end_n of_o government_n viz._n the_o glory_n of_o god_n and_o good_a of_o the_o people_n that_o be_v due_a to_o the_o magistrate_n and_o the_o people_n be_v in_o justice_n bind_v to_o render_v unto_o because_o their_o magistrate_n have_v not_o wage_n enough_o to_o perform_v their_o service_n constantinople_n be_v make_v a_o prey_n to_o the_o turk_n by_o the_o covetousness_n of_o the_o citizen_n who_o will_v not_o furnish_v the_o emperor_n with_o money_n sufficient_a for_o the_o defence_n of_o the_o city_n three_o so_o much_o tribute_n as_o be_v necessary_a for_o the_o several_a duty_n of_o magistrate_n be_v due_a to_o they_o to_o carry_v on_o justice_n and_o protect_v the_o land_n which_o vary_v according_a to_o the_o greatness_n of_o their_o trust_n and_o various_a emergency_n of_o public_a affair_n which_o be_v the_o rule_n by_o which_o the_o magistrate_n wage_n be_v to_o be_v proportion_v 2._o negative_o whatever_o tribute_n be_v indeed_o hurtful_a to_o the_o people_n be_v not_o due_a to_o the_o magistrate_n because_o it_o be_v contrary_a to_o the_o end_n for_o which_o magistracy_n be_v ordain_v he_o be_v make_v for_o their_o good_a therefore_o they_o be_v not_o bind_v to_o maintain_v he_o to_o their_o hurt_n if_o a_o magistrate_n will_v have_v a_o tax_n to_o maintain_v a_o stand_a army_n which_o shall_v keep_v the_o people_n in_o slavery_n they_o be_v not_o bind_v to_o pay_v it_o because_o it_o be_v for_o their_o hurt_n if_o a_o tax_n shall_v be_v levy_v for_o building_n paul_n or_o any_o other_o superstitious_a business_n which_o be_v burdensome_a to_o the_o people_n they_o be_v not_o bind_v to_o pay_v it_o
