himself_o and_o so_o supply_v the_o want_n by_o other_o but_o if_o he_o want_v this_o part_n of_o piety_n all_o the_o rest_n will_v do_v little_a good_a with_o the_o people_n and_o mr._n john_n avila_n note_v to_o the_o council_n of_o trent_n that_o not_o only_a christ_n himself_o but_o his_o apostle_n also_o after_o he_o lay_v hand_n rather_o of_o virtuous_a man_n to_o make_v bishop_n though_o they_o be_v marry_v than_o of_o great_a learned_a clerk_n and_o so_o do_v the_o two_o description_n make_v by_o st._n paul_n to_o timothy_n and_o to_o titus_n of_o good_a bishop_n declare_v though_o learning_n also_o be_v necessary_a but_o more_o the_o other_o the_o bishop_n ought_v to_o have_v a_o roll_n of_o all_o the_o preacher_n pastor_n and_o priest_n within_o his_o diocese_n with_o the_o name_n surname_n parentage_n age_n talent_n manner_n merit_n and_o occupation_n and_o to_o study_v and_o go_v they_o over_o often_o and_o to_o add_v every_o year_n that_o which_o his_o officer_n do_v bring_v in_o their_o visitation_n of_o their_o merit_n or_o demerit_n and_o beside_o this_o to_o have_v some_o special_a man_n of_o confidence_n and_o zeal_n in_o every_o place_n to_o advertise_v he_o of_o that_o which_o pass_v for_o his_o better_a instruction_n to_o the_o end_n that_o when_o benefice_n or_o other_o charge_n shall_v fall_v void_a he_o may_v provide_v they_o with_o more_o facility_n and_o commend_v also_o to_o the_o prince_n such_o person_n as_o deserve_v to_o be_v prefer_v to_o high_a room_n and_o put_v back_o deprive_v or_o chasten_v they_o that_o behave_v themselves_o evil_a the_o like_a lift_v aught_o the_o archbishop_n to_o have_v over_o all_o the_o bishopric_n under_o their_o charge_n and_o the_o same_o aught_o to_o have_v the_o prince_n and_o his_o chief_a counsellor_n over_o all_o the_o realm_n so_o all_o good_a man_n shall_v not_o need_v to_o sue_v and_o labour_v to_o be_v employ_v nor_o the_o ambitious_a great_o profit_v themselves_o by_o the_o preservation_n of_o a_o good_a english_a clergy_n that_o the_o provide_v of_o priest_n for_o benefice_n within_o every_o diocese_n shall_v be_v reduce_v to_o the_o bishop_n and_o to_o certain_a of_o the_o chapter_n or_o chief_a man_n about_o he_o to_o be_v assign_v for_o that_o effect_n and_o that_o the_o preferment_n shall_v go_v by_o opposition_n and_o trial_n both_o for_o learning_n and_o manner_n and_o certain_a examiner_n to_o be_v appoint_v for_o the_o determination_n who_o shall_v give_v their_o determination_n upon_o their_o oath_n and_o that_o the_o patron_n of_o benefice_n that_o now_o be_v in_o england_n shall_v be_v recompense_v with_o some_o other_o privilege_n or_o honour_n to_o be_v do_v to_o they_o in_o their_o parish_n where_o they_o be_v patron_n but_o not_o to_o present_v the_o person_n nor_o give_v advowsons_n or_o at_o leastwise_o if_o all_o be_v not_o to_o be_v take_v away_o the_o most_o shall_v be_v that_o they_o present_v some_o three_o or_o four_o able_a man_n together_o both_o for_o learning_n and_o manner_n and_o that_o the_o bishop_n with_o his_o examiner_n may_v take_v who_o of_o those_o they_o judge_v most_o worthy_a after_o examination_n make_v of_o man_n learning_n by_o opposition_n and_o disputation_n the_o like_a examination_n or_o rather_o much_o more_o strict_a aught_o to_o be_v make_v of_o life_n and_o manner_n either_o by_o the_o self_n same_o examiner_n or_o rather_o by_o other_o to_o determine_v also_o upon_o their_o oath_n as_o the_o former_a and_o this_o second_o examination_n ought_v to_o be_v make_v by_o testimony_n of_o letter_n and_o witness_n concern_v the_o behaviour_n of_o the_o pretender_n and_o ever_o the_o merit_n and_o virtue_n ought_v to_o be_v prefer_v before_o learning_n and_o to_o the_o end_n man_n be_v not_o disgrace_v by_o this_o second_o examination_n after_o they_o have_v pass_v the_o first_o of_o learning_n perhaps_o it_o will_v be_v best_a that_o this_o go_v first_o and_o if_o any_o man_n be_v find_v defective_a in_o this_o he_o may_v with_o less_o discredit_n desist_v from_o the_o other_o and_o let_v the_o trial_n and_o opposition_n be_v publish_v some_o week_n or_o month_n before_o as_o shall_v be_v think_v necessary_a and_o great_o it_o will_v import_v that_o all_o benefice_n be_v give_v and_o take_v in_o england_n with_o this_o express_a condition_n that_o upon_o merit_n or_o demerit_n they_o may_v be_v change_v or_o take_v away_o and_o the_o party_n remove_v either_o to_o high_o or_o low_a benefice_n or_o to_o
