dread_v a_o prison_n shall_v pay_v fee_n for_o imprison_v himself_o as_o for_o chamber-rent_n let_v we_o first_o consider_v the_o chamber_n the_o number_n of_o bed_n in_o each_o chamber_n and_o the_o furniture_n of_o the_o room_n and_o likewise_o consider_v the_o condition_n misfortune_n and_o calamity_n that_o attend_v a_o prisoner_n and_o that_o it_o be_v not_o the_o wealth_n nor_o over-abundance_n of_o fortune_n that_o usher_v a_o man_n into_o a_o prison_n and_o therefore_o be_v it_o reasonable_a that_o any_o person_n under_o dismal_a circumstance_n shall_v be_v compel_v to_o pay_v more_o in_o a_o prison_n for_o lodging_n than_o he_o or_o she_o be_v wont_a or_o able_a to_o pay_v when_o at_o liberty_n or_o be_v it_o reasonable_a that_o a_o pitiful_a dog-hole_n in_o a_o the_o kingdom_n the_o late_a change_n of_o government_n have_v taugho_n a_o great_a many_o of_o all_o sort_n throughout_o the_o kingdom_n a_o great_a deal_n of_o experience_n that_o be_v ignorant_a of_o a_o prison_n before_o and_o perhaps_o will_v not_o believe_v what_o hardship_n other_o have_v undergo_v in_o prison_n before_o they_o till_o they_o come_v there_o to_o make_v experiment_n themselves_o therefore_o it_o shall_v be_v the_o interest_n of_o every_o individual_a man_n to_o give_v his_o help_a hand_n towards_o the_o regulation_n of_o prison_n and_o the_o correction_n of_o gaoler_n for_o it_o be_v believe_v that_o it_o never_o be_v the_o intention_n of_o the_o government_n to_o make_v the_o subject_n unfortunate_a circumstance_n the_o property_n of_o gaoler_n and_o to_o prevent_v such_o future_a irregularity_n not_o know_v who_o turn_v a_o prison_n may_v be_v next_o the_o follow_v head_n towards_o the_o regulation_n of_o prison_n be_v most_o humble_o offer_v to_o both_o house_n of_o parliament_n imprimis_fw-la that_o such_o commissioner_n as_o have_v no_o dependence_n upon_o any_o of_o the_o four_o court_n at_o westminster_n be_v name_v and_o appoint_v by_o such_o a_o time_n as_o the_o direction_n of_o both_o house_n shall_v think_v fit_a as_o well_o for_o enquity_n of_o the_o extortion_n and_o exaction_n commit_v since_o their_o majesty_n general_n free_a pardon_n in_o all_o the_o prison_n in_o and_o about_o the_o city_n of_o london_n and_o westminster_n as_o also_o to_o inspect_v into_o the_o chamber_n cellar_n room_n measure_n liquor_n rule_n rate_n and_o fee_n of_o every_o such_o prison_n or_o prison_n and_o to_o report_v the_o same_o upon_o oath_n as_o either_o or_o both_o house_n of_o parliament_n shall_v think_v meet_a second_o that_o all_o the_o old_a extortive_a table_n of_o fee_n use_v in_o any_o or_o all_o of_o the_o say_a prison_n be_v bring_v into_o the_o house_n of_o commons_o and_o there_o examine_v and_o order_v as_o that_o honourable_a house_n shall_v judge_v fit_a three_o that_o that_o no_o gaoler_n shall_v presume_v on_o the_o forfeiture_n of_o his_o place_n to_o employ_v any_o prisoner_n in_o any_o call_v employ_v or_o vocation_n either_o by_o day_n or_o by_o night_n in_o any_o prison_n or_o prison_n whatsoever_o but_o procure_v and_o employ_v such_o as_o be_v free_a and_o dread_a a_o prison_n four_o that_o no_o man_n that_o ever_o have_v be_v a_o thief_n a_o robber_n a_o high-way-man_n or_o that_o be_v convict_v of_o any_o treason_n felony_n perjury_n or_o forgery_n be_v admit_v into_o any_o employment_n or_o place_n whatsoever_o in_o prison_n or_o prison_n throughout_o the_o kingdom_n five_o that_o a_o table_n of_o fee_n be_v set_v up_o in_o a_o public_a place_n in_o every_o and_o either_o of_o the_o say_a prison_n where_o every_o prisoner_n shall_v have_v access_n thereto_o and_o that_o no_o gaoler_n shall_v presume_v on_o the_o forfeiture_n of_o his_o place_n as_o aforesaid_a and_o to_o be_v forthwith_o prosecute_v in_o such_o manner_n and_o order_n as_o both_o or_o either_o house_n of_o parliament_n shall_v direct_v to_o demand_v any_o more_o fee_n or_o chamber-rent_n then_o as_o express_o mention_v in_o the_o table_n of_o fee_n so_o to_o be_v put_v up_o in_o every_o prison_n and_o that_o no_o gaoler_n on_o the_o forfeiture_n aforesaid_a shall_v put_v any_o person_n or_o person_n in_o iron_n that_o do_v not_o stand_v charge_v with_o treason_n burglary_n or_o felony_n six_o that_o no_o gaoler_n shall_v presume_v to_o hinder_v friend_n acquaintance_n or_o relation_n from_o any_o prisoner_n or_o prisoner_n whatsoever_o except_o there_o be_v a_o order_n of_o council_n a_o warrant_n from_o the_o secretary_n of_o state_n or_o from_o the_o judge_n or_o either_o of_o they_o to_o the_o contrary_a and_o that_o no_o gaoler_n shall_v refuse_v to_o let_v in_o at_o all_o seasonable_a hour_n such_o meat_n drink_v and_o other_o necessary_n for_o to_o
