unlimited_a exportation_n of_o wool_n as_o much_o as_o any_o person_n whatsoever_o but_o then_o there_o ought_v to_o be_v find_v out_o a_o way_n for_o a_o full_a consumption_n of_o it_o within_o ourselves_o or_o else_o i._n first_o let_v it_o be_v consider_v whether_o the_o make_n of_o such_o a_o act_n of_o parliament_n as_o shall_v and_o will_v inevitable_o occasion_v the_o fall_n of_o rent_n of_o most_o of_o the_o gentleman_n and_o free-holder_n estate_n all_o over_o england_n those_o of_o the_o inland_a county_n as_o well_o as_o other_o only_a to_o gratify_v three_o or_o four_o hundred_o particular_a person_n of_o the_o hamborrow-company_n east-india-company_n etc._n etc._n let_v all_o the_o member_n of_o the_o inland_a county_n and_o other_o i_o say_v consider_v whether_o such_o a_o act_n can_v be_v for_o the_o general_n and_o public_a good_a of_o the_o kingdom_n ii_o then_o consider_v if_o when_o the_o price_n of_o our_o wool_n be_v bring_v down_o from_o twelve_o penny_n a_o pound_n to_o nine_o penny_n and_o eight_o penny_n a_o pound_n your_o rent_n do_v then_o fall_v a_o quarter_n part_n whether_o your_o rent_n will_v not_o proportionable_o fall_v if_o you_o bring_v wool_n from_o eight_o penny_n to_o four_o penny_n a_o pound_n that_o be_v half_a in_o half_n or_o proportionable_o be_v it_o what_o it_o will_v so_o as_o that_o several_a gentleman_n who_o be_v now_o worth_a four_o hundred_o pound_n per_fw-la annum_fw-la and_o twenty_o year_n ago_o be_v worth_a five_o or_o six_o hundred_o pound_n per_fw-la annum_fw-la in_o good_a land_n may_v not_o be_v worth_a in_o two_o or_o three_o year_n time_n above_o two_o hundred_o and_o fifty_o or_o three_o hundred_o pound_n per_fw-la annum_fw-la and_o only_o by_o the_o fall_n of_o their_o rent_n without_o any_o thing_n of_o bad_a husbandry_n but_o occasion_v by_o your_o act._n how_o such_o a_o general_a loss_n of_o the_o real_a value_n of_o our_o estate_n shall_v be_v for_o the_o common_a good_a of_o the_o kingdom_n i_o know_v not_o except_o you_o will_v say_v ireland_n be_v in_o a_o better_a condition_n and_o able_a to_o bear_v great_a tax_n than_o england_n because_o land_n be_v as_o yet_o but_o of_o half_a the_o value_n there_o that_o it_o be_v here_o and_o therefore_o that_o you_o will_v bring_v your_o land_n down_o to_o be_v only_o equal_a in_o value_n to_o those_o in_o ireland_n iii_o consider_v whether_o upon_o all_o emergent_a occasion_n and_o necessity_n of_o the_o government_n you_o do_v not_o constant_o fly_v to_o a_o land-tax_n as_o the_o most_o sure_a and_o certain_a to_o preserve_v the_o king_n and_o kingdom_n how_o can_v it_o be_v the_o interest_n of_o england_n then_o to_o pull_v down_o and_o sink_v our_o own_o rent_n thus_o can_v we_o either_o landord_v or_o tenant_n bear_v and_o pay_v as_o much_o out_o of_o two_o hundred_o or_o two_o hundred_o and_o fifty_o pound_n a_o year_n as_o we_o can_v out_o of_o four_o or_o five_o hundred_o pound_n proportionable_o to_o what_o it_o fall_v it_o will_v hold_v be_v it_o what_o it_o will._n when_o that_o estate_n of_o we_o which_o bring_v we_o in_o six_o hundred_o pound_n a_o year_n will_v now_o bring_v we_o in_o but_o four_o hundred_o pound_n a_o year_n and_o sometime_o hardly_o that_o do_v we_o pay_v a_o tax_n with_o a_o vengeance_n in_o the_o fall_n of_o our_o rent_n iv_o consider_v that_o if_o the_o parliament_n do_v not_o take_v some_o care_n or_o make_v some_o provision_n in_o their_o act_n for_o the_o better_a consumption_n of_o wool_n you_o must_v needs_o lower_v and_o fall_v the_o price_n of_o all_o your_o wool_n thereby_o first_o we_o have_v see_v and_o find_v this_o by_o experience_n ever_o since_o the_o prohibition_n all_o the_o time_n of_o charles_n the_o ii_o and_o james_n the_o ii_o it_o have_v continue_v fall_v more_o and_o more_o every_o year_n second_o it_o stand_v to_o reason_n for_o if_o any_o way_n or_o method_n of_o the_o vend_n or_o consumption_n be_v stop_v or_o obstruct_v and_o no_o other_o way_n substitute_v in_o the_o room_n thereof_o that_o shall_v make_v away_o with_o as_o much_o it_o must_v necessary_o lower_v the_o price_n and_o who_o be_v it_o that_o get_v by_o this_o lower_a of_o the_o price_n of_o wool_n certain_o you_o will_v all_o say_v not_o the_o landlord_n nor_o the_o tenant_n no_o nor_o yet_o the_o carder_n the_o spinner_n nor_o the_o worker_n the_o clothier_n nor_o the_o dyer_n for_o they_o be_v force_v to_o sell_v their_o clothes_n low_a according_o to_o they_o that_o buy_v they_o who_o then_o chief_o a_o few_o factor_n and_o particular_a person_n of_o the_o hamborrow-company_n and_o other_o company_n who_o do_v and_o will_v beat_v down_o the_o price_n of_o our_o cloth_n here_o at_o home_n and_o buy_v it_o at_o the_o low_a rate_n nay_o and_o under_o the_o rate_n that_o the_o clothier_n can_v many_o time_n well_o afford_v it_o and_o then_o sell_v it_o beyond_o sea_n at_o their_o own_o rate_n and_o thus_o this_o which_o the_o whole_a country_n lose_v they_o put_v into_o their_o own_o private_a pocket_n let_v they_o keep_v up_o a_o moderate_a price_n for_o our_o cloth_n here_o and_o that_o will_v keep_v up_o the_o price_n of_o our_o wool_n and_o then_o they_o need_v not_o fear_v the_o export_n of_o it_o for_o if_o we_o can_v have_v a_o reasonable_a price_n for_o it_o here_o without_o hazard_n so_o as_o to_o pay_v our_o rent_n none_o will_v be_v so_o foolish_a or_o mad_a to_o venture_v their_o neck_n to_o transport_v it_o but_o it_o be_v the_o necessity_n that_o be_v put_v upon_o they_o that_o now_o enforce_v they_o to_o it_o when_o the_o clothier_n will_v or_o can_v not_o buy_v their_o wool_n at_o such_o a_o indifferent_a rate_n as_o will_v enable_v they_o to_o pay_v their_o landlord_n because_o the_o cunning_a buyer_n of_o our_o cloth_n endeavour_v still_o to_o beat_v down_o the_o price_n at_o home_n v._o therefore_o i_o inquire_v and_o let_v it_o be_v consider_v in_o such_o a_o case_n what_o shall_v the_o country_n do_v or_o what_o will_v you_o have_v they_o do_v with_o the_o overplus_n of_o their_o wool_n who_o at_o this_o time_n have_v two_o year_n wool_n lie_v on_o their_o hand_n which_o our_o own_o clothier_n be_v not_o able_a or_o willing_a to_o buy_v at_o such_o reasonable_a rate_n as_o aforesaid_a vi_o let_v it_o be_v consider_v whether_o it_o can_v be_v for_o the_o interest_n of_o england_n when_o we_o have_v more_o wool_n of_o our_o own_o than_o we_o can_v or_o at_o least_o do_v consume_v in_o manufacture_n to_o suffer_v the_o importation_n of_o great_a quantity_n of_o irish_a wool_n which_o also_o help_v to_o bring_v down_o the_o price_n of_o our_o own_o and_o it_o be_v certain_a that_o they_o have_v all_o along_o for_o these_o many_o year_n bring_v in_o great_a quantity_n of_o irish_a wool_n into_o london_n barnstable_n and_o other_o place_n in_o the_o west_n which_o serve_v every_o jot_n as_o well_o as_o our_o own_o wool_n for_o their_o use_n must_v not_o that_o then_o hinder_v the_o consumption_n of_o so_o many_o pound_n of_o our_o own_o wool_n and_o that_o be_v so_o much_o cheap_a than_o we_o bring_v down_o the_o price_n of_o we_o vii_o let_v it_o be_v consider_v whether_o the_o lowness_n of_o the_o price_n of_o our_o wool_n have_v not_o some_o influence_n on_o the_o lowness_n of_o the_o price_n of_o corn_n and_o so_o consequent_o do_v affect_v all_o the_o land_n of_o england_n it_o be_v most_o certain_a it_o do_v which_o be_v easy_o demonstrate_v for_o when_o wool_n be_v low_a and_o bear_v but_o a_o small_a price_n so_o that_o the_o tenant_n can_v live_v and_o raise_v his_o rent_n by_o that_o than_o he_o turn_v more_o to_o tillage_n break_v up_o and_o sow_n more_o land_n which_o bring_v down_o the_o price_n of_o corn_n but_o if_o wool_n bear_v a_o good_a price_n than_o they_o will_v run_v more_o into_o breed_v sheep_n and_o grasing_n and_o so_o let_v more_o of_o their_o land_n lie_v till_o corn_n grow_v so_o dear_a again_o as_o sufficient_a to_o answer_v the_o honest_a husband-man_n labour_n and_o charge_n which_o now_o it_o be_v not_o therefore_o to_o keep_v up_o the_o price_n of_o our_o wool_n be_v one_o certain_a way_n to_o keep_v up_o the_o price_n of_o our_o corn_n and_o how_o necessary_a that_o be_v you_o be_v all_o sensible_a by_o make_v so_o many_o act_n for_o the_o exportation_n of_o it_o
