a_o parliament_n must_v have_v its_o foundation_n and_o flow_v and_o result_v from_o the_o whole_a sovereignty_n before_o the_o exercise_n and_o application_n of_o such_o a_o act_n in_o the_o issue_v out_o of_o writ_n can_v in_o that_o way_n of_o power_n that_o be_v mere_o executive_a be_v capable_a of_o give_v a_o legality_n to_o what_o be_v do_v and_o therefore_o the_o most_o rightful_a king_n that_o be_v and_o who_o have_v both_o the_o whole_a and_o entire_a sovereignty_n and_o the_o legal_a authority_n and_o power_n of_o execute_v it_o full_o and_o inherent_o lodge_v and_o vest_v 〈◊〉_d he_o may_v nevertheless_o command_v and_o do_v thing_n illegal_a and_o arbitrary_a if_o he_o extend_v his_o executive_a power_n in_o command_v and_o do_v those_o thing_n which_o by_o the_o rule_n of_o the_o constitution_n and_o the_o law_n of_o the_o land_n do_v lie_v out_o of_o the_o verge_n of_o his_o royal_a and_o sovereign_a power_n for_o every_o act_n that_o a_o prince_n exert_v his_o authority_n in_o and_o about_o must_v first_o lie_v within_o the_o circle_n and_o precinct_n of_o his_o sovereign_n and_o legal_a power_n before_o his_o exercise_n of_o his_o authority_n in_o and_o concern_v it_o can_v be_v lawful_a and_o justifiable_a otherwise_o all_o exercise_n of_o executive_a royal_a power_n though_o by_o the_o most_o legitimate_a and_o lawful_a king_n be_v so_o far_o from_o be_v legal_a act_n that_o they_o be_v act_n of_o force_n and_o violence_n no_o man_n will_v deny_v but_o that_o king_n james_n be_v a_o lawful_a and_o rightful_a king_n and_o that_o he_o have_v both_o the_o entire_a sovereignty_n and_o the_o executive_a power_n of_o government_n full_o and_o legal_o vest_v in_o he_o and_o yet_o the_o convention_n in_o their_o act_n of_o donation_n of_o the_o crown_n to_o william_n and_o mary_n and_o which_o act_n stand_v confirm_v by_o this_o parliament_n do_v not_o only_o declare_v that_o the_o power_n to_o which_o he_o pretend_v of_o dispense_n with_o the_o law_n or_o the_o execution_n of_o the_o law_n by_o regal_a authority_n be_v illegal_a and_o that_o his_o issue_v out_o a_o commission_n for_o erect_v the_o late_a court_n of_o commissioner_n for_o ecclesiastical_a cause_n and_o all_o other_o commission_n and_o court_n of_o the_o like_a nature_n be_v illegal_a and_o pernicious_a not_o to_o mention_v that_o large_a roll_n of_o many_o exercise_n of_o his_o executive_a power_n which_o they_o do_v there_o declare_v to_o have_v 〈◊〉_d also_o illegal_a but_o they_o make_v assign_v and_o lay_v they_o down_o as_o the_o ground_n reason_n and_o motive_n why_o they_o withdraw_v their_o allegiance_n from_o he_o and_o abdicate_v and_o renounce_v he_o now_o when_o the_o present_a parliament_n be_v call_v the_o prince_n of_o orange_n have_v no_o sovereign_a power_n distinct_a and_o separate_a from_o the_o sovereign_a power_n that_o be_v vest_v in_o the_o princess_n but_o the_o entire_a sovereignty_n be_v incorporate_v in_o they_o both_o joint_o as_o one_o political_a head_n and_o therefore_o there_o be_v a_o abatement_n by_o her_o death_n of_o the_o validity_n of_o those_o writ_n by_o which_o this_o parliament_n both_o receive_v its_o be_v and_o be_v support_v and_o uphold_v in_o it_o it_o unavoidable_o follow_v that_o the_o parliament_n become_v thereupon_o actual_o dissolve_v through_o the_o cease_n of_o the_o legal_a authority_n of_o the_o writ_n upon_o which_o its_o existence_n depend_v for_o her_o sovereignty_n be_v once_o absolute_o necessary_a to_o give_v virtue_n vigour_n and_o authority_n to_o those_o writ_n and_o to_o make_v they_o good_a in_o law_n and_o operative_a to_o the_o end_n for_o which_o they_o be_v issue_v forth_o and_o that_o sovereignty_n of_o she_o being_n whole_o depart_v the_o writ_n and_o they_o thereupon_o in_o law_n be_v become_v nullity_n it_o natural_o and_o uncontrollable_o follow_v that_o through_o the_o nullity_n that_o by_o her_o death_n have_v overtake_v those_o writ_n that_o which_o be_v once_o a_o parliament_n upon_o their_o hypothesis_n of_o government_n be_v also_o become_v cass_v disable_v and_o annul_v from_o remain_v one_o any_o long_o for_o as_o the_o author_n of_o the_o letter_n to_o a_o friend_n in_o the_o country_n have_v very_o well_o observe_v it_o be_v not_o sovereignty_n in_o genere_fw-la that_o preserve_v the_o life_n power_n and_o authority_n of_o a_o parliament_n but_o it_o be_v the_o sovereignty_n of_o the_o same_o individual_a royal_a person_n that_o give_v validity_n and_o efficacy_n to_o the_o writ_n by_o which_o it_o be_v at_o first_o call_v for_o otherwise_o as_o a_o king_n never_o die_v so_o no_o parliament_n can_v ever_o be_v dissolve_v by_o the_o death_n of_o any_o nor_o can_v any_o thing_n dissolve_v a_o parliament_n but_o his_o pronounce_v it_o to_o be_v so_o that_o first_o call_v it_o by_o our_o law_n the_o king_n be_v immortal_a he_o never_o die_v the_o king_n live_v over_o 〈◊〉_d the_o regal_a
