Punishments which make the People fear the effects of its violence judg consequently what is the Conclusion of the interested hypocritical Party who leave the Princes but a mean power of making themselves to be obeyed in taking away from them the care of Godliness which is the strongest and most sure power The fear of Punishment may hinder the riseing of rebels but true Religion will stifle the design and not admit a thought of it 11.
