parliament_n although_o no_o bishop_n earl_n or_o baron_n come_v according_a to_o their_o summons_n because_o in_o time_n past_a neither_o be_v there_o bishop_n earl_n nor_o baron_n and_o yet_o even_o than_o king_n keep_v their_o parliament_n but_o it_o be_v far_o otherwise_o on_o the_o other_o side_n for_o though_o the_o communality_n to_o wit_n laity_n and_o clergy_n be_v summon_v to_o the_o parliament_n as_o of_o right_n they_o ought_v to_o be_v yet_o for_o some_o certain_a cause_n they_o will_v not_o come_v as_o if_o they_o will_v pretend_v that_o the_o king_n do_v not_o govern_v they_o as_o he_o ought_v and_o will_v in_o speciality_n point_n out_o the_o article_n in_o which_o he_o misgovern_v they_o as_o he_o ought_v not_o that_o then_o that_o parliament_n be_v utter_o none_o at_o all_o though_o the_o archbishop_n bishop_n earl_n baron_n and_o all_o their_o peer_n and_o equal_n be_v there_o with_o the_o king_n present_a at_o it_o and_o therefore_o all_o thing_n which_o be_v to_o be_v affirm_v or_o inform_v grant_v or_o deny_v or_o to_o be_v do_v by_o the_o parliament_n must_v be_v grant_v by_o the_o communality_n of_o the_o parliament_n which_o stand_v upon_o three_o degree_n or_o sort_n gather_v together_o in_o parliament_n that_o be_v to_o say_v the_o proctor_n of_o the_o clergy_n the_o knight_n of_o the_o shire_n the_o citizen_n and_o burgess_n who_o indeed_o represent_v the_o whole_a communality_n of_o england_n and_o next_o upon_o the_o noble_a man_n because_o every_o one_o of_o they_o be_v at_o the_o parliament_n in_o his_o own_o proper_a person_n and_o non_fw-la other_o tonch_v the_o departure_n or_o break_v up_o of_o the_o parliament_n the_o parliament_n shall_v not_o depart_v so_o long_o as_o any_o petition_n make_v thereto_o hang_v undiscuss_v or_o undecided_a or_o at_o the_o least_o to_o which_o there_o be_v not_o make_v a_o determinate_a answer_n the_o king_n majesty_n be_v desirous_a of_o his_o grace_n and_o favour_n to_o give_v the_o subject_a redress_n of_o any_o injury_n and_o not_o to_o suffer_v his_o people_n to_o go_v unsatisfy_v none_o of_o all_o the_o peer_n or_o equal_n of_o the_o parliament_n may_v or_o aught_o to_o depart_v alone_o from_o the_o parliament_n unless_o he_o have_v obtain_v and_o that_o in_o full_a parliament_n leave_v of_o the_o king_n and_o of_o all_o his_o peer_n or_o equal_n so_o to_o do_v and_o that_o withal_o there_o be_v a_o remembrance_n keep_v in_o the_o parliament_n roll_n of_o such_o leave_n and_o liberty_n grant_v and_o if_o any_o of_o the_o peer_n or_o equal_n during_o the_o time_n of_o the_o parliament_n shall_v be_v sick_a or_o weak_a so_o as_o he_o be_v not_o able_a to_o come_v to_o the_o parliament_n than_o he_o must_v three_o day_n together_o send_v such_o as_o may_v excuse_v he_o to_o the_o parliament_n but_o if_o they_o come_v not_o then_o let_v there_o be_v send_v from_o the_o parliament_n two_o of_o his_o peer_n or_o equal_n to_o go_v and_o to_o certify_v of_o his_o infirmity_n and_o if_o there_o be_v any_o suspicion_n let_v these_o two_o peer_n or_o equal_n be_v swear_v that_o they_o shall_v speak_v the_o truth_n concerning_o the_o same_o and_o if_o it_o be_v find_v out_o that_o he_o do_v fain_o or_o counterfeit_v let_v he_o attorney_n or_o appoint_v some_o sufficient_a man_n before_o they_o to_o be_v present_a at_o the_o parliament_n his_o stead_n if_o he_o will_v neither_o can_v he_o be_v further_o excuse_v if_o he_o be_v of_o sound_a
