towards_o the_o effect_n of_o so_o universal_o acceptable_a a_o work_n as_o this_o and_o the_o removal_n of_o the_o innumerable_a inconvenience_n that_o do_v now_o and_o have_v in_o all_o age_n attend_v this_o kingdom_n through_o defect_n of_o such_o provision_n for_o the_o poor_a will_v not_o be_v ill_o take_v although_o the_o plaster_n at_o first_o essay_n do_v not_o exact_o fit_v the_o sore_a in_o the_o discourse_n of_o this_o subject_n i_o shall_v first_o assert_v some_o particular_n which_o i_o think_v ar●●greed_v by_o common_a consent_n and_o from_o thence_o take_v occasion_n to_o proceed_v to_o what_o be_v more_o doubtful_a 1._o that_o our_o poor_a in_o england_n have_v always_o be_v in_o a_o most_o sad_a and_o wretched_a condition_n some_o famish_v for_o want_n of_o bread_n other_o starve_v with_o cold_a and_o nakedness_n and_o many_o whole_a family_n in_o all_o the_o out_o part_n of_o city_n and_o great_a town_n common_o remain_v in_o a_o languish_a nasty_a question_v how_o come_v it_o to_o pass_v that_o in_o england_n we_o do_v not_o nor_o ever_o do_v comfortable_o maintain_v and_o employ_v our_o poor_a the_o common_a answer_n to_o this_o question_n otherwise_o what_o be_v the_o reason_n that_o in_o our_o late_a time_n of_o confusion_n and_o alteration_n wherein_o almost_o every_o party_n in_o the_o nation_n at_o one_o time_n or_o other_o take_v
