do_v not_o prevail_v against_o one_o dissent_v brother_n so_o this_o convocation_n shall_v return_v to_o the_o parliament_n not_o the_o result_n of_o the_o whole_a assembly_n because_o carry_v by_o the_o major_a part_n of_o the_o member_n but_o the_o name_n of_o party_n assent_v and_o dissent_v this_o convocation_n i_o humble_o conceive_v aught_o to_o be_v make_v up_o only_o of_o minister_n of_o the_o gospel_n that_o have_v whole_o set_v apart_o themselves_o for_o the_o work_n of_o the_o ministry_n and_o study_n of_o divinity_n for_o as_o the_o supreme_a magistrate_n usual_o call_v man_n of_o that_o call_n and_o profession_n about_o which_o he_o be_v to_o make_v law_n as_o be_v the_o most_o fit_a to_o give_v counsel_n in_o the_o thing_n they_o be_v call_v for_o so_o doubtless_o none_o be_v so_o fit_a to_o be_v advise_v with_o in_o matter_n concern_v religion_n as_o those_o that_o be_v most_o learned_a and_o verse_v in_o it_o for_o i_o hold_v they_o not_o only_o the_o fit_a member_n in_o a_o assembly_n convene_v to_o treat_v of_o matter_n concern_v religion_n but_o also_o not_o unfit_a yea_o as_o fit_a as_o any_o other_o man_n to_o sit_v and_o vote_n in_o parliament_n for_o this_o opinion_n of_o a_o double_a jurisdiction_n ecclesiastical_a and_o civil_a that_o lay-man_n must_v be_v judge_n in_o civil_a court_n and_o minister_n in_o ecclesiastical_a assembly_n as_o it_o have_v bar_v lay-man_n from_o sit_v at_o least_o from_o vote_v in_o synod_n and_o counsel_n so_o have_v it_o remove_v clergyman_n from_o sit_v and_o be_v judge_n in_o civil_a court_n and_o parliament_n which_o opinion_n have_v outgo_v the_o papist_n in_o some_o thing_n for_o though_o they_o do_v not_o permit_v lay-man_n to_o have_v vote_n yea_o hardly_o to_o sit_v in_o synod_n yet_o do_v the_o popish_a magistrate_n admit_v ecclesiastical_a man_n in_o their_o court_n and_o judicatories_n thus_o late_o bishop_n in_o england_n sit_v in_o parliament_n i_o confess_v that_o pope_n to_o advance_v the_o build_n of_o their_o empire_n within_o the_o empire_n of_o magistrate_n king_n and_o emperor_n will_v be_v sure_a to_o have_v a_o oar_n in_o every_o boat_n yea_o more_o for_o though_o they_o have_v member_n of_o their_o own_o in_o civil_a court_n yet_o they_o permit_v no_o member_n of_o civil_a court_n to_o sit_v and_o vote_n in_o synod_n and_o counsel_n but_o some_o protestant_a magistrate_n in_o reform_v popery_n as_o they_o have_v not_o so_o much_o relinquish_v and_o part_v with_o their_o own_o right_a as_o popish_a magistrate_n to_o loose_v their_o right_n in_o call_v and_o vote_v in_o synod_n so_o have_v they_o more_o wrong_v the_o clergy_n debar_v they_o from_o sit_v and_o vote_v in_o their_o court_n which_o i_o humble_o conceive_v to_o be_v a_o loss_n to_o the_o magistrate_n and_o a_o wrong_n and_o injury_n do_v to_o the_o minister_n and_o thereupon_o i_o propound_v these_o consideration_n 1._o debart_v of_o the_o minister_n from_o sit_v and_o vote_v in_o parliament_n have_v occasion_v and_o confirm_v man_n mind_n special_o of_o minister_n in_o that_o opinion_n that_o there_o be_v such_o a_o thing_n in_o scripture_n and_o reason_n as_o a_o government_n in_o the_o hand_n of_o church-officer_n distinct_a from_o that_o of_o the_o magistrate_n and_o that_o there_o be_v a_o double_a jurisdiction_n &_o two_o judicatories_n one_o civil_a whereof_o the_o magistrate_n and_o laity_n be_v member_n and_o judge_n and_o another_o ecclesiastical_a in_o which_o minister_n only_o must_v sit_v and_o vote_n for_o minister_n think_v it_o but_o reasonable_a that_o since_o they_o be_v keep_v off_o by_o the_o laity_n from_o be_v member_n in_o parliament_n and_o in_o all_o civil_a judicatories_n so_o likewise_o the_o magistrate_n and_o the_o laity_n shall_v not_o be_v admit_v to_o sit_v and_o vote_n in_o synod_n whereas_o it_o be_v certain_a that_o there_o be_v no_o ground_n in_o scripture_n or_o reason_n for_o a_o double_a jurisdiction_n &_o a_o government_n distinct_a from_o that_o of_o the_o magistrate_n and_o all_o judicial_a proceed_n in_o whatsoever_o court_n assembly_n parliament_n synod_n presbytery_n be_v act_n of_o the_o magistrate_n jurisdiction_n the_o minister_n now_o consider_v as_o as_o member_n of_o a_o christian_a commonwealth_n aught_o to_o enjoy_v the_o same_o privilege_n as_o the_o other_o member_n of_o it_o all_o which_o make_v i_o conceive_v that_o it_o be_v more_o heat_n than_o reason_n that_o make_v so_o many_o write_v against_o the_o bishop_n vote_v in_o parliament_n beside_o it_o be_v no_o good_a work_n to_o divide_v jurisdiction_n which_o by_o the_o minister_n sit_v and_o vote_v in_o parliament_n like_o other_o rank_n of_o man_n be_v reunite_v 2._o there_o be_v in_o a_o parliament_n man_n of_o all_o sort_n and_o rank_n gentleman_n lawyer_n physician_n apothecary_n merchant_n and_o they_o all_o have_v a_o equal_a interest_n to_o maintain_v religion_n land_n liberty_n law_n wife_n and_o child_n of_o their_o own_o it_o be_v altogether_o unreasonable_a that_o minister_n that_o be_v alike_o concern_v in_o all_o these_o and_o be_v as_o well_o member_n of_o the_o commonwealth_n as_o the_o best_a of_o they_o shall_v notwithstanding_o as_o it_o be_v be_v cull_v out_o from_o have_v that_o privilege_n that_o other_o of_o their_o fellow-citizen_n enjoy_v 3._o it_o be_v know_v that_o man_n do_v not_o sit_v and_o vote_n in_o parliament_n as_o merchant_n physician_n silk-man_n or_o draper_n and_o that_o if_o there_o be_v new_a law_n to_o make_v or_o old_a to_o alter_v suppose_v about_o some_o manufacture_n as_o cloth-working_a a_o member_n of_o parliament_n be_v professor_n of_o that_o craft_n which_o be_v in_o agitation_n be_v the_o most_o able_a to_o discourse_v upon_o that_o subject_n
