burdensome_a law_n or_o revive_v a_o antiquate_a one_o when_o the_o public_a good_a require_v it_o this_o may_v render_v he_o uncharitable_a or_o imprudent_a but_o he_o be_v safe_a yet_o for_o though_o he_o be_v bind_v to_o proceed_v according_a to_o law_n yet_o he_o be_v not_o tie_v to_o proceed_v always_o according_a to_o the_o best_a method_n when_o there_o be_v diverse_a but_o if_o he_o stop_v the_o court_n of_o justice_n erect_v new_a one_o or_o proceed_v contrary_a to_o law_n he_o act_v without_o authority_n and_o against_o his_o own_o authority_n and_o put_v on_o a_o kind_n of_o a_o vizard_n that_o his_o subject_n can_v neither_o know_v he_o nor_o their_o duty_n for_o it_o be_v the_o law_n that_o direct_v they_o to_o the_o person_n of_o the_o king_n and_o their_o own_o duty_n without_o which_o they_o can_v know_v neither_o and_o if_o the_o end_n be_v not_o the_o public_a good_a it_o be_v downright_a injustice_n as_o well_o as_o political_o powerless_a necessity_n indeed_o may_v justify_v a_o political_a unlawful_a act_n for_o the_o public_a good._n as_o in_o case_n of_o a_o invasion_n to_o burn_v a_o garrison_n rather_o than_o it_o shall_v be_v a_o refuge_n for_o the_o enemy_n or_o to_o open_a sluice_n and_o to_o drown_v a_o part_n of_o the_o country_n for_o though_o these_o thing_n have_v not_o the_o form_n of_o law_n they_o have_v the_o reason_n and_o that_o be_v
