heretofore_o express_v the_o great_a care_n and_o desire_v we_o always_o have_v that_o the_o common_a highway_n and_o bridge_n within_o this_o realm_n may_v be_v keep_v in_o due_a repair_n for_o the_o general_a ease_n and_o good_a of_o our_o love_a subject_n and_o have_v give_v many_o and_o often_o direction_n to_o our_o privy_a counsel_n judge_n and_o other_o officer_n for_o effect_v thereof_o and_o find_v a_o chief_a cause_n of_o the_o exceed_a decay_n thereof_o to_o be_v the_o extraordinary_a carriage_n with_o cart_n and_o wagon_n with_o four_o wheel_n carry_v excessive_a burden_n whereby_o the_o highway_n be_v so_o gall_v and_o the_o very_a foundation_n of_o any_o ordinary_a bridge_n shake_v that_o no_o ordinary_a repair_n can_v maintain_v and_o keep_v the_o same_o passable_a we_o do_v heretofore_o cause_v our_o judge_n to_o advise_v thereof_o by_o who_o we_o be_v resolve_v that_o those_o extraordinary_a carriage_n be_v common_a nuisance_n and_o annoyance_n against_o the_o weal_n public_a and_o the_o use_n of_o they_o a_o offence_n against_o our_o crown_n and_o law_n we_o do_v therefore_o by_o our_o proclamation_n in_o the_o sixteenth_o year_n of_o our_o reign_n of_o england_n prohibit_v the_o go_n or_o travail_v with_o any_o such_o cart_n or_o wagon_n notwithstanding_o all_o which_o and_o the_o great_a care_n aswell_o of_o our_o privy_a counsel_n as_o of_o our_o judge_n in_o their_o circuit_n we_o find_v no_o amendment_n but_o that_o the_o high_a way_n not_o only_o in_o the_o remote_a part_n but_o also_o in_o place_n of_o our_o own_o usual_a access_n be_v still_o spoil_v and_o plough_v up_o by_o those_o unreasonable_a carriage_n so_o as_o they_o continue_v still_o so_o foul_a and_o deep_a as_o they_o be_v oft_o time_n almost_o unpassable_a we_o therefore_o intend_v redress_n and_o reformation_n in_o the_o premise_n and_o be_v resolve_v that_o for_o the_o effect_n thereof_o a_o more_o severe_a and_o strict_a course_n be_v take_v then_o have_v be_v heretofore_o have_v think_v it_o agreeable_a to_o our_o own_o princely_a goodness_n once_o more_o to_o warn_v our_o subject_n thereof_o that_o such_o as_o shall_v hereafter_o offend_v and_o shall_v be_v just_o punish_v therefore_o may_v be_v altogether_o unexcusable_a and_o therefore_o we_o do_v by_o this_o our_o proclamation_n and_o by_o the_o advice_n of_o the_o lord_n and_o other_o of_o our_o privy_a counsel_n strait_o charge_v require_v and_o command_v that_o no_o common_a carrier_n or_o other_o person_n or_o person_n whatsoever_o shall_v from_o and_o after_o the_o feast_n of_o s._n michael_n the_o archangel_n now_o next_o come_n use_n go_v or_o travel_v with_o any_o cart_n or_o wagon_n make_v with_o four_o wheel_n nor_o with_o any_o other_o cart_n or_o wagon_n whatsoever_o but_o only_o such_o wagon_n and_o cart_n as_o shall_v have_v but_o two_o wheel_n and_o that_o they_o do_v not_o carry_v in_o any_o wain_n cart_n or_o carriage_n to_o be_v after_o that_o time_n use_v any_o load_n or_o burden_n above_o the_o weight_n of_o twenty_o hundred_o nor_o shall_v draw_v or_o use_v their_o say_a card_n or_o vein_n or_o carryage_n with_o more_o than_o five_o horse_n at_o once_o in_o their_o journey_n upon_o pain_n of_o our_o heavy_a indignation_n and_o displeasure_n and_o of_o the_o severe_a censure_n of_o our_o high_a court_n of_o star_n chamber_n and_o such_o further_a pain_n punishment_n and_o imprisonment_n as_o by_o the_o law_n and_o statute_n of_o this_o realm_n may_v be_v inflict_v upon_o the_o offender_n for_o such_o their_o offence_n and_o contempt_n and_o therefore_o we_o do_v hereby_o require_v our_o attorney_n general_a for_o the_o time_n be_v upon_o notice_n give_v unto_o he_o of_o any_o such_o offendor_n or_o offender_n to_o prôsecute_v he_o and_o they_o in_o the_o say_v high_a court_n of_o star-chamber_n there_o to_o receive_v such_o censure_n and_o punishment_n by_o fine_a imprisonment_n and_o otherwise_o as_o their_o contempt_n and_o offence_n against_o this_o our_o royal_a command_n shall_v deserve_v and_o last_o we_o do_v hereby_o will_n and_o require_v all_o major_n sheriff_n bailiff_n justice_n of_o peace_n and_o other_o our_o officer_n and_o minister_n in_o all_o county_n and_o privilege_a place_n whatsoever_o within_o this_o our_o realm_n that_o they_o and_o every_o of_o they_o in_o their_o several_a office_n and_o place_n do_v from_o time_n to_o time_n provide_v and_o see_v to_o the_o due_a execution_n of_o this_o our_o pleasure_n and_o royal_a commandment_n and_o that_o they_o discover_v and_o make_v know_v all_o offender_n herein_o that_o they_o may_v be_v severe_o punish_v for_o their_o offence_n and_o contempt_n as_o also_o that_o they_o neglect_v not_o but_o continue_v the_o repair_n and_o maintenance_n of_o highway_n bridge_n and_o causey_n within_o this_o our_o realm_n according_a to_o the_o law_n statute_n and_o ordinance_n now_o in_o force_n and_o our_o commandment_n
