yet_o the_o parliament_n can_v but_o take_v notice_n of_o the_o artifices_fw-la that_o be_v use_v to_o misrepresent_v their_o intention_n and_o to_o blemish_v their_o proceed_n before_o the_o people_n by_o these_o mean_n do_v industrious_o labour_v to_o dis-affect_a the_o people_n to_o the_o parliament_n be_v such_o who_o by_o specious_a pretence_n will_v first_o put_v out_o their_o eye_n that_o they_o may_v not_o see_v the_o way_n to_o their_o own_o true_a liberty_n and_o then_o bring_v they_o back_o again_o into_o their_o old_a servitude_n the_o parliament_n therefore_o to_o omit_v nothing_o in_o their_o power_n that_o may_v undeceive_v honest_a and_o well_o mean_v man_n have_v think_v it_o necessary_a in_o this_o conjuncture_n of_o time_n and_o affair_n to_o declare_v and_o manifest_a as_o they_o do_v hereby_o what_o their_o intention_n be_v as_o to_o the_o government_n of_o these_o nation_n with_o some_o other_o particular_n relate_v thereunto_o wherein_o they_o be_v whole_o subject_a and_o obedient_a to_o the_o civil_a authority_n 2._o there_o be_v nothing_o more_o essential_a to_o the_o freedom_n of_o a_o state_n than_o that_o the_o people_n shall_v be_v govern_v by_o the_o law_n and_o that_o justice_n be_v administer_v by_o such_o only_a as_o be_v accountable_a for_o maladministration_n it_o be_v hereby_o further_o declare_v that_o all_o proceed_n touch_v the_o life_n liberty_n and_o estate_n of_o all_o the_o free_a people_n of_o this_o commonwealth_n shall_v be_v according_a to_o the_o law_n of_o the_o land_n and_o that_o the_o parliament_n ministry_n not_o to_o be_v alien_v or_o alter_v from_o that_o use_n and_o distribute_v in_o such_o manner_n as_o they_o may_v be_v apply_v to_o such_o place_n as_o stand_v in_o most_o need_n that_o
