present_a great_a evil_a to_o prevent_v a_o less_o that_o be_v to_o come_v and_o probable_o may_v not_o come_v at_o all_o chap._n vii_o suppose_v such_o a_o law_n it_o will_v not_o be_v effectual_a king_n as_o no_o force_n can_v be_v use_v without_o a_o rebellion_n so_o no_o law_n can_v be_v make_v without_o vsurpution_n the_o one_o be_v the_o take_n of_o his_o sword_n and_o the_o other_o the_o
