some_o paper_n of_o the_o commissioner_n of_o scotland_n give_v in_o late_o to_o the_o house_n of_o parliament_n concern_v the_o proposition_n of_o peace_n london_n print_v for_o robert_n bostock_n dwell_v at_o the_o sign_n of_o the_o king_n head_n in_o paul_n churchyard_n april_n 11._o 1646._o to_o the_o reader_n judicious_a and_o good_a reader_n the_o draw_v up_o of_o proposition_n for_o peace_n to_o be_v send_v unto_o the_o king_n for_o a_o long_a time_n have_v take_v up_o the_o thought_n and_o pain_n of_o those_o who_o sit_v at_o the_o stern_a and_o helm_n of_o affair_n the_o delay_n of_o send_v the_o proposition_n of_o late_a have_v busy_v the_o fancy_n and_o tongue_n of_o most_o man_n who_o do_v make_v it_o at_o this_o time_n the_o ordinary_a theme_n of_o their_o discourse_n which_o every_o one_o frame_v right_a or_o wrong_n as_o he_o be_v carry_v by_o interest_n but_o chief_o and_o main_o as_o he_o be_v lead_v by_o information_n reason_v to_o and_o fro_o he_o lay_v the_o cause_n of_o the_o thus_o delay_v to_o send_v proposition_n to_o his_o majesty_n upon_o those_o who_o he_o think_v and_o give_v out_o to_o be_v the_o let_v now_o see_v the_o great_a mistake_n of_o many_o well-minded_a man_n in_o this_o point_n who_o take_v thing_n at_o the_o second_o hand_n without_o be_v able_a to_o dive_v to_o the_o bottom_n and_o ground_n of_o affair_n shut_v at_o rover_n and_o do_v not_o attain_v the_o mark_n for_o the_o better_a information_n of_o all_o those_o who_o love_n truth_n and_o that_o faithful_a man_n with_o constancy_n to_o the_o principle_n whereunto_o we_o be_v all_o swear_v by_o our_o solemn_a covenant_n and_o tie_v to_o by_o divers_a treaty_n agreement_n and_o result_v after_o so_o many_o debate_n conference_n and_o mature_a deliberation_n be_v no_o more_o thus_o misunderstod_a as_o they_o be_v by_o some_o namely_o by_o those_o who_o be_v so_o much_o concern_v to_o know_v the_o truth_n and_o consequent_o to_o reject_v the_o sinistrous_a report_n raise_v and_o spread_v abroad_o against_o honesty_n integrity_n with_o constant_a faithfulness_n to_o the_o glory_n of_o god_n and_o good_a of_o his_o people_n i_o have_v clear_o understand_v from_o very_o good_a intelligence_n the_o cause_n in_o hand_n do_v set_v it_o down_o here_o true_o and_o simple_o as_o it_o be_v revera_fw-la without_o any_o disguisement_n by_o state_v the_o question_n otherways_o then_o it_o be_v indeed_o or_o by_o colour_v it_o with_o affect_a word_n which_o i_o here_o present_a unto_o thou_o judicious_a reader_n hearty_o for_o thy_o satisfaction_n with_o the_o copy_n of_o three_o paper_n give_v into_o the_o house_n of_o parliament_n by_o the_o commissioner_n of_o scotland_n which_o the_o last_o day_n fall_v into_o my_o hand_n i_o pray_v thou_o to_o take_v in_o good_a part_n this_o weak_a expression_n for_o the_o public_a good_a from_o he_o who_o constant_o pray_v for_o the_o welfare_n of_o jerusalem_n and_o wish_v thou_o to_o live_v in_o it_o happy_o and_o prosperous_o adieu_n the_o state_n of_o the_o question_n concern_v the_o proposition_n of_o peace_n the_o commissioner_n of_o scotland_n have_v for_o nine_o month_n ever_o since_o the_o twenty_o of_o june_n last_o press_v the_o send_n of_o the_o former_a proposition_n agree_v upon_o between_o the_o kingdom_n present_v to_o the_o king_n at_o oxford_n and_o whereof_o the_o most_o material_a be_v afterward_o debate_v upon_o at_o uxbridge_n the_o house_n of_o parliament_n upon_o the_o six_o of_o august_n last_o in_o answer_n to_o the_o scottish_a commissioner_n declare_v that_o proposition_n shall_v be_v send_v speedy_o but_o that_o they_o intend_v to_o make_v some_o alteration_n after_o nine_o month_n the_o house_n deliver_v to_o the_o scot_n commissioner_n upon_o the_o last_o of_o february_n some_o new_a proposition_n the_o commissioner_n of_o scotland_n upon_o the_o 16._o of_o march_n deliver_v in_o their_o answer_n to_o these_o proposition_n wherein_o they_o observe_v that_o all_o the_o omission_n addition_n or_o alteration_n make_v in_o the_o former_a proposition_n be_v in_o those_o thing_n which_o concern_v the_o joint_a interest_n and_o union_n of_o the_o kingdom_n upon_o the_o 26._o of_o march_n the_o house_n appoint_v a_o committee_n to_o debate_v with_o the_o scottish_a commissioner_n concern_v the_o difference_n which_o be_v chief_o these_o 1_o concern_v religion_n the_o house_n make_v a_o general_a proposition_n desire_v the_o king_n to_o assent_v to_o what_o they_o have_v or_o shall_v agree_v upon_o concern_v reformation_n of_o religion_n and_o concern_v uniformity_n in_o religion_n as_o the_o two_o kingdom_n shall_v agree_v the_o commissioner_n desire_v to_o know_v the_o particular_n that_o after_o so_o long_a consultation_n of_o the_o divine_n of_o both_o kingdom_n they_o may_v with_o knowledge_n and_o assurance_n consent_v to_o that_o proposition_n it_o be_v answer_v the_o house_n have_v not_o resolve_v what_o particular_n to_o send_v and_o the_o commissioner_n of_o scotland_n deny_v to_o consent_v till_o they_o be_v acquaint_v with_o the_o particular_n and_o take_v they_o into_o consideration_n 2_o concern_v the_o militia_n the_o commissioner_n desire_v the_o former_a proposition_n agree_v upon_o between_o the_o kingdom_n and_o debate_v at_o uxbridge_n to_o be_v send_v especial_o because_o it_o do_v near_o unite_v the_o kingdom_n the_o house_n in_o their_o new_a proposition_n will_v have_v the_o militia_n of_o the_o kingdom_n settle_v several_o each_o kingdom_n by_o itself_o apart_o the_o commissioner_n desire_v such_o a_o conjunction_n at_o least_o as_o both_o may_v upon_o occasion_n join_v together_o for_o suppress_v insurrection_n and_o oppose_v foreign_a invasion_n the_o house_n will_v have_v the_o militia_n settle_v in_o themselves_o from_o time_n to_o time_n without_o any_o limitation_n and_o not_o only_o the_o king_n but_o his_o posterity_n and_o the_o crown_n exclude_v in_o time_n come_v the_o commissioner_n conceive_v it_o necessary_a that_o for_o the_o security_n of_o the_o kingdom_n the_o militia_n shall_v be_v so_o settle_v as_o the_o king_n may_v have_v no_o power_n to_o make_v these_o kingdom_n twice_o miserable_a but_o that_o this_o be_v a_o case_n extraordinary_a it_o shall_v only_o be_v for_o a_o time_n and_o as_o upon_o the_o one_o part_n they_o think_v it_o most_o dangerous_a that_o the_o militia_n shall_v after_o expiration_n of_o that_o time_n be_v settle_v in_o the_o king_n alone_o so_o they_o hold_v it_o very_o unsafe_a that_o the_o fundamental_a law_n of_o the_o kingdom_n shall_v be_v alter_v and_o the_o crown_n for_o ever_o exclude_v from_o all_o interest_n &_o right_n whatsoever_o but_o after_o expiration_n of_o such_o a_o time_n as_o shall_v be_v agree_v upon_o the_o order_n of_o the_o militia_n may_v be_v by_o king_n and_o parliament_n according_a to_o the_o many_o declaration_n of_o both_o kingdom_n etc._n see_v collection_n of_o remonst_z pag._n 207_o 208._o 728_o 729_o 730._o etc._n etc._n and_o particular_o of_o the_o house_n of_o parliament_n who_o affirm_v it_o to_o be_v by_o the_o constitution_n and_o fundamental_a law_n of_o the_o kingdom_n in_o king_n and_o parliament_n together_o and_o only_o in_o case_n extraordinary_a when_o the_o king_n fail_v in_o his_o duty_n the_o parliament_n alone_o to_o provide_v for_o the_o security_n of_o the_o kingdom_n 3_o concern_v ireland_n the_o house_n allege_v that_o the_o transaction_n between_o the_o kingdom_n make_v at_o edinburgh_n 28._o november_n 1643._o be_v no_o treaty_n the_o commissioner_n make_v it_o appear_v that_o it_o be_v a_o treaty_n for_o that_o the_o english_a commissioner_n have_v power_n to_o treat_v agree_v and_o conclude_v article_n be_v draw_v up_o and_o agree_v unto_o which_o the_o house_n ratify_v and_o confirm_v in_o their_o vote_n of_o the_o nine_o of_o march_n and_o eleaventh_n of_o april_n 1643._o in_o the_o same_o votc_n call_v it_o a_o treaty_n and_o scotland_n perform_v their_o part_n of_o the_o treaty_n make_v their_o army_n stay_v and_o advance_v to_o they_o a_o hundred_o thousand_o pound_n sterling_a at_o the_o desire_n of_o england_n who_o then_o because_o of_o their_o low_a condition_n be_v not_o able_a to_o send_v they_o any_o relief_n and_o now_o the_o house_n make_v question_n to_o perform_v their_o part_n of_o the_o treaty_n to_o scotland_n last_o the_o difference_n be_v concern_v four_o proposition_n former_o agree_v upon_o between_o the_o kingdom_n and_o omit_v by_o the_o house_n in_o their_o new_a proposition_n they_o be_v 1._o the_o proposition_n that_o peace_n and_o war_n shall_v not_o be_v make_v without_o consent_n of_o both_o kingdom_n 2._o for_o education_n of_o the_o king_n child_n by_o consent_n of_o both_o kingdom_n 3._o for_o disband_v the_o army_n by_o consent_n of_o both_o kingdom_n 4._o for_o a_o act_n of_o oblivion_n by_o consent_n of_o both_o the_o commissioner_n desire_v that_o either_o the_o proposition_n concern_v religion_n the_o militia_n
to_o make_v they_o twice_o miserable_a wherein_o we_o be_v ready_a most_o hearty_o to_o concur_v so_o do_v we_o think_v it_o be_v not_o their_o intention_n to_o divest_v the_o king_n his_o posterity_n and_o crown_n for_o all_o time_n come_v of_o all_o power_n right_a and_o interest_n in_o the_o matter_n of_o militia_n so_o as_o although_o they_o be_v never_o so_o willing_a to_o follow_v the_o advice_n of_o their_o parliament_n yet_o they_o shall_v for_o ever_o be_v incapable_a and_o in_o no_o time_n come_v be_v admit_v to_o join_v with_o the_o parliament_n for_o ressi_v their_o enemy_n and_o protect_v their_o subject_n the_o apprehension_n whereof_o may_v prolong_v the_o king_n answer_n and_o hinder_v his_o consent_n and_o as_o may_v easy_o be_v collect_v from_o the_o debate_n at_o vxbridg_n may_v be_v interpret_v to_o be_v a_o fundamental_a alteration_n of_o the_o government_n contrary_a to_o the_o resolution_n and_o declaration_n of_o both_o kingdom_n and_o not_o so_o agreeable_a to_o the_o covenant_n may_v be_v make_v use_n of_o by_o our_o adversary_n for_o such_o a_o occasion_n of_o quarrel_v as_o they_o never_o have_v before_o may_v be_v make_v a_o mean_a to_o bring_v the_o common_a cause_n and_o our_o carriage_n into_o contempt_n &_o use_v by_o our_o enemy_n as_o a_o motive_n for_o provoke_v foreigne_a prince_n and_o state_n to_o engage_v in_o a_o war_n against_o we_o both_o part_n be_v provide_v for_o in_o the_o former_a proposition_n upon_o the_o one_o part_v the_o exercise_n and_o execution_n of_o the_o militia_n be_v not_o to_o be_v in_o the_o power_n of_o the_o king_n yet_o upon_o the_o other_o part_n be_v the_o commissioner_n in_o who_o hand_n it_o be_v to_o be_v trust_v to_o have_v their_o commission_n from_o king_n and_o parliament_n and_o it_o be_v condescend_v upon_o at_o uxbridge_n that_o the_o time_n shall_v be_v limit_v to_o seven_o year_n and_o after_o expiration_n of_o that_o term_n to_o be_v settle_v and_o exercise_v in_o such_o manner_n as_o his_o majesty_n and_o the_o parliament_n of_o both_o kingdom_n respective_a shall_v think_v fit_a but_o by_o this_o new_a proposition_n the_o whole_a power_n be_v to_o be_v settle_v in_o the_o two_o house_n of_o parliament_n and_o the_o crown_n altogether_o exclude_v from_o all_o interest_n in_o the_o militia_n for_o ever_o which_o therefore_o require_v a_o new_a consideration_n there_o be_v another_o thing_n which_o we_o profess_v do_v very_o much_o affect_v we_o that_o whereas_o in_o the_o large_a treaty_n of_o peace_n a_o commission_n for_o preservation_n of_o the_o peace_n then_o settle_v between_o the_o kingdom_n be_v judge_v most_o necessary_a and_o be_v mutual_o agree_v upon_o and_z according_o in_o pursuance_n thereof_o commissioner_n be_v appoint_v by_o the_o parliament_n of_o scotland_n to_o who_o the_o house_n of_o parliament_n upon_o several_a occasion_n make_v their_o address_n to_o good_a purpose_n and_o whereas_o in_o the_o former_a proposition_n several_a article_n be_v set_v down_o with_o mutual_a consent_n for_o conserve_n the_o peace_n firm_o and_o inviolable_o for_o all_o time_n to_o come_v yet_o in_o this_o new_a proposition_n although_o the_o danger_n be_v no_o less_o and_o the_o necessity_n no_o less_o urgent_a there_o be_v not_o so_o much_o as_o mention_v make_v of_o any_o mean_a to_o be_v use_v or_o course_n to_o be_v take_v for_o conserve_n the_o peace_n between_o the_o kingdom_n and_o betwixt_o the_o king_n and_o either_o of_o they_o but_o all_o pass_v in_o silence_n all_o which_o necessary_a consideration_n we_o offer_v to_o the_o wisdom_n of_o the_o honourable_a house_n that_o they_o may_v continue_v in_o their_o resolution_n to_o send_v the_o former_a proposition_n as_o they_o be_v propose_v at_o uxbridge_n which_o will_v be_v free_a of_o debate_n be_v more_o likely_a to_o be_v obtain_v of_o the_o king_n majesty_n and_o will_v serve_v more_o for_o the_o peace_n and_o good_a correspondence_n of_o the_o kingdom_n especial_o that_o the_o conservation_n of_o peace_n for_o the_o future_a may_v be_v provide_v for_o to_o the_o 19_o and_o 20._o proposition_n we_o do_v agree_v to_o the_o 21._o proposition_n we_o do_v agree_v with_o this_o addition_n the_o like_a for_o the_o kingdom_n of_o scotland_n concern_v the_o nomination_n of_o the_o lord_n of_o the_o privy_a council_n lord_n of_o session_n and_o exchequer_n officer_n of_o state_n and_o justice_n general_n in_o such_o manner_n as_o the_o estate_n in_o parliament_n shall_v think_v fit_a the_o proposition_n concern_v the_o education_n marriage_n and_o choose_v of_o the_o tutor_n and_o governor_n of_o the_o king_n child_n by_o consent_n of_o both_o kingdom_n be_v omit_v in_o these_o new_a proposition_n the_o proposition_n concern_v the_o make_n of_o peace_n or_o war_n with_o foreigne_a prince_n and_o state_n with_o advice_n and_o consent_n of_o both_o kingdom_n be_v also_o omit_v in_o these_o proposition_n the_o proposition_n concern_v the_o disband_n the_o army_n by_o consent_n of_o both_o kingdom_n be_v likewise_o omit_v the_o proposition_n for_o pass_v a_o act_n of_o oblivion_n in_o the_o parliament_n of_o both_o kingdom_n be_v omit_v we_o desire_v that_o the_o proposition_n concern_v the_o city_n of_o london_n as_o also_o the_o proposition_n concern_v delinquent_n may_v be_v speedy_o deliver_v unto_o we_o that_o they_o may_v be_v dispatch_v with_o the_o rest_n upon_o the_o whole_a matter_n if_o the_o house_n of_o parliament_n shall_v think_v fit_a for_o the_o present_a to_o send_v only_o the_o three_o proposition_n concern_v religion_n the_o militia_n and_o ireland_n as_o they_o be_v propose_v at_o uxbridge_n we_o do_v agree_v but_o if_o they_o think_v fit_a that_o more_o proposition_n be_v send_v at_o this_o time_n we_o do_v desire_v that_o all_o the_o proposition_n which_o concern_v the_o joint_a interest_n of_o both_o kingdom_n and_o be_v omit_v in_o the_o new_a proposition_n may_v be_v send_v likewise_o although_o we_o be_v of_o the_o judgement_n that_o every_o particular_a and_o circumstance_n of_o the_o proposition_n be_v not_o of_o so_o great_a importance_n to_o these_o kingdom_n as_o peace_n and_o war_n shall_v depend_v thereupon_o have_v thus_o free_o in_o such_o brotherly_a manner_n as_o the_o matter_n of_o peace_n do_v require_v judgee_v most_o behooveful_a and_o expeditious_a and_o to_o give_v testimony_n of_o our_o true_a and_o earnest_a desire_n and_o readiness_n to_o concur_v with_o the_o honourable_a house_n in_o all_o such_o thing_n as_o upon_o a_o friendly_a debate_n shall_v be_v find_v conducible_a for_o procure_v settle_v and_o propagate_a such_o a_o peace_n as_o we_o all_o desire_n for_o our_o common_a happiness_n march_v 16._o 1646._o it_o be_v not_o unknown_a to_o the_o honourable_a house_n of_o parliament_n how_o long_o a_o time_n we_o have_v wait_v here_o in_o patience_n and_o silence_n for_o the_o settle_n of_o church-government_n according_a to_o the_o covenant_n and_o we_o ourselves_o know_v for_o which_o we_o have_v many_o witness_n at_o home_n in_o the_o church_n of_o scotland_n how_o zealous_a we_o have_v be_v of_o the_o honour_n of_o the_o parliament_n in_o this_o matter_n what_o have_v be_v our_o care_n and_o industry_n to_o persuade_v and_o assure_v that_o although_o hope_v model_n of_o church-government_n in_o the_o church_n of_o england_n and_o of_o uniformity_n with_o the_o church_n of_o scotland_n by_o some_o praevious_a and_o particular_a ordinance_n of_o parliament_n which_o be_v but_o part_n of_o the_o building_n but_o be_v to_o expect_v the_o last_o ordinance_n which_o will_v supply_v the_o defect_n of_o the_o former_a and_o by_o rear_v up_o the_o whole_a house_n in_o proportion_n and_o beauty_n will_v in_o the_o end_n give_v to_o every_o judicious_a eye_n and_o zealous_a heart_n a_o full_a satisfaction_n we_o do_v also_o with_o thankfulness_n government_n of_o the_o church_n heresy_n and_o sect_n be_v so_o multiply_v and_o schism_n have_v so_o much_o prevail_v that_o if_o there_o be_v not_o in_o time_n a_o powerful_a remedy_n provide_v this_o church_n after_o so_o many_o misery_n of_o a_o bloody_a and_o long_a last_a war_n will_v be_v in_o worse_a case_n than_o the_o former_a be_v from_o which_o it_o be_v take_v for_o a_o great_a treaty_n of_o the_o date_n march_v 10._o 1641_o the_o commissioner_n of_o scotland_n from_o the_o sense_n of_o the_o trouble_n of_o that_o church_n arise_v from_o the_o prelate_n of_o the_o church_n of_o england_n do_v by_o many_o argument_n press_v unity_n in_o religion_n and_o uniformity_n of_o church-government_n in_o the_o three_o kingdom_n unto_o which_o from_o the_o king_n &_o parliament_n joint_o a_o comfortable_a and_o hopeful_a answer_n be_v return_v for_o obtain_v their_o desire_n thereafter_o in_o the_o year_n 1642_o the_o general_n assembly_n of_o the_o church_n of_o scotland_n second_v and_o assist_v by_o the_o lord_n of_o secret_a council_n do_v upon_o the_o same_o ground_n renew_v the_o same_o desire_n and_o receive_v from_o the_o parliament_n of_o england_n not_o only_o a_o profession_n of_o their_o great_a contentment_n in_o the_o motion_n propose_v with_o many_o thanks_o but_o also_o a_o large_a approbation_n of_o the_o motive_n upon_o which_o it_o be_v urge_v which_o be_v the_o more_o strict_a union_n of_o both_o kingdom_n more_o safe_a easy_a and_o comfortable_a government_n of_o his_o majesty_n and_o both_o to_o himself_o and_o people_n more_o free_a other_o sectary_n more_o profitable_a use_n of_o the_o ministry_n in_o draw_v they_o from_o unpleasant_a and_o unprofitable_a controversy_n to_o the_o press_v of_o mortification_n and_o to_o be_v express_v in_o their_o declaration_n and_o resolution_n in_o answer_n to_o the_o declaration_n of_o the_o general_n assembly_n together_o with_o a_o sad_a complaint_n that_o the_o miserable_a estate_n of_o this_o church_n and_o kingdom_n be_v not_o able_a to_o endure_v any_o long_a delay_n and_o a_o desire_n that_o some_o godly_a and_o learned_a divine_n may_v be_v send_v from_o the_o and_o crown_v with_o a_o solemn_a league_n and_o covenant_n now_o translate_v in_o other_o tongue_n and_o know_v throughout_o all_o christendom_n which_o be_v take_v as_o for_o other_o good_a end_n so_o for_o endeavour_v the_o near_a conjunction_n and_o uniformity_n in_o religion_n and_o church-government_n and_o the_o extirpation_n of_o heresy_n and_o schism_n all_o which_o consider_v we_o may_v be_v bold_a to_o say_v without_o preface_n or_o apology_n which_o about_o the_o like_a purpose_n the_o house_n of_o parliament_n in_o that_o their_o declaration_n judge_v unnecessary_a that_o it_o will_v be_v the_o sin_n and_o shame_n of_o the_o church_n of_o england_n and_o the_o sorrow_n of_o all_o the_o reform_a church_n particular_o of_o the_o church_n of_o scotland_n if_o after_o so_o many_o preparation_n and_o so_o solemn_a league_n and_o covenant_n be_v enter_v into_o for_o endeavour_v the_o near_a conjunction_n and_o uniformity_n in_o religion_n and_o church-goverhment_a and_o the_o extirpation_n of_o heresy_n and_o schism_n not_o only_o all_o sort_n of_o blasphemy_n heresy_n and_o sect_n which_o be_v now_o multiply_v and_o liberty_n of_o conscience_n which_o be_v plead_v for_o shall_v have_v place_n but_o unity_n and_o uniformity_n in_o religion_n which_o be_v so_o much_o preach_v and_o write_v against_o shall_v be_v slight_v and_o the_o covenant_n itself_o wrest_v and_o pervert_v to_o speak_v that_o which_o it_o never_o intend_v and_o which_o do_v not_o enter_v into_o any_o man_n mind_n in_o the_o beginning_n such_o a_o violence_n as_o the_o holy_a scripture_n itself_o have_v suffer_v from_o perverse_a and_o heretical_a spirit_n and_o this_o church_n after_o so_o long_a a_o time_n further_o from_o uniformity_n among_o themselves_o and_o with_o other_o reform_a church_n than_o they_o be_v at_o first_o when_o it_o be_v judge_v so_o necessary_a against_o these_o so_o dangerous_a and_o destructive_a evil_n we_o earnest_o desire_v the_o honourable_a house_n to_o provide_v effectual_a remedy_n and_o we_o pray_v god_n so_o to_o bless_v their_o endeavour_n that_o the_o ruin_n of_o religion_n in_o both_o kingdom_n with_o the_o horrid_a consequence_n thereof_o which_o be_v the_o work_n of_o satan_n and_o his_o instrument_n contrary_a to_o the_o work_n of_o god_n and_o his_o servant_n may_v while_n there_o be_v yet_o hope_v be_v wise_o and_o speedy_o prevent_v the_o other_o material_a point_n which_o we_o desire_v to_o offer_v be_v concern_v the_o late_a ordinance_n of_o parliament_n 14_o march_n 1645_o with_o the_o direction_n aug._n 19_o 1645_o which_o in_o discharge_n of_o their_o duty_n to_o god_n in_o pursuance_n of_o the_o covenant_n and_o in_o thankfulness_n to_o god_n for_o his_o mercy_n they_o have_v after_o long_a consultation_n resolve_v upon_o and_o wherein_o there_o be_v divers_a evidence_n of_o the_o piety_n and_o wisdom_n of_o the_o honourable_a house_n for_o which_o not_o only_o the_o church_n of_o england_n but_o the_o church_n of_o scotland_n and_o all_o the_o reform_a church_n have_v cause_n to_o bless_v the_o lord_n yet_o it_o be_v acknowledge_v that_o there_o may_v be_v need_n of_o supplement_n and_o addition_n and_o haply_o also_o of_o alteration_n in_o some_o thing_n and_o it_o be_v suppose_v that_o the_o advice_n of_o the_o assembly_n of_o divine_n wherein_o we_o have_v be_v assistant_n be_v have_v thereunto_o and_o we_o be_v entrust_v by_o the_o church_n of_o scotland_n in_o matter_n that_o concern_v they_o so_o near_o upon_o their_o common_a interest_n we_o have_v take_v the_o freedom_n to_o present_v our_o thought_n concern_v some_o particular_n contain_v in_o the_o ordinance_n first_o concern_v the_o subordination_n of_o the_o assembly_n of_o the_o church_n to_o the_o parliament_n we_o make_v no_o question_n but_o the_o parliament_n be_v superior_a to_o all_o the_o assembly_n of_o the_o church_n in_o place_n dignity_n honour_n and_o earthly_a power_n that_o civil_a power_n be_v the_o vicegerent_n of_o god_n on_o earth_n and_o that_o minister_n be_v only_a servant_n and_o ambassador_n and_o that_o the_o magistrate_n be_v custos_fw-la utriusque_fw-la tabulae_fw-la and_o may_v by_o his_o authority_n compel_v the_o minister_n and_o assembly_n of_o the_o church_n to_o perform_v the_o duty_n which_o christ_n require_v of_o they_o like_a as_o the_o minister_n be_v bind_v to_o render_v a_o reason_n and_o account_v of_o their_o proceed_n to_o the_o civil_a power_n with_o all_o humility_n and_o reverence_n we_o do_v only_o desire_v that_o without_o diminution_n of_o or_o derogation_n unto_o the_o right_n and_o just_a power_n of_o the_o parliament_n or_o civil_a magistrate_n the_o expression_n of_o subordination_n may_v be_v alter_v because_o it_o may_v suppose_v contrary_a to_o the_o meaning_n of_o the_o parliament_n that_o the_o relation_n of_o one_o church-assemble_o to_o another_o and_o of_o the_o assembly_n to_o the_o parliament_n and_o of_o appeal_n of_o one_o to_o another_o be_v of_o the_o same_o kind_n and_o in_o the_o same_o line_n as_o if_o the_o civil_a power_n be_v not_o only_o about_o matter_n of_o the_o church_n and_o religion_n but_o be_v formal_o ecclesiastical_a and_o to_o be_v exercise_v ecclesiastical_o because_o some_o may_v interpret_v it_o to_o be_v such_o a_o headship_n and_o supremacy_n in_o the_o church_n as_o sometime_o be_v in_o the_o pope_n and_o have_v be_v retain_v in_o substance_n in_o this_o kingdom_n as_o the_o fountain_n of_o the_o high-commission_n and_o foundation_n of_o other_o corruption_n contrary_a to_o the_o judgement_n of_o all_o such_o as_o have_v seek_v after_o further_a reformation_n and_o because_o it_o be_v against_o
