_o naval_a strength_n that_o it_o be_v very_o much_o admire_v at_o abroad_o and_o look_v upon_o as_o ill_a conduct_n in_o we_o thus_o the_o french_a king_n when_o his_o fleet_n be_v out_o at_o sea_n be_v at_o much_o great_a charge_n than_o we_o in_o regard_n of_o the_o encouragement_n he_o then_o give_v to_o his_o officer_n both_o in_o pay_n and_o provision_n which_o bring_v his_o best_a nobility_n to_o his_o service_n who_o when_o they_o be_v sufficient_o qualify_v be_v prefer_v to_o command_n and_o never_o make_v master_n of_o merchantman_n captain_n of_o man_n of_o war_n well_o know_v that_o there_o be_v as_o great_a a_o improbability_n in_o most_o of_o they_o to_o well_o understand_v the_o nature_n and_o command_n of_o a_o man_n of_o war_n as_o it_o be_v for_o a_o gentleman_n of_o 500_o l._n a_o year_n that_o perhaps_o know_v well_o enough_o how_o to_o manage_v his_o own_o estate_n to_o understand_v martial_a discipline_n to_o command_v in_o a_o castle_n in_o a_o time_n of_o action_n or_o for_o a_o captain_n in_o the_o militia_n to_o be_v as_o fit_a to_o make_v a_o general-officer_n as_o one_o that_o have_v be_v in_o several_a campain_n sieges_n and_o other_o action_n and_o will_v soon_o prefer_v one_o of_o his_o warrant-officer_n that_o have_v be_v train_v up_o in_o his_o service_n than_o one_o of_o they_o though_o that_o be_v also_o very_o rare_a defend_v by_o some_o be_v to_o give_v colour_n to_o the_o put_v ill_a man_n into_o the_o service_n under_o the_o notion_n of_o be_v master_n of_o ship_n by_o which_o pretence_n a_o brewer_n clerk_n unbiased_a sailer_n and_o if_o a_o reflection_n can_v be_v upon_o none_o but_o those_o that_o have_v certain_o do_v it_o ☞_o and_o though_o the_o french_a king_n by_o the_o mean_v aforesaid_a be_v at_o more_o charge_n than_o we_o when_o his_o fleet_n be_v out_o yet_o when_o they_o come_v in_o he_o be_v at_o much_o less_o for_o than_o he_o pay_v off_o and_o lay_v up_o his_o great_a ship_n as_o we_o may_v now_o do_v by_o the_o follow_a method_n which_o save_v he_o vast_a charge_n in_o the_o winter_n when_o his_o man_n go_v out_o a_o privateer_n and_o make_v a_o harvest_n upon_o our_o for_o his_o go_v according_o as_o must_v likewise_o all_o those_o that_o be_v bring_v on_o the_o account_n of_o any_o ship_n vessel_n or_o small_a craft_n for_o when_o any_o fail_v the_o vessel_n they_o serve_v for_o be_v to_o be_v accountable_a and_o therefore_o the_o master_n or_o owner_n on_o give_v his_o gratuity_n will_v be_v careful_a what_o security_n he_o have_v that_o his_o man_n or_o man_n shall_v go_v and_o that_o such_o master_n or_o owner_n may_v not_o be_v put_v to_o any_o great_a trouble_n upon_o the_o failure_n of_o his_o man_n when_o there_o be_v any_o such_o failure_n the_o commissioner_n of_o this_o office_n will_v send_v to_o the_o master_n or_o owner_n concern_v for_o the_o bond_n of_o the_o person_n so_o fail_v and_o put_v the_o same_o in_o suit_n for_o which_o it_o be_v conceive_v necessary_a that_o some_o quick_a way_n may_v be_v provide_v for_o recover_v the_o forfeiture_n without_o long_a trouble_n or_o unnecessary_a charge_n to_o the_o office_n and_o if_o it_o shall_v happen_v that_o any_o of_o these_o man_n so_o provide_v as_o aforesaid_a shall_v receive_v preferment_n the_o man_n so_o prefer_v shall_v be_v oblige_v to_o find_v another_o in_o his_o room_n and_o if_o any_o master_n shall_v happen_v to_o have_v his_o man_n impress_v from_o he_o after_o he_o have_v pay_v his_o money_n which_o i_o scarce_o believe_v will_v be_v unless_o upon_o some_o emergent_a occasion_n in_o such_o case_n the_o master_n upon_o complaint_n make_v to_o the_o office_n shall_v have_v the_o money_n he_o pay_v return_v he_o again_o and_o now_o for_o the_o regular_a and_o effectual_a management_n of_o this_o great_a affair_n so_o much_o conduce_v to_o the_o ease_n and_o benefit_n of_o their_o majesty_n and_o their_o kingdom_n it_o be_v humble_o propose_v that_o there_o be_v appoint_v for_o the_o principal_a office_n in_o london_n five_o commissioner_n all_o sea_n commander_n that_o have_v well_o merit_v in_o their_o majesty_n service_n whereof_o one_o to_o be_v superintendant_n and_o any_o three_o to_o make_v a_o quorum_fw-la that_o there_o be_v a_o iron_n chest_n in_o the_o office_n with_o a_o slit_v on_o the_o top_n for_o any_o person_n that_o bring_v money_n instead_o of_o man_n to_o see_v their_o money_n put_v into_o that_o the_o king_n nor_o himself_o be_v not_o wrong_v that_o there_o be_v five_o different_a lock_n to_o this_o chest_n whereof_o each_o commissioner_n to_o have_v a_o key_n and_o therefore_o to_o be_v open_v only_o when_o they_o be_v all_o present_a that_o there_o may_v be_v no_o fraud_n in_o the_o case_n that_o there_o be_v also_o a_o secretary_n clerk_n messenger_n and_o other_o officer_n necessary_a for_o this_o service_n that_o there_o be_v a_o sub-commissioner_n for_o the_o same_o purpose_n at_o the_o port_n of_o plymouth_n bristol_n newcastle_n yarmouth_n and_o elsewhere_o as_o think_v most_o convenient_a with_o a_o comptroller_n secretary_n clerk_n surveyor_n and_o such_o other_o officer_n as_o shall_v be_v necessary_a that_o there_o be_v a_o like_a iron_n chest_n in_o each_o port_n with_o three_o lock_n whereof_o the_o commissioner_n to_o keep_v one_o key_n the_o comptroller_n another_o and_o the_o mayor_n of_o each_o town_n the_o three_o and_o the_o chest_n to_o be_v never_o open_v without_o the_o mayor_n be_v present_a with_o the_o commissioner_n and_o comptroller_n and_o see_v what_o money_n be_v take_v out_o and_o for_o what_o use_n and_o that_o a_o account_v thereof_o under_o their_o and_o the_o mayor_n hand_n be_v from_o time_n to_o time_n transmit_v to_o the_o principal_a office_n in_o london_n where_o a_o exact_a register_n shall_v be_v keep_v that_o there_o be_v a_o measurer_n in_o each_o port_n and_o three_o for_o london_n to_o measure_v all_o ship_n and_o vessel_n that_o they_o may_v not_o be_v under-rated_n if_o it_o be_v object_v that_o the_o create_v new_a officer_n necessary_a for_o this_o service_n will_v be_v another_o charge_n upon_o the_o government_n it_o be_v humble_o answer_v that_o the_o officer_n employ_v be_v to_o be_v such_o as_o have_v well_o deserve_v of_o the_o government_n that_o be_v disable_v in_o the_o service_n and_o have_v a_o pretence_n to_o pension_n or_o half_a pay_n which_o by_o this_o mean_n will_v be_v save_v as_o well_o as_o the_o other_o great_a sum_n before_o and_o after_o mention_v to_o which_o this_o charge_n be_v no_o way_n equivalent_a beside_o it_o will_v be_v a_o encouragement_n to_o commander_n and_o officer_n in_o the_o sea_n service_n that_o there_o be_v employment_n capable_a of_o reward_v they_o in_o which_o also_o they_o may_v yet_o serve_v their_o majesty_n and_o so_o not_o be_v a_o charge_n unprofitable_a now_o for_o a_o demonstration_n how_o to_o raise_v the_o 20000_o seaman_n propose_v in_o the_o first_o place_n about_o this_o time_n twelve_o month_n a_o fleet_n of_o 470_o collier_n load_v at_o newcastle_n come_v over_o the_o bar_n in_o two_o day_n and_o join_v 70_o sail_n more_o that_o come_v from_o sunderland_n with_o coal_n which_o i_o be_o assure_v of_o by_o captain_n banks_n that_o be_v then_o their_o convoy_n they_o be_v from_o 60_o tun_n to_o 400_o so_o that_o one_o with_o another_o they_o may_v be_v allow_v to_o be_v near_o 200_o tun_n apiece_o and_o at_o the_o same_o time_n those_o that_o be_v light_a and_o repair_v and_o load_v at_o newcastle_n and_o unload_v at_o other_o port_n with_o what_o trade_n from_o milford_n and_o other_o part_n of_o wales_n for_o ireland_n and_o some_o part_n of_o england_n with_o a_o sort_n of_o coal_n call_v culm_n for_o smith_n can_v be_v reckon_v at_o less_o than_o as_o many_o more_o make_v together_o 1080_o sail_n which_o at_o 200_o tun_n apiece_o one_o with_o another_o may_v find_v four_o man_n each_o which_o in_o the_o whole_a raise_v 4320_o seaman_n there_o be_v likewise_o belong_v to_o newcastle_n and_o sunderland_n about_o 300_o vessel_n call_v kells_n constant_o employ_v in_o lade_n coal_n that_o carry_v five_o and_o six_o man_n apiece_o and_o may_v very_o well_o afford_v to_o find_v among_o they_o about_o 500_o men._n so_o that_o the_o colliery_a of_o england_n modest_o compute_v find_v alone_o 4800_o man_n and_o yet_o can_v be_v suppose_v to_o be_v one_o seven_o part_n of_o the_o ship_n of_o england_n then_o for_o the_o waterman_n there_o be_v this_o year_n muster_v on_o board_n their_o majesty_n ship_n of_o war_n 1100_o good_a man_n that_o go_v voluntary_o into_o their_o majesty_n service_n who_o will_v go_v again_o with_o their_o respective_a commander_n beside_o those_o that_o be_v send_v by_o their_o hall_n and_o we_o can_v suppose_v but_o that_o allow_v three_o boat_n or_o wherry_n to_o find_v a_o man_n without_o exempt_n any_o on_o account_n of_o privilege_n that_o way_n there_o will_v not_o go_v less_o than_o 1500_o or_o 2000_o man_n which_o must_v be_v qualify_v as_o above_o and_o what_o apprentice_n they_o send_v that_o have_v not_o be_v at_o sea_n before_o be_v not_o to_o be_v reckon_v in_o this_o number_n the_o western_a barge_n beware_v barge_n row-barge_n tilt-boat_n and_o ferry-boat_n will_v find_v 500_o if_o not_o more_o the_o coal-lighters_a and_o close-lighters_a be_v so_o numerous_a that_o i_o know_v not_o what_o their_o quota_fw-la may_v amount_v to_o thus_o the_o river_n of_o thames_n furnish_v 3732_o man_n without_o reckon_a merchant-ship_n and_o coal-lighters_a which_o may_v be_v considerable_a in_o the_o next_o place_n as_o to_o the_o fishery_n about_o eight_o year_n since_o i_o be_v convoy_n to_o the_o herring_n fishery_n at_o yarmouth_n for_o two_o year_n and_o find_v that_o the_o english_a have_v then_o about_o 700_o vessel_n employ_v in_o that_o trade_n carry_v from_o 8_o to_o 20_o man_n apiece_o so_o that_o allow_v they_o to_o carry_v 15_o man_n each_o one_o with_o another_o it_o amount_v to_o 10500_o man_n and_o great_a part_n of_o these_o vessel_n belong_v
