the_o humble_a petition_n of_o divers_a well-affected_n person_n deliver_v the_o 6_o day_n of_o july_n 1659._o to_o the_o supreme_a authority_n the_o parliament_n of_o the_o commonwealth_n of_o england_n with_o the_o parliament_n answer_v thereunto_o and_o sense_n thereupon_o london_n print_v for_o thomas_n brewcter_n at_o the_o three_o bibles_n in_o paul_n churchyard_n at_o the_o west_n end_n 1659._o to_o the_o supreme_a authority_n the_o parliament_n of_o the_o commonwealth_n of_o england_n the_o humble_a petition_n of_o divers_a well-affected_a person_n showeth_n that_o your_o petitioner_n have_v for_o many_o year_n observe_v the_o breathe_n and_o long_n of_o this_o nation_n after_o rest_n and_o settlement_n and_o that_o upon_o mistake_a ground_n they_o have_v be_v ready_a even_o to_o sacrifice_v and_o yield_v up_o part_v of_o their_o own_o undoubted_a right_n to_o follow_v after_o a_o appearance_n of_o it_o and_o your_o petitioner_n do_v daily_o see_v the_o bad_a effect_n of_o long_a continue_a distraction_n in_o the_o ruin_n and_o decay_v of_o trade_n forraign_n and_o domestic_a and_o in_o the_o advantage_n that_o be_v take_v to_o make_v confederacy_n to_o involve_v the_o nation_n in_o blood_n and_o confusion_n under_o pretence_n of_o procure_v a_o settlement_n that_o it_o have_v be_v the_o practice_n of_o all_o nation_n upon_o the_o subversion_n of_o any_o form_n of_o government_n to_o provide_v immediate_o a_o new_a constitution_n suitable_a to_o their_o condition_n with_o certain_a succession_n and_o descent_n that_o so_o both_o their_o lawgiver_n and_o magistrate_n may_v use_v their_o several_a trust_n according_a to_o the_o establish_a constitution_n and_o the_o people_n mind_n be_v settle_v secure_a and_o free_a from_o attempt_n of_o intraduce_v several_a form_n of_o government_n according_a to_o the_o variety_n of_o their_o fancy_n or_o corrupt_a interest_n that_o god_n have_v preserve_v this_o nation_n wonderful_o without_o example_n many_o year_n since_o the_o dissolution_n of_o the_o old_a form_n of_o government_n by_o king_n lord_n and_o commons_o there_o have_v be_v no_o fundamental_a constitution_n of_o any_o kind_n due_o settle_v nor_o any_o certain_a succession_n provide_v for_o the_o legislative_a power_n but_o even_o at_o this_o instant_n if_o by_o any_o sudden_a sickness_n design_n or_o force_n any_o considerable_a number_n of_o your_o person_n shall_v be_v render_v incapable_a of_o meet_v in_o parliament_n the_o commonwealth_n be_v without_o form_n of_o successive_a legislature_n or_o magistracy_n and_o leave_v to_o the_o mercy_n of_o the_o strong_a faction_n yet_o we_o have_v reason_n to_o remember_v in_o these_o year_n of_o unsettlement_n the_o expressible_a suffering_n of_o this_o nation_n in_o their_o strength_n wealth_n honour_n liberty_n and_o all_o thing_n conduce_v to_o their_o well-being_n and_o we_o have_v like_o reason_n now_o sad_o to_o apprehend_v the_o unpend_a ruin_n and_o we_o can_v discern_v a_o possibility_n of_o your_o honour_n unanimous_a and_o expeditious_a proceed_n towards_o our_o country_n preservation_n and_o relief_n from_o its_o heavy_a pressure_n while_o your_o mind_n be_v not_o settle_v in_o any_o know_a constitution_n of_o government_n or_o fundamental_a order_n according_a to_o which_o all_o law_n shall_v be_v make_v but_o diverse_a or_o contrary_a interest_n may_v be_v prosecute_v upon_o different_a apprehension_n of_o the_o justice_n and_o prudence_n of_o different_a form_n of_o government_n though_o all_o with_o good_a intention_n your_o petitioner_n therefore_o conceive_v no_o remedy_n so_o effectual_a against_o the_o present_a danger_n as_o the_o settlement_n of_o the_o people_n mind_n and_o put_v they_o into_o actual_a security_n of_o their_o property_n and_o liberty_n by_o a_o due_a establishment_n of_o the_o constitution_n under_o which_o they_o may_v evident_o apprehend_v their_o certain_a enjoyment_n of_o they_o and_o thereupon_o a_o return_n of_o their_o trade_n and_o free_a commerce_n without_o those_o continual_a fear_n that_o make_v such_o frequent_a stop_n in_o trade_n to_o the_o ruin_n of_o thousand_o and_o your_o petitioner_n also_o observe_v that_o the_o interest_n of_o the_o late_a king_n son_n be_v cry_v up_o and_o promote_v daily_o upon_o pretence_n that_o there_o will_v be_v nothing_o but_o confusion_n and_o tyranny_n until_o he_o come_v to_o govern_v and_o that_o such_o as_o declare_v for_o a_o commonwealth_n be_v for_o annarchy_n and_o confusion_n and_o can_v never_o agree_v among_o themselves_o what_o they_o will_v have_v upon_o serious_a thought_n of_o the_o premise_n your_o petitioner_n do_v presume_v with_o all_o humility_n and_o submission_n to_o your_o wisdom_n to_o offer_v to_o your_o honour_n their_o principal_n and_o proposal_n concern_v the_o government_n of_o this_o nation_n whereupon_o they_o humble_o conceive_v a_o just_a and_o prudent_a government_n ought_v to_o be_v establish_v viz._n i._o that_o the_o constitution_n of_o the_o civil_a government_n of_o england_n by_o king_n lord_n and_o commons_o be_v dissolve_v whatever_o new_a constitution_n or_o government_n can_v be_v make_v or_o settle_v according_a to_o any_o rule_n of_o righteousness_n it_o can_v be_v no_o other_o than_o a_o wise_a order_n or_o method_n into_o which_o the_o free_a people_n deputy_n shall_v be_v form_v for_o the_o make_n of_o their_o law_n and_o take_v care_n for_o their_o common_a safety_n and_o welfare_n in_o the_o execution_n of_o they_o for_o the_o exercise_n of_o all_o just_a authority_n over_o a_o free_a people_n ought_v under_o god_n to_o arise_v from_o their_o own_o consent_n ii_o that_o the_o government_n of_o a_o free_a people_n ought_v to_o be_v so_o settle_v that_o the_o governor_n and_o govern_v may_v have_v the_o same_o interest_n in_o preserve_v the_o government_n and_o each_o other_o propriety_n and_o liberty_n respective_o that_o be_v the_o only_a sure_a foundation_n of_o a_o commonwealth's_a unity_n peace_n strength_n and_o prosperity_n iii_o that_o there_o can_v be_v a_o union_n of_o the_o interest_n of_o a_o whole_a nation_n in_o the_o government_n where_o those_o who_o shall_v sometime_o govern_v be_v not_o also_o sometime_o in_o the_o condition_n of_o the_o govern_v otherwise_o the_o governor_n will_v not_o be_v in_o a_o capacity_n to_o feel_v the_o weight_n of_o the_o government_n nor_o the_o govern_v to_o enjoy_v the_o advantage_n of_o it_o and_o then_o it_o will_v be_v the_o interest_n of_o the_o major_a part_n to_o destroy_v the_o government_n as_o much_o as_o it_o will_v be_v the_o interest_n of_o the_o minor_a part_n to_o preserve_v it_o iv_o that_o there_o be_v no_o security_n that_o the_o supreme_a authority_n shall_v not_o fall_v into_o faction_n and_o be_v lead_v by_o their_o private_a interest_n to_o keep_v themselves_o always_o in_o power_n and_o direct_v the_o government_n to_o their_o private_a advantage_n if_o that_o supreme_a authority_n be_v settle_v in_o any_o single_a assembly_n whatsoever_o that_o shall_v have_v the_o entire_a power_n of_o propound_v debate_v and_o resolve_v law_n v._o that_o the_o sovereign_a authority_n in_o every_o government_n of_o what_o kind_n soever_o aught_o to_o be_v certain_a in_o its_o perpetual_a succession_n revolution_n or_o descent_n and_o without_o possibility_n by_o the_o judgement_n of_o humane_a prudence_n of_o a_o death_n or_o failer_z of_o its_o be_v because_o the_o whole_a form_n of_o the_o government_n be_v dissolve_v if_o that_o shall_v happen_v and_o the_o people_n in_o the_o utmost_a imminent_a danger_n of_o a_o absolute_a tyranny_n or_o a_o war_n among_o themselves_o or_o rapine_n and_o confusion_n and_o therefore_o where_o the_o government_n be_v popular_a the_o assembly_n in_o who_o reside_v the_o supreme_a authority_n ought_v never_o to_o die_v or_o dissolve_v though_o the_o person_n be_v annual_o change_a neither_o ought_v they_o to_o trust_v the_o sovereign_a care_n of_o the_o strength_n and_o safety_n of_o the_o people_n our_o of_o their_o own_o hand_n by_o allow_v a_o vacation_n to_o themselves_o lest_o those_o that_o shall_v be_v trust_v be_v in_o love_n with_o such_o great_a authority_n and_o aspire_v to_o be_v their_o master_n or_o else_o fear_v a_o account_n and_o seek_v the_o dissolution_n of_o the_o commonwealth_n to_o avoid_v it_o vi_o that_o it_o ought_v to_o be_v declare_v as_o a_o fundamental_a order_n in_o the_o constitution_n of_o this_o commonwealth_n that_o the_o parliament_n be_v the_o supreme_a legislative_a power_n be_v intend_v only_o for_o the_o exercise_n of_o all_o those_o act_n of_o authority_n that_o be_v proper_a and_o peculiar_a unto_o the_o legislative_a power_n and_o to_o provide_v for_o a_o magistracy_n unto_o who_o shall_v appertain_v the_o whole_a executive_a power_n of_o the_o law_n and_o no_o case_n either_o civil_a or_o criminal_a to_o be_v judge_v in_o parliament_n save_v that_o the_o last_o appeal_n in_o all_o case_n where_o appeal_n shall_v be_v think_v fit_a to_o be_v admit_v be_v only_o unto_o the_o popular_a assembly_n and_o also_o that_o unto_o
