former_o declare_v the_o supreme_a power_n of_o the_o nation_n to_o be_v in_o the_o house_n of_o commons_o and_o now_o on_o february_n 5_o the_o they_o vote_v the_o house_n of_o lord_n to_o be_v useless_a and_o dangerous_a and_o thus_o the_o kingdom_n be_v turn_v into_o a_o democracie_n or_o rather_o a_o oligarchie_n for_o present_o they_o make_v a_o act_n that_o none_o of_o those_o member_n style_v a_o parliament_n and_o by_o other_o the_o rump_n i_o think_v you_o need_v not_o now_o have_v a_o catalogue_n either_o of_o the_o vice_n or_o of_o the_o crime_n or_o of_o the_o folly_n of_o the_o great_a part_n of_o they_o that_o compose_v the_o long_a parliament_n than_o which_o great_a can_v be_v in_o the_o world_n what_o great_a vice_n than_o irreligion_n hypocrisy_n avarice_n and_o cruelty_n which_o have_v appear_v so_o eminent_o in_o the_o action_n of_o presbyterian_a member_n and_o presbyterian_a minister_n what_o great_a crime_n than_o blaspheme_v and_o kill_v god_n anoint_v which_o be_v do_v by_o the_o hand_n of_o the_o independent_o but_o by_o the_o folly_n and_o first_o treason_n of_o the_o presbyterian_o who_o betray_v and_o sell_v he_o to_o his_o murderer_n nor_o be_v it_o a_o little_a folly_n in_o the_o lord_n not_o to_o see_v that_o by_o the_o take_n away_o of_o the_o king_n power_n they_o lose_v withal_o their_o own_o privilege_n or_o to_o think_v themselves_o either_o for_o number_n or_o judgement_n any_o way_n a_o considerable_a assistance_n to_o the_o house_n of_o commons_o and_o for_o those_o man_n who_o have_v skill_n in_o the_o law_n it_o be_v no_o great_a sign_n of_o understanding_n not_o to_o perceive_v that_o the_o law_n of_o the_o land_n be_v make_v by_o the_o king_n to_o oblige_v his_o subject_n to_o peace_n and_o justice_n and_o not_o to_o oblige_v himself_o that_o make_v they_o and_o last_o and_o general_o all_o man_n be_v fool_n which_o pull_v down_o any_o thing_n which_o do_v they_o good_a before_o they_o have_v set_v up_o something_o better_a in_o its_o place_n he_o that_o will_v set_v up_o democracie_n with_o a_o army_n shall_v have_v a_o army_n to_o maintain_v it_o but_o these_o man_n do_v it_o when_o those_o man_n have_v the_o army_n that_o be_v resolve_v to_o pull_v it_o down_o to_o these_o folly_n i_o may_v add_v the_o folly_n of_o those_o fine_a man_n which_o out_o of_o their_o read_n of_o tully_n seneca_n or_o other_o antimonarchique_n think_v themselves_o sufficient_a politic_n and_o show_v their_o discontent_n when_o they_o be_v not_o call_v to_o the_o management_n of_o the_o state_n and_o turn_v from_o one_o side_n to_o another_o upon_o every_o neglect_n they_o fancy_n from_o the_o king_n or_o his_o enemy_n behemoth_n part_n iu._n a._n you_o have_v see_v the_o rump_n in_o possession_n as_o they_o believe_v of_o the_o supreme_a power_n over_o the_o two_o nation_n of_o england_n and_o ireland_n and_o the_o army_n their_o servant_n though_o cromwell_n think_v otherwise_o serve_v they_o diligent_o for_o the_o advancement_n of_o his_o own_o purpose_n i_o be_o now_o therefore_o to_o show_v you_o their_o proceed_n b._n tell_v i_o first_o how_o this_o kind_n of_o government_n under_o the_o rump_n or_o relic_n of_o a_o house_n of_o commons_o be_v to_o be_v call_v a._n it_o be_v doubtless_o a_o oligarchy_n for_o the_o supreme_a authority_n must_v needs_o be_v in_o one_o man_n or_o in_o more_o if_o in_o one_o it_o be_v monarchy_n the_o rump_n therefore_o be_v no_o monarchy_n if_o the_o authority_n be_v in_o more_o than_o one_o it_o be_v in_o all_o or_o in_o few_o than_o all_o when_o in_o all_o it_o be_v democracy_n for_o every_o man_n may_v enter_v into_o the_o assembly_n which_o make_v the_o sovereign_a court_n which_o they_o can_v not_o do_v here_o it_o be_v therefore_o manifest_a that_o the_o authority_n be_v in_o a_o few_o and_o consequent_o the_o state_n be_v a_o oligarchy_n b._n be_v it_o not_o impossible_a for_o a_o people_n to_o be_v well_o govern_v that_o be_v to_o obey_v more_o master_n than_o one_o a._n both_o the_o rump_n and_o all_o other_o sovereign_a assembly_n if_o they_o have_v but_o one_o voice_n though_o they_o be_v many_o man_n yet_o be_v they_o but_o one_o person_n for_o contrary_a command_n can_v consist_v in_o one_o and_o the_o same_o voice_n which_o be_v the_o voice_n of_o the_o great_a part_n and_o therefore_o they_o may_v govern_v well_o enough_o if_o they_o have_v honesty_n and_o wit_n enough_o the_o first_o act_n of_o the_o rump_n be_v the_o exclusion_n of_o those_o member_n of_o the_o house_n of_o commons_o which_o have_v be_v former_o keep_v out_o by_o violence_n for_o the_o procure_n of_o a_o ordinance_n for_o the_o king_n trial_n for_o these_o man_n have_v appear_v against_o the_o ordinance_n of_o non-address_n and_o therefore_o to_o be_v exclude_v because_o they_o may_v else_o be_v a_o impediment_n to_o their_o future_a design_n b._n be_v it_o not_o rather_o because_o in_o the_o authority_n of_o few_o they_o think_v the_o few_o the_o better_a both_o in_o respect_n of_o their_o share_n and_o also_o of_o a_o near_a approach_n in_o every_o one_o of_o they_o to_o the_o dignity_n of_o a_o king_n a._n yes_o certain_o that_o be_v their_o principal_a end_n b._n when_o these_o be_v put_v out_o why_o do_v not_o the_o county_n and_o burrough_n choose_v other_o in_o their_o place_n a._n they_o can_v not_o do_v that_o without_o order_n from_o the_o house_n after_o this_o they_o constitute_v a_o council_n of_o 40_o person_n which_o they_o term_v a_o council_n of_o state_n who_o office_n be_v to_o execute_v what_o the_o rump_n shall_v command_v b._n when_o there_o be_v neither_o king_n nor_o house_n of_o lord_n they_o can_v not_o call_v themselves_o a_o parliament_n for_o a_o parliament_n be_v a_o meeting_n of_o the_o king_n lord_n and_o commons_o to_o confer_v together_o about_o the_o business_n of_o the_o commonwealth_n with_o who_o do_v the_o rump_n confer_v a._n man_n may_v give_v to_o their_o assembly_n what_o name_n they_o please_v what_o signification_n soever_o such_o name_n may_v former_o have_v have_v and_o the_o rump_n take_v the_o name_n of_o parliament_n as_o most_o suitable_a to_o their_o purpose_n and_o such_o a_o name_n as_o be_v venerable_a among_o the_o people_n for_o many_o hundred_o year_n have_v countenance_v and_o sweeten_v subsidy_n and_o other_o levy_n of_o money_n otherwise_o very_o unpleasant_a to_o the_o subject_a they_o take_v also_o afterward_o another_o name_n which_o be_v custodes_fw-la libertatis_fw-la angliae_fw-la which_o title_n they_o use_v only_o in_o their_o writ_n issue_v out_o of_o the_o court_n of_o justice_n b._n i_o do_v not_o see_v how_o a_o subject_a that_o be_v tie_v to_o the_o law_n can_v have_v more_o liberty_n in_o one_o form_n of_o government_n than_o another_o a._n howsoever_o to_o the_o people_n that_o understand_v by_o liberty_n nothing_o but_o leave_v to_o do_v what_o they_o list_v it_o be_v a_o title_n not_o ingrateful_a their_o next_o work_n be_v to_o set_v forth_o a_o public_a declaration_n that_o they_o be_v full_o resolve_v to_o maintain_v the_o fundamental_a law_n of_o the_o nation_n as_o to_o the_o preservation_n of_o the_o life_n liberty_n and_o propriety_n of_o the_o people_n b._n what_o do_v they_o mean_v by_o the_o fundamental_a law_n of_o the_o nation_n a._n nothing_o but_o to_o abuse_v the_o people_n for_o the_o only_a fundamental_a law_n in_o every_o commonwealth_n be_v to_o obey_v the_o law_n from_o time_n to_o time_n which_o he_o shall_v make_v to_o who_o the_o people_n have_v give_v the_o supreme_a power_n how_o likely_a then_o be_v they_o to_o uphold_v the_o fundamental_a law_n that_o have_v murder_v he_o who_o be_v by_o themselves_o so_o often_o acknowledge_v for_o their_o lawful_a sovereign_n beside_o at_o the_o same_o time_n that_o this_o declaration_n come_v
else_o want_v lawful_a heir_n to_o succeed_v he_o by_o which_o mean_n be_v not_o take_v for_o the_o head_n of_o the_o church_n he_o be_v sure_a in_o any_o controversy_n between_o he_o and_o the_o pope_n that_o his_o subject_n will_v be_v against_o he_o b._n be_v not_o a_o christian_a king_n as_o much_o a_o bishop_n now_o as_o the_o heathen_a king_n be_v of_o old_a for_o among_o they_o episcopus_fw-la be_v a_o name_n common_a to_o all_o king_n be_v not_o he_o a_o bishop_n now_o to_o who_o god_n have_v commit_v the_o charge_n of_o all_o the_o soul_n of_o his_o subject_n both_o of_o the_o laity_n and_o the_o clergy_n and_o though_o he_o be_v in_o relation_n to_o our_o saviour_n who_o be_v the_o chief_a pastor_n but_o a_o sheep_n yet_o compare_v to_o his_o own_o subject_n they_o be_v all_o sheep_n both_o laique_a and_o clerique_a and_o he_o only_a shepherd_n and_o see_v a_o christian_a bishop_n be_v but_o a_o christian_a endue_v with_o power_n to_o govern_v the_o clergy_n it_o follow_v that_o every_o christian_a king_n be_v not_o only_o a_o bishop_n but_o a_o archbishop_n and_o his_o whole_a dominion_n his_o diocese_n and_o though_o it_o be_v grant_v that_o imposition_n of_o hand_n be_v necessary_a from_o a_o priest_n yet_o see_v king_n have_v the_o government_n of_o the_o clergy_n that_o be_v his_o subject_n even_o before_o baptism_n the_o baptism_n itself_o wherein_o he_o be_v receive_v as_o a_o christian_a be_v a_o sufficient_a imposition_n of_o hand_n so_o that_o whereas_o before_o he_o be_v a_o bishop_n now_o he_o be_v a_o christian_a bishop_n a._n for_o my_o part_n i_o agree_v with_o you_o this_o prohibition_n of_o marriage_n to_o priest_n come_v in_o about_o the_o time_n of_o pope_n gregory_n the_o 7_o the_o and_o william_n the_o first_o king_n of_o england_n by_o which_o mean_v the_o pope_n have_v in_o england_n what_o with_o secular_a and_o what_o with_o regular_a priest_n a_o great_a many_o lusty_a bachelor_n at_o his_o service_n second_o that_o auricular_a confession_n to_o a_o priest_n be_v necessary_a to_o salvation_n it_o be_v true_a that_o before_o that_o time_n confession_n to_o a_o priest_n be_v usual_a and_o perform_v for_o the_o most_o part_n by_o he_o that_o confess_v in_o write_v but_o that_o use_n be_v take_v away_o about_o the_o time_n of_o king_n edward_n the_o three_o and_o priest_n command_v to_o take_v confession_n from_o the_o mouth_n of_o the_o confitent_fw-la and_o man_n do_v general_o believe_v that_o without_o confession_n and_o absolution_n before_o their_o departure_n out_o of_o the_o world_n they_o can_v not_o be_v save_v and_o have_v absolution_n from_o a_o priest_n that_o they_o can_v not_o be_v damn_v you_o understand_v by_o this_o how_o much_o every_o man_n will_v stand_v in_o awe_n of_o the_o pope_n and_o clergy_n more_o than_o they_o will_v of_o the_o king_n and_o what_o inconvenience_n it_o be_v to_o a_o state_n for_o their_o subject_n to_o confess_v their_o secret_a thought_n to_o spy_n b._n yes_o as_o much_o as_o eternal_a torture_n be_v more_o terrible_a than_o death_n so_o much_o they_o will_v fear_v the_o clergy_n more_o than_o the_o king_n a._n and_o though_o perhaps_o the_o roman_a clergy_n will_v not_o maintain_v that_o a_o priest_n have_v power_n to_o remit_v sin_n absolute_o but_o only_o with_o a_o condition_n of_o repentance_n yet_o the_o people_n be_v never_o so_o instruct_v by_o they_o but_o be_v leave_v to_o believe_v that_o whensoever_o they_o have_v absolution_n their_o precedent_a sin_n be_v all_o discharge_v when_o their_o penance_n which_o they_o take_v for_o repentance_n be_v perform_v within_o the_o same_o time_n begin_v the_o article_n of_o transubstantiation_n for_o it_o have_v be_v dispute_v a_o long_a time_n before_o in_o what_o manner_n a_o man_n do_v eat_v the_o body_n of_o our_o saviour_n jesus_n christ_n as_o be_v a_o point_n very_o difficult_a for_o a_o man_n to_o conceive_v and_o imagine_v clear_o but_o now_o it_o be_v make_v very_o clear_a that_o the_o bread_n be_v transubstantiate_v into_o christ_n body_n and_o so_o be_v become_v no_o more_o bread_n but_o flesh._n b._n it_o seem_v then_o that_o christ_n have_v many_o body_n and_o be_v in_o as_o many_o place_n at_o once_o as_o there_o be_v communicant_n i_o think_v the_o priest_n than_o be_v so_o wanton_a as_o to_o insult_v upon_o the_o dulness_n not_o only_o of_o common_a people_n but_o also_o of_o king_n and_o their_o councillor_n a._n i_o be_o now_o in_o a_o narration_n not_o in_o a_o disputation_n and_o therefore_o i_o will_v have_v you_o at_o this_o time_n to_o consider_v nothing_o else_o but_o what_o effect_n this_o doctrine_n will_v work_v upon_o king_n and_o their_o subject_n in_o relation_n to_o the_o clergy_n who_o only_o be_v able_a of_o a_o piece_n of_o bread_n to_o make_v our_o saviour_n body_n and_o thereby_o at_o the_o hour_n of_o death_n to_o save_v their_o soul_n b._n for_o my_o part_n it_o will_v have_v a_o effect_n on_o i_o to_o make_v i_o think_v they_o god_n and_o to_o stand_v in_o awe_n of_o they_o as_o of_o god_n himself_o if_o he_o be_v visible_o present_a a._n beside_o these_o and_o other_o article_n tend_v to_o the_o uphold_v of_o the_o pope_n authority_n they_o have_v many_o fine_a point_n in_o their_o ecclesiastical_a polity_n conduce_v to_o the_o same_o end_n of_o which_o i_o will_v mention_v only_o such_o as_o be_v establish_v within_o the_o same_o time_n for_o than_o it_o be_v the_o order_n come_v up_o of_o preach_a friar_n that_o wander_v up_o and_o down_o with_o power_n to_o preach_v in_o what_o congregation_n they_o please_v and_o be_v sure_a enough_o to_o instil_v into_o the_o people_n nothing_o that_o may_v lessen_v the_o obedience_n to_o the_o church_n of_o rome_n but_o on_o the_o contrary_a whatsoever_o may_v give_v advantage_n to_o it_o against_o the_o civil_a power_n beside_o they_o private_o insinuate_v themselves_o with_o woman_n and_o man_n of_o weak_a judgement_n confirm_v their_o adherence_n to_o the_o pope_n and_o urge_v they_o in_o the_o time_n of_o their_o sickness_n to_o be_v beneficial_a to_o it_o by_o contribution_n of_o money_n or_o build_v religious_a house_n or_o pious_a work_n and_o necessary_a for_o the_o remission_n of_o their_o sin_n b._n i_o do_v not_o remember_v that_o i_o have_v read_v of_o any_o kingdom_n or_o state_n in_o the_o world_n where_o liberty_n be_v give_v to_o any_o private_a man_n to_o call_v the_o people_n together_o and_o make_v oration_n frequent_o to_o they_o or_o at_o all_o without_o first_o make_v the_o state_n acquaint_v except_o only_o in_o christendom_n i_o believe_v the_o heathen_a king_n foresee_v that_o a_o few_o such_o orator_n will_v be_v able_a to_o make_v a_o great_a sedition_n moses_n do_v indeed_o command_v to_o read_v the_o scripture_n and_o expound_v they_o in_o the_o synagogue_n every_o sabbath-day_n but_o the_o scripture_n than_o be_v nothing_o else_o but_o the_o law_n of_o the_o nation_n deliver_v unto_o they_o by_o moses_n himself_o and_o i_o believe_v it_o will_v do_v no_o hurt_n if_o the_o law_n of_o england_n also_o be_v often_o read_v and_o expound_v in_o the_o several_a congregation_n of_o englishman_n at_o time_n appoint_v that_o they_o may_v know_v what_o to_o do_v for_o they_o know_v already_o what_o to_o believe_v a._n i_o think_v that_o neither_o the_o preach_n of_o friar_n nor_o monk_n nor_o of_o parochial_a priest_n tend_v to_o teach_v man_n what_o but_o who_o to_o believe_v for_o the_o power_n of_o the_o mighty_a have_v no_o foundation_n but_o in_o the_o opinion_n and_o belief_n of_o the_o people_n and_o the_o end_n which_o the_o pope_n have_v in_o multiply_a sermon_n be_v no_o other_o but_o to_o prop_v and_o enlarge_v his_o own_o authority_n over_o all_o christian_a king_n and_o state_n within_o the_o same_o time_n that_o be_v between_o the_o time_n of_o the_o emperor_n charles_n the_o great_a and_o of_o king_n edward_n the_o three_o of_o england_n begin_v their_o second_o polity_n which_o be_v to_o bring_v religion_n into_o a_o art_n and_o thereby_o to_o maintain_v all_o the_o decree_n of_o the_o roman_a church_n by_o disputation_n not_o only_o from_o the_o scripture_n but_o also_o from_o the_o philosophy_n of_o aristotle_n both_o moral_a and_o natural_a and_o to_o that_o end_n the_o pope_n exhort_v the_o say_a emperor_n by_o letter_n to_o erect_v school_n of_o all_o kind_n of_o literature_n and_o from_o thence_o begin_v the_o institution_n of_o university_n for_o not_o long_o after_o the_o university_n begin_v in_o paris_n and_o in_o oxford_n it_o be_v true_a that_o there_o be_v school_n in_o england_n before_o that_o time_n in_o several_a place_n for_o the_o instruction_n of_o child_n in_o the_o latin_a tongue_n that_o be_v to_o say_v in_o the_o tongue_n of_o the_o church_n but_o for_o a_o university_n of_o
