one_o thousand_o six_o hundred_o and_o fifty_o entitle_v a_o act_n for_o prevent_a injury_n and_o wrong_n do_v to_o merchant_n at_o sea_n in_o their_o person_n ship_n or_o good_n and_o prohibit_v mariner_n from_o serve_v under_o foreign_a prince_n or_o state_n without_o licence_n it_o be_v for_o the_o reason_n therein_o set_v forth_o enact_v that_o all_o english_a mariner_n and_o seaman_n that_o be_v then_o serve_v abroad_o in_o the_o service_n of_o any_o foreign_a prince_n or_o state_n shall_v within_o the_o space_n of_o four_o month_n then_o next_o ensue_v and_o now_o past_a withdraw_v themselves_o from_o such_o foreign_a service_n and_o repair_v home_o to_o serve_v the_o commonwealth_n of_o england_n according_a to_o their_o duty_n under_o pain_n to_o be_v severe_o punish_v and_o that_o if_o any_o english_a mariner_n and_o seaman_n shall_v from_o and_o after_o the_o pass_n of_o the_o say_v recite_v act_n depart_v out_o of_o england_n and_o enter_v into_o any_o foreign_a service_n without_o special_a licence_n first_o obtain_v that_o every_o such_o offence_n shall_v be_v punish_v with_o death_n as_o by_o that_o act_n more_o at_o large_a appear_v which_o notwithstanding_o divers_a english_a mariner_n and_o seaman_n do_v still_o continue_v abroad_o in_o such_o service_n without_o repair_v home_o to_o serve_v this_o commonwealth_n as_o that_o act_n require_v and_o other_o have_v withdraw_v without_o licence_n contrary_a to_o the_o tenor_n of_o the_o same_o act_n whereby_o they_o have_v give_v just_a cause_n for_o a_o criminal_a proceed_v to_o be_v have_v against_o they_o nevertheless_o the_o parliament_n be_v unwilling_a to_o look_v severe_o upon_o such_o past_a default_n incline_v rather_o to_o extend_v grace_n and_o mercy_n to_o all_o by_o the_o authority_n of_o the_o same_o that_o all_o shipwrights_a ship-carpenter_n mariner_n and_o sea_n man_n belong_v to_o this_o commonwealth_n serving-abroad_a in_o any_o ship_n or_o ship_n vessel_n or_o vessel_n belong_v to_o any_o foreign_a prince_n state_n or_o person_n or_o which_o shall_v be_v employ_v in_o building_n or_o repair_v of_o any_o ship_n or_o vessel_n for_o any_o foreign_a prince_n state_n or_o person_n whatsoever_o shall_v within_o the_o several_a space_n of_o time_n hereafter_o limit_v withdraw_v from_o such_o service_n and_o make_v their_o personal_a repair_n home_o to_o wit_n such_o as_o be_v in_o service_n of_o the_o french_a or_o of_o the_o state_n general_n of_o the_o unite_a province_n or_o any_o of_o the_o people_n thereof_o now_o within_o any_o of_o the_o same_o province_n or_o in_o the_o service_n of_o they_o or_o any_o other_o foreign_a prince_n state_n or_o person_n in_o any_o of_o the_o ship_n or_o fleet_n in_o the_o narrow_a sea_n or_o in_o the_o northern_a sea_n within_o ten_o week_n next_o ensue_a the_o publication_n of_o this_o act_n and_o for_o such_o other_o as_o be_v serve_v in_o the_o east-indies_n that_o they_o and_o every_o of_o they_o shall_v repair_v home_o within_o two_o year_n after_o such_o publication_n and_o for_o such_o as_o be_v serve_v in_o the_o west-indies_n or_o any_o other_o far_o distant_a and_o remote_a place_n that_o they_o and_o every_o of_o they_o shall_v repair_v home_o within_o twelve_o month_n after_o such_o publication_n as_o aforesaid_a &_o give_v notice_n of_o such_o their_o return_v into_o their_o native_a country_n to_o the_o governor_n or_o chief_a magistrate_n of_o the_o port_n or_o place_n where_o they_o arrive_v who_o be_v to_o record_v the_o same_o in_o a_o book_n and_o to_o certify_v the_o tenor_n thereof_o to_o the_o council_n of_o state_n or_o committee_n or_o commissioner_n of_o the_o navy_n or_o admiralty_n for_o the_o time_n be_v to_o the_o end_n care_n may_v be_v take_v for_o their_o present_a employment_n when_o they_o shall_v make_v their_o address_n for_o the_o same_o upon_o pain_n of_o all_o and_o every_o the_o shipwrights_a ship-carpenter_n mariner_n and_o sea_n man_n offend_v in_o the_o premise_n to_o be_v proceed_v against_o and_o adjudge_v to_o suffer_v the_o pain_n of_o death_n and_o likewise_o to_o forfeit_v as_o in_o case_n of_o felony_n and_o it_o be_v ordain_v and_o enact_v by_o the_o authority_n aforesaid_a that_o the_o say_a offence_n and_o every_o of_o they_o shall_v be_v inquire_v on_o and_o hear_v and_o determine_v by_o and_o before_o such_o discreet_a person_n as_o shall_v be_v appoint_v by_o the_o lord_n commissioner_n of_o the_o great_a seal_n of_o england_n for_o the_o time_n be_v to_o be_v commissioner_n or_o want_v of_o opportunity_n to_o come_v home_o or_o what_o other_o matter_n shall_v be_v just_a provide_v also_o and_o be_v it_o declare_v and_o enact_v by_o the_o authority_n aforesaid_a that_o nothing_o in_o this_o act_n contain_v shall_v be_v interpret_v to_o the_o excuse_n or_o extenuation_n of_o the_o crime_n and_o offence_n of_o any_o shipwright_n ship-carpenter_n sea_n man_n mariner_z or_o other_o person_n belong_v to_o this_o commonwealth_n who_o shall_v be_v take_v in_o the_o service_n of_o any_o other_o state_n or_o person_n against_o this_o commonwealth_n but_o that_o they_o shall_v be_v liable_a to_o the_o severe_a penalty_n of_o the_o law_n in_o that_o behalf_n as_o soon_o as_o they_o may_v be_v apprehend_v and_o bring_v forth_o to_o answer_v for_o such_o their_o
