a_o bill_n in_o order_n to_o pass_v into_o a_o act_n of_o parliament_n to_o settle_v that_o trade_n express_o declare_v that_o the_o concurrence_n of_o the_o parliament_n be_v necessary_a to_o make_v a_o complete_a and_o useful_a settlement_n thereof_o 4_o by_o the_o decline_a to_o have_v this_o matter_n bring_v to_o a_o legal_a determination_n as_o be_v propose_v before_o the_o privy_a council_n by_o those_o who_o oppose_v the_o pass_v the_o new_a charter_n 5_o by_o the_o several_a petition_n deliver_v the_o honourable_a house_n of_o commons_o by_o the_o company_n themselves_o and_o other_o by_o their_o procurement_n pray_v to_o have_v this_o company_n establish_v by_o act_n of_o parliament_n which_o plain_o show_v that_o they_o themselves_o acknowledge_v the_o subject_n have_v a_o right_n to_o that_o trade_n till_o they_o be_v exclude_v from_o it_o by_o act_n of_o parliament_n and_o it_o seem_v a_o great_a hardship_n and_o a_o addition_n to_o the_o misfortune_n which_o have_v already_o and_o daily_o do_v attend_v trader_n in_o this_o war_n by_o the_o loss_n and_o disappointment_n which_o they_o have_v and_o do_v sustain_v in_o their_o trade_n to_o have_v the_o war_n make_v a_o pretence_n to_o deprive_v they_o of_o the_o right_n which_o they_o have_v to_o trade_n to_o the_o east-indies_n from_o which_o they_o can_v not_o be_v hinder_v if_o it_o be_v now_o a_o time_n of_o peace_n and_o to_o have_v that_o great_a and_o profitable_a trade_n give_v only_o to_o some_o of_o their_o majesty_n subject_n to_o which_o all_o the_o subject_n of_o england_n have_v a_o equal_a right_n by_o law_n and_o from_o which_o they_o can_v legal_o be_v exclude_v by_o any_o charter_n whatever_o it_o may_v rather_o have_v be_v suppose_v that_o the_o loss_n and_o disappointment_n which_o have_v attend_v all_o trader_n in_o this_o war_n shall_v have_v be_v a_o occasion_n of_o indulge_v they_o in_o their_o lawful_a trade_n rather_o than_o be_v make_v use_n of_o as_o now_o it_o be_v to_o hinder_v they_o of_o their_o right_n to_o this_o profitable_a trade_n and_o of_o the_o most_o probable_a mean_n of_o retrieve_v the_o loss_n they_o have_v and_o do_v daily_o sustain_v by_o the_o war_n and_o it_o may_v well_o have_v be_v conclude_v that_o the_o want_n of_o money_n which_o the_o public_a revenue_n have_v feel_v by_o the_o interruption_n of_o trade_n and_o the_o difficulty_n which_o appear_v to_o find_v out_o way_n and_o mean_n to_o raise_v money_n to_o carry_v on_o the_o war_n will_v have_v be_v reason_n sufficient_a to_o encourage_v all_o merchant_n to_o trade_n rather_o than_o to_o hinder_v they_o from_o their_o lawful_a trade_n for_o if_o those_o merchant_n who_o petition_v in_o august_n last_o for_o protection_n for_o four_o hundred_o seaman_n to_o go_v to_o the_o east-indies_n in_o five_o ship_n this_o season_n can_v have_v obtain_v the_o same_o they_o will_v have_v pay_v sixty_o thousand_o pound_n for_o custom_n at_o the_o return_n of_o those_o ship_n in_o less_o than_o two_o year_n time_n and_o have_v furnish_v their_o majesty_n with_o five_o hundred_o tun_n of_o salt-petre_n at_o 60_o l._n per_fw-la tun_n which_o by_o the_o company_n be_v hinder_v other_o from_o trade_n and_o not_o trade_v themselves_o be_v now_o sell_v at_o 160_o l._n per_fw-la tun_n and_o they_o will_v also_o have_v furnish_v the_o nation_n with_o calico_n and_o other_o east-india_n good_n much_o cheaper_o than_o they_o be_v now_o from_o holland_n or_o than_o they_o will_v be_v by_o the_o company_n if_o they_o have_v the_o monopoly_n of_o that_o trade_n who_o though_o they_o have_v no_o charter_n have_v protection_n grant_v they_o for_o twelve_o hundred_o seaman_n at_o the_o same_o time_n when_o other_o be_v refuse_v and_o yet_o in_o the_o last_o two_o year_n time_n they_o have_v not_o pay_v above_o twenty_o or_o twenty_o one_o thousand_o pound_n for_o custom_n and_o of_o that_o great_a part_n for_o alien_n and_o other_o man_n good_n bring_v home_n in_o their_o ship_n these_o merchant_n who_o petition_v for_o protection_n for_o four_o hundred_o seaman_n to_o go_v to_o the_o east-indies_n be_v so_o well_o assure_v of_o their_o right_n to_o the_o trade_n that_o they_o not_o only_o offer_v to_o bring_v it_o to_o a_o trial_n at_o law_n last_o term_n but_o public_o declare_v to_o all_o the_o world_n that_o if_o it_o have_v be_v time_n of_o peace_n and_o that_o they_o can_v have_v be_v secure_a of_o their_o seman_n not_o be_v press_v from_o they_o they_o will_v have_v sit_v out_o ship_n for_o the_o east-indies_n barefaced_a and_o stand_v upon_o the_o law_n of_o the_o land_n for_o their_o justification_n all_o which_o be_v humble_o submit_v to_o consideration_n and_o it_o be_v humble_o hope_v the_o continuance_n of_o these_o mischief_n will_v be_v prevent_v by_o assert_v the_o right_n of_o all_o the_o subject_n of_o england_n to_o the_o freedom_n of_o trade_n until_o they_o be_v exclude_v from_o it_o by_o act_n of_o parliament_n and_o that_o some_o effectual_a provision_n may_v be_v make_v to_o secure_v the_o freedom_n of_o trade_n in_o time_n of_o war_n to_o all_o their_o majesty_n subject_n indifferent_o that_o so_o some_o may_v not_o be_v interrupt_v and_o stop_v in_o the_o exercise_n of_o it_o whilst_o other_o be_v permit_v free_o to_o enjoy_v it_o
